The Government of the Russian Federation, within the framework of ensuring the implementation of the state civil aircraft flight safety management system, establishes the procedure for the development and application of aircraft flight safety management systems by legal entities - developers and manufacturers of civil aircraft, legal entities and individual entrepreneurs engaged in commercial air transportation, legal entities carrying out Maintenance civil aircraft, air navigation services for aircraft flights, educational organizations and organizations providing training for civil aircraft pilots, operators of certified civil aviation aerodromes in relation to aircraft, the development, production, operation or maintenance of which is carried out by the specified legal entities, individual entrepreneurs, educational institutions .

In order to manage the safety of civil aircraft flights, the authorized body in the field of civil aviation, in accordance with the procedure established by the Government of the Russian Federation, collects and analyzes data on hazard and risk factors that pose a threat to the safety of civil aircraft flights, stores these data and exchanges them in accordance with with international standards of the International Civil Aviation Organization.
