Before boarding an aircraft, each passenger, belongings with him, and luggage must go through the pre-flight screening procedures. A passenger who refuses to go through the pre-flight inspection and present their belongings for inspection is not allowed to fly.

Screening at the airport is carried out in special rooms (screening points) equipped with stationary technical means inspection and video surveillance systems, as well as in rooms (cabins) for personal (individual) inspection.

Aviation security officers allow passengers to pass through the pre-flight screening in order of priority, preventing their accumulation.

During the pre-flight inspection, employees of the Ministry of Internal Affairs in transport or aviation security services conduct a survey of passengers in order to identify potentially dangerous passengers, as well as substances and items prohibited for transportation on board an aircraft.

The purpose of security checks is to ensure the safety of passengers.

Passing inspection is a duty established by international and Russian rules. Refusal to pass inspection entails termination of the contract air transportation.

Any jokes on the topic of aviation security are a violation of the law, entailing liability up to criminal.

Inspection is carried out by manual (contact) method and with the use of technical means. By decision of an employee of the aviation security service or internal affairs bodies, a personal search may be carried out.

According to the application of passengers with implanted pacemakers, their screening is carried out without the use of technical means.

Inspection of passengers who are unable to move independently is carried out at the first-aid post.

A number of restrictions apply to a number of transported liquids, objects and substances, information about which is available at the inspection points.

Store-bought liquids, gels and aerosols duty free are packed in plastic bags, which can only be opened on board the aircraft.

About the transported weapons must be reported in advance to the employee of the aviation security service or the internal affairs bodies.

It is forbidden to accept from unauthorized persons any things and objects for transportation, as well as for temporary storage in the waiting rooms and in the adjacent territory.

Since July 2007, new rules for conducting pre-flight and post-flight inspections (Order of the Ministry of Transport dated July 25, 2007 No. 104) have been put into effect, restricting the transportation of liquids on board an aircraft.

According to the established procedure, in things that are with passengers, allowed to carry :

  • medical thermometer - one per passenger;
  • mercury blood pressure monitor in a standard case - one per passenger;
  • barometer or mercury manometer, packed in a sealed container and sealed with the seal of the sender; disposable lighters - one per passenger;
  • dry ice for cooling perishable products - no more than 2 kg per passenger;
  • 3% hydrogen peroxide - no more than 100 ml per passenger;
  • liquids, gels and aerosols classified as non-hazardous in containers not exceeding 100 ml, the total volume of which does not exceed 1 liter per passenger, packed in a securely closed transparent plastic bag. Packages are issued during the pre-flight inspection.

Transportation exceptions have medicines, baby food and special dietary needs.

Liquids purchased from duty-free shops at the airport are also packaged at the time of purchase in a securely sealed (sealed) plastic bag. Opening plastic bags before boarding the aircraft is prohibited.

A passenger who carries weapons and ammunition (including cold and gas weapons) is obliged to inform an aviation security officer or an employee of the Ministry of Internal Affairs about this before passing through the pre-flight inspection. The weapon of a passenger who has the right to keep and carry it must be handed over to the SAB officer for further clearance and transfer to crew members for temporary storage for the flight period.

Baggage

Pre-flight screening of passengers' luggage is carried out using technical means of screening. In case of suspicion of the presence of dangerous objects and substances in the passenger's baggage, a manual inspection of the baggage may be carried out.

In passengers' luggage allowed to carry :

  • crossbows, spearguns, checkers, sabers, cleavers, scimitars, broadswords, swords, swords, bayonets, daggers, hunting knives, knives with ejected blades, with locking locks, imitators of any type of weapon;
  • household knives (scissors) with a blade (blade) length over 60 mm;
  • alcoholic drinks with a content of more than 24%, but not more than 70% alcohol by volume in containers with a capacity of not more than 5 liters, in containers intended for retail trade - not more than 5 liters per passenger;
  • liquids and alcoholic beverages with an alcohol content of not more than 24% by volume;
  • aerosols intended for use in sports or domestic purposes, the outlet valves of which are protected by caps from spontaneous release of contents in containers with a capacity of not more than 0.5 kg or 500 ml - not more than 2 kg or 2 liters per passenger.

It is forbidden to transport in the checked baggage and things carried by passengers, the following dangerous substances and objects:

Explosives, means of blasting and items filled with them:

  • all sorts of gunpowder, in any package and in any quantity;
  • live ammunition, ammunition for gas weapons, caps (caps) for hunting;
  • pyrotechnics: signal and lighting rockets, signal cartridges, landing bombs, smoke cartridges (draughts), demolition matches, sparklers, railway firecrackers; TNT, dynamite, tol, ammonal and other explosives; detonator caps, electric detonators, electric igniters, detonating and fire cord, etc.

Compressed and liquefied gases(gases for domestic use (butane-propane), gas cartridges filled with nerve agents and tear agents, etc.);

Flammable liquids(acetone, gasoline, samples of flammable oil products, methanol, methyl ether, carbon disulfide, ethers, etc.);

Flammable solids(substances subject to spontaneous combustion, substances which, in contact with water, emit flammable gases, potassium, sodium, calcium metal and their alloys, calcium phosphorus, white, yellow, red phosphorus and all other substances belonging to the category of flammable solids).

Oxidizing substances and organic peroxides.

Toxic substances.

radioactive materials.

caustic and corrosive substances(hydrochloric, sulfuric, nitric acids, hydrofluoric acid, etc.).

Toxic and poisonous substances in liquid or solid state, packed in any container (brucine, nicotine, strychnine, brake fluid, ethylene glycol, mercury, all salts of hydrocyanic acid and cyanide preparations, cyclone, cyanide, arsenic anhydride, etc.).

Weapon(pistols, revolvers, rifles, carbines and other firearms, gas, pneumatic weapons, electroshock devices, daggers, stilettos, airborne bayonet-knives, except for cases and in the manner established by the legislation of the Russian Federation).

Other hazardous substances, items that can be used as a weapon to attack passengers, the crew of an aircraft, as well as posing a threat to the flight of an aircraft.

Items bearing a dangerous goods label on their packaging may be transported in hand luggage and luggage are not allowed.

GENERAL PROVISIONS.

The rules for conducting pre-flight and post-flight inspections were developed on the basis of Federal Law No. 60-FZ of March 19, 1997 "VK RF", Decree of the Government of the Russian Federation of July 30, 1994 No. 142, standards and recommended practices of the International GA organization.

The Rules establish the procedure for carrying out pre-flight and post-flight inspections of passengers and baggage, including items carried by passengers, aircraft crew members, civil aviation personnel, aircraft on-board stores, cargo and mail.

The rules are obligatory for the employees of the airport security service, employees of the internal affairs department on transport involved in pre-flight and post-flight inspections, airport administrations, passengers, as well as other persons carrying out their activities on the territory of the airport.

Post-flight inspection is carried out in order to prevention and suppression of the illegal import and distribution of weapons, ammunition, narcotic drugs, explosive devices, explosive, poisonous and other substances and objects of increased danger and of a criminal nature, primarily from regions with a difficult operational (criminogenic) situation.

The main objective of the pre-flight screening is the timely detection, prevention and suppression of attempts to enter the aircraft with weapons, ammunition, explosives, flammable, poisonous, radioactive and other dangerous items and substances that can be used to damage the health of passengers, aircraft crew members, create a threat to the safety An aircraft or may cause a lot of emergency (aviation) accidents, as well as prevent the illegal transportation of dangerous items and substances prohibited for transportation to the aircraft under the terms of the AB, and other items and substances prohibited or restricted for free circulation on the territory of the Russian Federation.

ORGANIZATION OF PRE-FLIGHT AND POST-FLIGHT INSPECTIONS.

Pre-flight and post-flight inspections (hereinafter referred to as inspections) of passengers and baggage, including things carried by passengers, crew members aircraft, aviation personnel of civil aviation, on-board stores of an aircraft, cargo and mail are carried out by employees of the aviation security service with the participation of employees of the internal affairs body in transport, including dog handlers who have undergone appropriate special training and have a certificate (certificate), with service dogs.

The decision to conduct a post-flight inspection is made by the shift supervisor of the division of the internal affairs body in transport for inspection with a written notification to the shift supervisor of the aviation security service.

At airports and airfields of local airlines, where there are no employees of the internal affairs body in transport, inspections are carried out with the participation of employees of the territorial internal affairs bodies.

At the aerodromes of local airlines or landing sites where the presence of an aviation security service is not provided, the pre-flight screening is carried out by the aircraft commander or a crew member appointed by him.

Screening at airports is carried out in special rooms (screening points) equipped with stationary technical means of screening and video surveillance systems, as well as in rooms (cabins) for personal (individual) screening.

During inspections, technical and special means are used: stationary X-ray television intrascopes and metal detectors, portable (hand-held) metal detectors, X-ray scanners certified in the prescribed manner, as well as service dogs of cynological units.

Inspection technologies are developed and approved by the airport administration, the aviation enterprise, the operator, carrying out inspections in relation to the conditions of the airport, are agreed with the territorial body of the Federal Service for Supervision in the Sphere of Transport and the relevant internal affairs body in transport (in its absence, with the territorial internal affairs body).

Pre-flight screening is carried out on all internal and international flights performed by the aircraft of the operators, regardless of the legal form and form of ownership.

Pre-flight screening is carried out after registration of passengers, sanitary and quarantine, veterinary, phytosanitary control, and when performing international flights, in addition, after border, customs, immigration and other control.

The organization of inspections is entrusted to the administration of the airport, the aviation enterprise, the operator carrying out the inspection.

The administration of the airport, the aviation enterprise, the operator ensure the implementation of the recommendations of the airport commission on aviation security, created in accordance with the Regulations on the federal system for ensuring the protection of activities civil aviation from acts of unlawful interference, approved by the Government Decree Russian Federation dated July 30, 1994 N 897.

Examinations of things that are with the passenger are carried out in the presence of the passenger.

Baggage inspections can be carried out both in the presence of the passenger and in his absence.

Inspections of baggage in the absence of a passenger, related to the need to open baggage, by a joint decision of the heads of the aviation security service and the internal affairs body in transport, are carried out by a commission, which includes employees of the aviation security service and the internal affairs body in transport, in the presence of two witnesses, and when necessary and representatives of other state control bodies exercising various types of control.

Carriage of baggage of passengers who did not show up for boarding is strictly prohibited.

Upon receipt of information about the threat of an act of unlawful interference on a departing aircraft, a repeated pre-flight inspection of passengers and baggage is carried out, including items carried by passengers, aircraft crew members, on-board stores of the aircraft, cargo and mail.

In the event of a delay in the departure of a passenger related to the pre-flight inspection, the officials of the airport administration, the aviation enterprise, the operator who carry out the inspection, take measures to send the passenger on the next flight.

If the passenger of the aircraft refuses to undergo pre-flight screening, the contract for the air carriage of the passenger is considered terminated in accordance with paragraph 3 of Article 85 of the Air Code.

When inspecting cargo and baggage, stationary technical and special means are used, and service dogs of cynological units can also be used.

Inspections of postal items are carried out without opening them.

Postal items with broken packaging are not allowed to be transported on board the aircraft.

Aircraft on-board stores in various types of packaging are inspected at specially equipped inspection points at the airport.

Control over compliance with the technological process of inspections is assigned to the federal executive body authorized in the field of control (supervision) in transport, and the federal executive body authorized in the field of internal affairs.

Consequences of an explosive charge explosion on board an aircraft in flight.

The probability of a catastrophic situation in the event of an explosion of an explosive charge on board an aircraft depends on the size of the damage caused by the explosion and on the degree of their influence on the performance of the aircraft systems as a whole. In turn, the size of the destruction depends on the characteristics of the explosive device - the mass of the charge, the type of explosive, the presence of a shell, its location on board, as well as the explosion resistance of structural elements located in the explosion zone.

Because Aircraft are poorly protected from explosions, determining on board the aircraft the place (zone) where the detected explosive device should be moved in order to reduce the influence of dangerous explosion factors is of great importance for ensuring safety in the event of an explosion threat.

The survivability of an aircraft depends on the functioning of all its systems, but to varying degrees. In this regard, the failure of different systems as a result of an explosion can lead to different consequences.

The most dangerous consequences of an explosive explosion on board include:

    Violation of aerodynamics and loss of controllability as a result of the destruction of the fuselage skin.

    Sudden depressurization of aircraft.

    Jamming and destruction of the control system.

    Destruction of elements of the fuel system with subsequent ignition of the fuel.

    Destruction of elements of the hydraulic system with subsequent fire.

All these destructions usually lead to catastrophic consequences, so the correct choice of the least dangerous zone is crucial for the successful completion of the flight.

Excessive pressure in a pressurized cabin during the destruction of the skin caused by the explosion puts an additional load on the skin. In this regard, it is necessary to descend to the height of the minimum operating pressure and depressurization of the cabin in case of detection of a VU on board the aircraft.

When determining the least dangerous zones, priority is given to the fuselage skin, and then the probability of destruction of other structural elements during the explosion of an explosive charge is taken into account according to the degree of their influence on the functioning of aircraft systems. When placing the VU in any zone, the crew must first remove oxygen cylinders (explosive equipment, devices, objects or substances) from the compartment and, if possible, de-energize the facility.

Local strengthening of the skin allows to reduce the destruction area by 2-2.5 times.

To reduce the impact of dangerous explosion factors on the structure of the aircraft and passengers, it is necessary to shield the VU. Studies have shown that the most effective standard materials for this purpose on board the aircraft are seat cushions, carpets, and blankets. The minimum thickness of the shielding layer must exceed the maximum size of the VU by at least 10 times. To prevent ignition during an explosion, the shielding shell must be impregnated with a non-flammable liquid (water).

38. The group of pre-flight screening of passengers, as a rule, consists of five (three) employees of the aviation security service.

The group of pre-flight screening of aircraft crew members, aviation personnel, baggage, cargo and mail, as a rule, consists of four (two) aviation security officers, and is determined by the airport administration depending on the operating mode of the airport and traffic volume.

39. Employees of the aviation security service, depending on the mode of operation of the airport, are distributed in shifts. The composition of the shift is determined by the number of operating checkpoints.

In the presence of two or more checkpoints, the senior shift of the checkpoint of the aviation security service is appointed.

40. During the period of inspections, aviation security service personnel performing inspections must be dressed in uniform of the established sample with sleeve (breast) distinctive signs.

V. Rights and obligations of aviation security officers during inspections

Information about changes:

41. Employees of the aviation security service performing inspections have the right to:

require passengers to strictly comply with the requirements of the legislation of the Russian Federation in the field of aviation security in air transport;

check with passengers at the entrance to the checkpoints the tickets issued in accordance with the established procedure, and documents proving their identity;

conduct a survey in order to identify potentially dangerous passengers, as well as objects and substances in the possession of passengers that are prohibited for transportation by air;

conduct inspections of passengers, baggage and belongings carried by passengers, aircraft crew members, civil aviation personnel, aircraft on-board stores, cargo and mail;

observe the behavior of passengers at checkpoints;

seize from passengers objects and substances found during inspections that are prohibited for transportation by air;

inspect passengers' luggage, which is checked in to the storage room;

make proposals aimed at increasing the efficiency of inspections in terms of improving their technologies and using the applied technical and special means;

by decision of the heads of the aviation security service, conduct inspections of the quality of inspections.

43. The employees of the aviation security service performing the screening are obliged to:

be attentive and polite with passengers and not allow actions that degrade their dignity;

know and ensure the implementation of these Rules during inspections;

possess the necessary skills to identify dangerous items and substances from passengers that are prohibited for transportation on board an aircraft, including with the use of tricks;

submit, in accordance with the established procedure, materials for taking action against violators of aviation security requirements in accordance with the legislation of the Russian Federation;

not allow passengers who evade pre-flight inspection to fly;

to be vigilant, not to allow passengers, crew members of aircraft and aviation personnel, cargo, mail, on-board stores of the aircraft and baggage that have not passed the pre-flight screening, to enter the sterile zone through the screening point;

know the basic characteristics and rules for the operation of technical and special means;

observe safety regulations when working with technical and special means and fire safety rules.

45. At airports where there is a whole range of technical and special means, the duties of the specialists of the screening group are distributed as follows:

Screening Specialist No. 1:

checks tickets and/or boarding passes issued in accordance with the established procedure when passengers enter the checkpoint 1 , scans the bar code contained in the boarding pass (if available), checks identification documents with the passenger’s identity and ticket data, and boarding pass contained, including in the bar code. If it is necessary to more thoroughly check the documents and their belonging to this passenger, inform the head of the inspection point; decides on the admission of passengers for pre-flight inspection;

The allocation of special premises for temporary accommodation of escorted citizens is the responsibility of the airport administration.

69. Passengers with implanted devices that stimulate cardiac activity are subjected to a manual (contact) screening method without the use of technical and special means.

70. Checked baggage of passengers shall be placed on board aircraft that do not have isolated baggage compartments, so that passengers in flight cannot gain access to it.

71. The conditions for the carriage on board an aircraft in the checked baggage of passengers of dangerous substances and items are defined in the list of main dangerous substances and items prohibited (permitted subject to the required conditions) for transportation on board an aircraft by crew members and passengers in checked baggage and things that are with passengers (Appendix N 1 to these Rules).

72. During the pre-flight screening of a passenger, dangerous items and substances found that can be used as a weapon of attack, but not prohibited for transportation on board an aircraft, are packed by the passenger and transported as checked baggage.

73. Upon detection of explosive, poisonous, toxic and radioactive substances, relevant specialists (explosives experts, workers civil defense). Prior to the arrival of specialists, it is prohibited to take independent actions to neutralize explosive, poisonous, poisonous and radioactive substances.

74. Dangerous items and substances found during the inspection of passengers and crew members of the aircraft, which are freely available, but prohibited for transportation on board aircraft, are confiscated with the execution of an act of detection and seizure from the passenger and crew member of the aircraft during the inspection of those prohibited for transportation dangerous goods, items or substances (Appendix No. 2 to these Rules), are registered in the register of acts of detection and seizure from passengers and crew members of an aircraft of dangerous goods, items or substances prohibited for transportation (Appendix No. 3 to these Rules) and transferred to storage in a specially equipped airport warehouse in accordance with the legislation of the Russian Federation.

75. When a passenger or a crew member of an aircraft is seized from weapons, ammunition, dangerous items or substances prohibited for transportation on board an aircraft that were not presented during the inspection, a decision is made to hold him liable in accordance with the legislation of the Russian Federation.

If such a passenger or a member of the aircraft crew is allowed to fly, his baggage is subject to additional pre-flight screening.

76. Baggage inspection carried out in the absence of a passenger in accordance with the requirements of paragraph 16 of these Rules, is drawn up by an act of baggage inspection in the absence of a passenger (Appendix No. 4 to these Rules) and registered in the register of baggage inspection acts in the absence of a passenger (Appendix No. 5 to these Rules).

77. When conducting a pre-flight inspection of a passenger and his hand luggage, a ticket and (or) boarding pass (except for cases where the ticket and (or) boarding pass is issued in electronic form) is marked with a mark on passing the pre-flight inspection and the passenger is sent to a sterile zone.

If the boarding pass is issued in electronic form, information about passing the pre-flight inspection is entered into the information system, which includes an electronic inspection database.

78. Control over passengers in the sterile area, as well as checking marks on tickets and (or) boarding passes (except for cases of issuing tickets and (or) boarding passes in electronic form) about the passage of pre-flight screening by passengers, including transit passengers, at the exit for landing from the terminal or at the airstairs of the aircraft is carried out by employees of the organization’s service passenger traffic airport, aviation enterprise, operator.

If the boarding pass is issued in electronic form, employees of the passenger transportation service of the airport, aviation enterprise, operator check the information on the passage of the passenger through the pre-flight screening based on the information contained in the information system, which includes an electronic screening database.

VIII. Pre-flight screening of transit and transfer passengers

79. Pre-flight screening of transit and transfer passengers, including belongings with passengers, at intermediate airports is carried out on a general basis before entering the sterile zone and mixing with passengers who have passed the pre-flight screening, for whom this point of transportation is the initial one.

80. In order to exclude contact with passengers who have not passed the pre-flight screening at the airport, arrival/departure halls may be equipped to accommodate transit and transfer passengers with belongings carried by passengers.

81. Transit and transfer passengers are not allowed to their checked baggage.

82. In case of failure to comply with paragraphs 80 and 81 of these Rules, transit and transfer passengers, including things that are with passengers, are subject to repeated pre-flight screening on a general basis.

83. Baggage of transfer passengers arriving from airports of countries with which the Russian Federation has not concluded an agreement on the recognition of applicable aviation security standards at an intermediate airport is subject to mandatory pre-flight screening before mixing with the checked baggage of passengers for whom this point of transportation is the starting point.

The baggage of transfer passengers arriving from airports of countries with which the Russian Federation has concluded agreements on the recognition of applicable aviation security standards is not subject to mandatory pre-flight screening at an intermediate airport if this baggage is under the control of aviation security officers during ground handling at an intermediate airport and access to it is excluded.

The baggage of transfer passengers for domestic air transportation, as well as the baggage of transfer passengers departing from an intermediate airport outside the Russian Federation (except for the baggage specified in the first paragraph of this paragraph), is not subject to mandatory pre-flight screening at an intermediate airport if this baggage during ground handling at an intermediate airport is under the control of aviation security personnel and access to it is excluded.

Transfer and transit passengers when changing routes on their initiative, it is re-examined and sent on the same flight as the passengers.

84. Employees of the State Courier Service of the Russian Federation, accompanying the correspondence, have the right to remain on board the aircraft at the points of intermediate landings and exchange correspondence in the cabins of the aircraft during their stops, personally be present when unloading (loading) correspondence from the baggage compartment from the moment the baggage is opened compartment before closing.

Cynological service employees may be present during the loading (unloading) of containers (cages) with service dogs into (from) the aircraft.

IX. Pre-flight screening of cargo, mail and aircraft stores

85. Before loading on board an aircraft, cargo, mail and on-board stores of an aircraft are subjected to pre-flight inspection by various types and methods using technical and special means, as well as control weighing.

Pre-flight screening and transportation of dangerous goods are carried out in accordance with the requirements of Annex 18 to the Chicago Convention on International Civil Aviation "Safe Transport of Dangerous Goods by Air" and the Technical Instructions for the Safe Transport of Dangerous Goods by Air (Doc 9284 AN/905 ICAO).

86. Pre-flight inspection of cargo is carried out by the inspection team at the sections of the cargo terminal in the presence of an employee of the cargo warehouse.

87. If it is not possible to inspect the contents of the cargo using technical and special means, using a manual (contact) method or visually, as well as upon receipt of information about the threat of an act of unlawful interference on a departing aircraft, by decision of the head of the aviation security service, it is allowed:

holding cargo until loading on board an aircraft in safe conditions for a period of at least two hours in excess of the estimated time of the flight of this aircraft to its destination;

verification of the cargo in the decompression chamber during the estimated time of the flight of this aircraft to the destination.

88. Cargo that has aroused suspicion is subjected to repeated pre-flight inspection in order to detect items and substances in it that are prohibited for transportation on board the aircraft.

89. The outer packaging of the cargo is subject to inspection. In case of damage (violation of integrity) of the outer packaging, the cargo is not allowed to depart.

90. In the case of electronic registration and maintenance freight traffic the aviation security service issues an electronic security declaration containing information about the pre-flight screening. By agreement with the operator carrying out the transportation of cargo, information on the pre-flight inspection of cargo can be entered into the air waybill in electronic form, if the possibility of entering such information is provided for by the format of this electronic document. An electronic declaration of safety or a consignment note in electronic form is signed by the electronic signature of the aviation security officer who conducted the pre-flight inspection, in accordance with Federal Law No. 63-FZ of April 6, 2011 "On Electronic Signature" 15, item 2036; N 27, item 3880; 2012, N 29, item 3988; 2013, N 14, item 1668, N 27, item 3463, 3477; 2014, N 11, item 1098, N 26 (part I), art. 3390).

In the absence of the possibility of electronic registration, a mark on the pre-flight inspection of the cargo is affixed to each copy of the consignment note, drawn up on paper, and the statement for the cargo.

Upon completion of the pre-flight inspection, the cargo is marked with numbered stickers. An entry on the results of the inspection is made in the register of inspected cargo, mail and on-board stores of the aircraft (Appendix No. 6 to these Rules).

91. When signs of an explosive device are found, the cargo is not opened and does not move, but specialists in explosive devices - pyrotechnics are called.

92. Transit cargo arriving at the airport is not re-examined if during its stay on board the aircraft at the airport, measures were taken to prevent unauthorized access to the aircraft.

93. Transfer cargo, mail and on-board stores of an aircraft at an intermediate airport are subject to mandatory pre-flight screening, except for the cases provided for in paragraphs three to four of this paragraph, before they are mixed with the inspected cargo and mail, for which this point of transportation is the initial one.

For domestic air transportation, pre-flight screening of transfer cargo, mail and on-board stores of an aircraft at an intermediate airport may not be carried out if the following conditions are met:

transfer cargo, mail and on-board stores were screened at the airport of original departure and did not leave the airport airside at the intermediate airport;

at an intermediate airport, measures are taken to prevent unauthorized access to transfer cargo, mail and on-board stores through the exercise of control by aviation security officers from the moment cargo, mail and on-board stores are unloaded from the aircraft until they are loaded onto another aircraft.

When performing international transportation, pre-flight screening of transfer cargo, mail and on-board stores of an aircraft arriving from airports of countries with which the Russian Federation has concluded agreements on the recognition of applicable aviation security standards may not be carried out subject to the conditions set forth in paragraphs three and four of this clause.

94. Pre-flight screening of postal items (correspondence) is carried out at the screening point in the airport mail transportation department upon receipt (sending), at the screening points of the cargo terminal or at the screening points of the air terminal complex without opening them.

95. Cargo and mail transported on board cargo aircraft accompanied by armed employees of the Federal Security Service of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation, military personnel of the Ministry of Defense of the Russian Federation, correspondence accompanied by employees of the State Courier Service of the Russian Federation and the Intergovernmental Courier Service, during transportation on board passenger aircraft, diplomatic bags, consular bags, as well as other official correspondence of foreign institutions and international organizations equated to them on the basis of international treaties of the Russian Federation, are not subject to manual inspection and detention (hereinafter referred to as special baggage).

96. Special baggage accompanied by employees listed in paragraph 95 of these Rules must be packed in appropriate containers and sealed. 97. Diplomatic mail, consular bags and other official correspondence equated to them must have visible external signs (locks, wax seals, sealed tags indicating the destination and departure), and diplomatic couriers must carry a courier sheet.

98. If it is suspected that a diplomatic item (correspondence) contains dangerous items or substances prohibited for transportation on board an aircraft, the diplomatic item (correspondence) in the presence of an authorized diplomatic courier is subject to pre-flight inspection using technical and special means without opening the package.

99. Upon completion of the pre-flight screening, the diplomatic item (correspondence) is marked with numbered stickers, and a mark on the inspection is made in the consignment note, its copies and the statement. An entry is made about the results of the inspection in the register of inspected cargo, mail and on-board stores of the aircraft (Appendix No. 6 to these Rules).

100. Objects and substances found in a cargo item that are freely available for sale, but prohibited for transportation on board an aircraft, are seized with the execution of an act of detection and seizure from an aircraft cargo item during the inspection of dangerous goods, items or substances prohibited for transportation (Appendix N 7 to these Rules) in two copies (or the required number).

The seized items and substances with a copy of the act are transferred to the consignor.

101. The cargo (postal item) is delayed and it is not allowed to be transported (released) on board the aircraft if objects and substances are found in it, for the illegal manufacture, carrying and storage of which criminal liability is provided.

102. Registration, delivery, loading of cargo and mail on board an aircraft, accompanied by armed servicemen and employees specified in paragraph 95 of these Rules, is carried out in accordance with these Rules.

103. Pre-flight screening of on-board stores of aircraft, emergency rescue equipment and on-board meals for the crew and passengers, on-board kitchen equipment is carried out at the places where they are staffed by specialists of screening groups at equipped screening points using technical and special means.

104. Pre-flight screening of the aircraft's in-flight catering is carried out in the presence of the freight forwarder.

105. If necessary and in the exercise of control, the head of the aviation security service has the right to conduct a random check of the on-board stores of the aircraft immediately before loading on board the aircraft with an inspection certificate.

The act of inspection is drawn up in two copies. One copy is transferred to the shop of the catering establishment, the second - to the aviation security service.

106. Upon completion of the pre-flight screening of the aircraft's on-board catering, each container is marked with numbered stickers, and a mark on the inspection is made in the consignment note and its copies.

107. The control of the loading of cargo, mail, on-board stores, emergency rescue equipment and on-board catering is carried out by aviation security service employees.

108. Cargo, mail, on-board stores of the aircraft, emergency rescue equipment and on-board food of the aircraft must not contain items and substances prohibited for transportation on board the aircraft.

X. Timing of pre-flight screening

109. The pre-flight screening process should not increase the duration of service for departing passengers and affect the regularity of flights operated.

It is not allowed to simplify the procedures for pre-flight screening of passengers, including transit and transfer.

110. In order to avoid flight delays, the start and end of the pre-flight inspection is determined by the technological schedule.

111. The head of the shift of the passenger transportation service of the airport, the aviation enterprise, the operator shall timely inform about the delays in the departure of the senior shift of the inspection of the aviation security service.

XI. Post-flight inspection

112. In the baggage claim area, there is a point (s) for post-flight inspection.

113. Post-flight inspection may be carried out in full or selectively.

114. Upon receipt of information about the presence on board an aircraft in flight of persons with the intention of seizing (hijacking) an aircraft, explosive devices or explosives, or other cargo and objects that pose a danger to the flight and passengers, baggage, including including things that are with passengers, on-board stores of the aircraft, cargo and mail are subject to post-flight inspection after arrival at the airport (departure, destination or intermediate).

115. Post-flight inspection is carried out at the airport of arrival or on board the aircraft by authorized employees of the aviation security services using technical and special means.

XII. The procedure for accounting and reporting on the work of screening groups

116. Documents of the control zone and inspection point, samples of which are given in the annexes to these Rules:

117. Acts, samples of which are presented in annexes N 2,, are drawn up in two copies. One copy of the act is handed over to the passenger or attached to the baggage examined in the absence of the passenger, the second copy remains in the inspection group.

The acts provided for in paragraph 116 of these Rules are recorded in the relevant registers of acts.

The shelf life of all acts and journals is 1 year.

118. The organization of keeping logs is assigned to senior shifts or inspection groups of the aviation security service.

119. The leadership of the aviation security service monthly checks the correctness of maintaining documents in their units.

120. Territorial departments of the Federal Service for Supervision in the Sphere of Transport submit to the Department transport security The Federal Service for Supervision in the Sphere of Transport reports on the state of aviation security for the quarter, six months, 9 months and for the year no later than the 10th day of the month following the reporting period.

121. Information on the equipment of airports (aviation enterprises) with technical means of inspection is submitted together with a report on the state of aviation security for the year.

122. Information about seizures of explosives and explosive devices or about their discovery on the territory of the airport is immediately submitted by the head of the airport, aviation enterprise, operator to the Transport Security Directorate of the Federal Service for Supervision in the Sphere of Transport.

Rules for conducting pre-flight and post-flight inspections

I. General provisions

1. The rules for conducting pre-flight and post-flight inspections (hereinafter referred to as the Rules) were developed on the basis of the Federal Law of March 19, 1997 N 60-FZ "Air Code of the Russian Federation" * (hereinafter referred to as the Air Code), Regulations on federal system ensuring the protection of civil aviation activities from acts of unlawful interference, approved by Decree of the Government of the Russian Federation of July 30, 1994 N 897 **, Federal Aviation Rules "Aviation Security Requirements for Airports", approved by Order of the Ministry of Transport of Russia of November 28, 2005 N 142 * **, standards and recommended practices of the International Civil Aviation Organization.

2. These Rules establish the procedure for carrying out pre-flight and post-flight inspections of passengers and baggage, including items carried by passengers, aircraft crew members, civil aviation personnel, aircraft on-board stores, cargo and mail.

3. These Rules are mandatory for the employees of the aviation security service of the airport, aviation enterprise, operator (hereinafter referred to as the aviation security service) and employees of the internal affairs body in transport involved in pre-flight and post-flight inspections, airport administrations, aviation enterprises, operators, passengers, as well as other persons carrying out their activities in the territories of airports.

4. Pre-flight screening of passengers and baggage, including things carried by passengers, crew members of aircraft, civil aviation personnel, on-board stores of an aircraft, cargo and mail is carried out in order to ensure aviation security, protect the life and health of passengers, crew members aircraft and aviation personnel of civil aviation, preventing possible attempts to seize (hijack) aircraft and other acts of unlawful interference in the activities of civil aviation by criminal elements, as well as illegal transportation of weapons, ammunition, explosive, poisonous, flammable and other hazardous substances and items prohibited for transportation by air transport under the conditions of aviation security.

Post-flight screening is carried out in order to prevent and suppress the illegal import and distribution of weapons, ammunition, narcotic drugs, explosive devices, explosive, poisonous and other substances and items that pose an increased danger and are of a criminal nature, primarily from regions with a complex operational (criminogenic) the situation and using automated search information systems of the Ministry of Internal Affairs of the Russian Federation of the search for persons hiding from the bodies of inquiry, investigation and court, evading criminal punishment, as well as persons who have lost contact with relatives and missing, who are wanted, in accordance with Law of the Russian Federation of April 18, 1991 N 1026-1 "On the Police" ****.

5. The main objective of the pre-flight screening is the timely detection, prevention and suppression of attempts to enter aircraft with weapons, ammunition, explosives, flammable, poisonous, radioactive and other dangerous items and substances that can be used to harm the health of passengers , members of the aircraft crew, endangering the flight safety of the aircraft or may cause another emergency (aviation) accident, as well as preventing the illegal transportation of dangerous items and substances prohibited for transportation in air transport under the terms of aviation security, and other items and substances, prohibited or restricted for free circulation on the territory of the Russian Federation.

II. Organization of pre-flight and post-flight inspections

6. Pre-flight and post-flight screenings (hereinafter referred to as screenings) of passengers and baggage, including things carried by passengers, aircraft crew members, civil aviation personnel, on-board stores of an aircraft, cargo and mail are carried out by employees of the aviation security service with the participation of employees of the internal affairs body in transport, including dog handlers who have undergone appropriate special training and have a certificate (certificate), with service dogs.

The decision to conduct a post-flight inspection is made by the shift supervisor of the division of the internal affairs body in transport for inspection with a written notification to the shift supervisor of the aviation security service.

7. At airports and airfields of local airlines, where there are no employees of the internal affairs body in transport, inspections are carried out with the participation of employees of the territorial internal affairs bodies.

8. At the aerodromes of local airlines or landing sites, where the presence of an aviation security service is not provided, the pre-flight screening is carried out by the aircraft commander or a crew member appointed by him.

9. Screening at airports is carried out in special rooms (checkpoints) equipped with stationary technical means of screening and video surveillance systems, as well as in rooms (cabins) for personal (individual) screening.

10. During inspections, technical and special means are used: stationary x-ray television introscopes and metal detectors, portable (manual) metal detectors, x-ray scanners, introvision systems in the terahertz range of the electromagnetic spectrum and other (hereinafter referred to as technical and special means) certified in the prescribed manner, as well as service dogs of cynological units.

11. Inspection technologies are developed and approved by the administration of the airport, the aviation enterprise, the operator, carrying out inspection in relation to the conditions of the airport, are coordinated with the territorial body of the Federal Service for Supervision in the Sphere of Transport and the relevant internal affairs body in transport (in its absence, with the territorial internal affairs body ).

12. Pre-flight screening is carried out on all domestic and international flights operated by aircraft operators, regardless of the legal form and form of ownership.

13. Pre-flight screening is carried out after registration of passengers, sanitary and quarantine, veterinary, phytosanitary control, and when performing international flights, in addition, after border, customs, immigration and other control.

14. The organization of inspections is entrusted to the administration of the airport, aviation company, operator, carrying out the inspection.

The administration of the airport, the aviation enterprise, the operator ensure the implementation of the recommendations of the airport aviation security commission, created in accordance with the Regulations on the federal system for ensuring the protection of civil aviation activities from acts of unlawful interference, approved by Decree of the Government of the Russian Federation of July 30, 1994 N 897.

15. Examinations of things that are with the passenger are carried out in the presence of the passenger.

Baggage inspections can be carried out both in the presence of the passenger and in his absence.

16. Inspections of luggage in the absence of a passenger, related to the need to open luggage, by a joint decision of the heads of the aviation security service and the internal affairs body in transport, are carried out by a commission, which includes employees of the aviation security service and the internal affairs body in transport, in the presence of two witnesses, and, if necessary, representatives of other state control bodies exercising various types of control.

17. Carriage of baggage of passengers who did not show up for boarding is strictly prohibited.

18. Upon receipt of information about the threat of committing an act of unlawful interference on a departing aircraft, a repeated pre-flight inspection of passengers and baggage is carried out, including things that are with passengers, members of the crew of the aircraft, on-board stores of the aircraft, cargo and mail.

19. In the event of a delay in the departure of a passenger related to the pre-flight inspection, officials of the airport administration, the aviation enterprise, the operator, who carry out the inspection, take measures to send the passenger on the next flight.

20. If the passenger of the aircraft refuses to undergo pre-flight screening, the contract for the air carriage of the passenger is considered terminated in accordance with paragraph 3 of Article 85 of the Air Code.

21. When inspecting cargo and baggage, stationary technical and special means are used, and service dogs of cynological units can also be used.

22. Inspections of postal items are carried out without opening them. Postal items with broken packaging are not allowed to be transported on board the aircraft.

23. On-board stores of an aircraft in various types of packaging are inspected at specially equipped inspection points at the airport.

24. Inspected baggage, in-flight meals, cargo and mail are subject to labeling with numbered stickers by authorized persons of aviation security services.

25. Control over compliance with the technological process of inspections is assigned to the federal executive body authorized in the field of control (supervision) in transport, and the federal executive body authorized in the field of internal affairs.

III. Organizational and technical measures for inspections

26. Organizational and technical measures for inspections provide:

timely detection and prevention of illegal transportation on board of an aircraft of weapons, ammunition, explosive devices, explosive, poisonous, flammable and other dangerous substances and items provided for in the list of major dangerous substances and items prohibited (permitted subject to the required conditions) for transportation on board of the aircraft by crew members and passengers in the checked baggage and things that are with the passengers (Appendix No. 1 to these Rules);

timely transmission of information about the threat of hijacking an aircraft and other acts of unlawful interference in the activities of civil aviation to officials of federal executive bodies involved in the suppression of acts of unlawful interference in the activities of civil aviation;

informing passengers about the purpose and procedure for passing inspections at all stages of service, about their rights and obligations, about the list of dangerous items and substances prohibited for transportation on board aircraft, and about responsibility for their illegal transportation;

exclusion of contact between passengers who have passed the pre-flight screening and are allowed to board the aircraft, with passengers who have not passed the pre-flight screening, escorts, airport personnel who are not engaged in servicing passengers of this flight.

27. Isolated control zones are set up at airports to conduct screenings of passengers.

The control zone may consist of one or more screening points, including the boarding waiting area between the passenger screening point and the aircraft, access to which is strictly controlled (hereinafter referred to as the sterile zone).

In front of the entrances to the control zone and inspection points, signs are posted: "Control zone", "Inspection point".

28. At the inspection point, a room equipped with technical and special means and a room (cabin) for personal (individual) inspection should be provided.

29. At airports, the number of control zones, inspection points, as well as their equipment with technical and special means is determined depending on the volume of traffic.

30. The reliability of inspections and the quality of passenger service are ensured by:

the optimal location of control zones and inspection points in the buildings of passenger terminals and technical and special means in them;

creation of conditions for comfortable accommodation of passengers, work of personnel and convenient implementation of control procedures;

compliance with the operating conditions and maintenance procedures for technical and special equipment.

31. Control zones and inspection points are equipped in accordance with the requirements of the Federal Aviation Regulations "Aviation Security Requirements for Airports", approved by Order of the Ministry of Transport of Russia dated November 28, 2005 N 142.

32. Only passengers of scheduled flights are allowed to enter the control zones and inspection points if they have a ticket issued in accordance with the established procedure and an identity document of the passenger.

33. The presence of persons not related to servicing passengers and organizing passenger transportation in the control zones and inspection points is strictly prohibited.

34. The equipment and equipment of control zones and inspection points is assigned to the administration of the airport, the aviation enterprise, the operator.

IV. Structure of pre-flight screening groups

35. The number of employees of the aviation security service performing pre-flight screening is determined by the administration of the airport, the aviation enterprise, the operator, depending on the mode of operation, the volume of passenger traffic, the types of aircraft in operation, and the technical equipment of the screening points.

36. The number of employees of the internal affairs body in transport at the inspection point (control zone) participating in the pre-flight inspection is determined by the head of the internal affairs body in transport, taking into account the staffing table, the volume of passenger traffic, the number of inspection points and their technical equipment.

37. For each screening point, the required number of employees is allocated and the head of the screening group from the aviation security service employees is appointed.

38. The group of pre-flight screening of passengers, as a rule, consists of five (three) employees of the aviation security service and one employee of the internal affairs body in transport.

The group of pre-flight screening of aircraft crew members, aviation personnel, baggage, cargo and mail, as a rule, consists of four (two) employees of the aviation security service, one employee of the internal affairs body in transport and is determined by the airport administration in agreement with the internal affairs body in transport depending on the operating mode of the airport and the volume of traffic.

39. Employees of the aviation security service and the internal affairs body in transport, depending on the operating mode of the airport, are distributed in shifts. The composition of the shift is determined by the number of operating checkpoints.

In the presence of two or more inspection points, a senior shift of the inspection of the aviation security service and a senior shift of the inspection of the internal affairs body in transport are appointed.

The order of interaction between the senior shift of the inspection of the aviation security service and the senior shift of the inspection of the internal affairs body in transport is determined by the technologies for conducting inspections, provided for in paragraph 11 of these Rules.

40. During the period of inspections, aviation security service personnel performing inspections must be dressed in uniform of the established sample with sleeve (breast) distinctive signs.

V. Rights and obligations of employees of the aviation security service and employees of the internal affairs body in transport during inspections

41. Employees of the aviation security service and employees of the internal affairs body in transport who carry out inspections have the right to:

require passengers to strictly comply with the requirements of the legislation of the Russian Federation in the field of aviation security in air transport;

check with passengers at the entrance to the checkpoints the tickets issued in accordance with the established procedure, and documents proving their identity;

conduct a survey in order to identify potentially dangerous passengers, as well as objects and substances in the possession of passengers that are prohibited for transportation by air;

conduct inspections of passengers, baggage and belongings carried by passengers, aircraft crew members, civil aviation personnel, aircraft on-board stores, cargo and mail;

observe the behavior of passengers at checkpoints;

seize from passengers objects and substances found during inspections that are prohibited for transportation by air;

inspect passengers' luggage, which is checked in to the storage room;

make proposals aimed at increasing the efficiency of inspections in terms of improving their technologies and using the applied technical and special means;

to conduct joint and independent inspections of the quality of inspections using training test items and dummies of explosive devices by joint decisions of the heads of the aviation security service and the internal affairs body in transport.

42. Employees of the internal affairs body in transport who carry out inspections, in addition to those listed in paragraph 41, have the right to:

conduct, if necessary, a survey of passengers in order to identify hazardous substances and objects and possible illegal intentions on their part;

make a decision on the performance of a personal search of passengers upon detection of objects and substances for the manufacture, carrying and storage of which criminal or administrative liability is provided, and participate in the search;

check the conformity of passengers' tickets issued in the established manner with passport data, establish their authenticity, additionally check suspicious persons against information retrieval databases of the Ministry of Internal Affairs of the Russian Federation;

exercise control over compliance with the procedure for the transportation of weapons, cartridges and ammunition transferred by passengers for temporary storage for the flight period;

confiscate from passengers weapons, ammunition found during inspections (except for persons enjoying the right to be on board an aircraft with weapons in accordance with the legislation of the Russian Federation), explosives, narcotic drugs and their precursors, as well as psychotropic and potent substances;

carry out, in accordance with the legislation of the Russian Federation, the seizure and documentation of items and substances found during the inspection of passengers, the free circulation of which in the territory of the Russian Federation is prohibited, restricted or of a criminal nature;

organize and conduct, if necessary, together with the aviation security service, briefing on strengthening measures during the inspection activities;

detain persons violating aviation security requirements;

draw up, within its competence, protocols on administrative offenses.

43. Employees of the aviation security service and employees of the internal affairs body in transport who carry out inspections are required to:

be attentive and polite with passengers and not allow actions that degrade their dignity;

know and ensure the implementation of these Rules during inspections;

possess the necessary skills to identify dangerous items and substances from passengers that are prohibited for transportation on board an aircraft, including with the use of tricks;

submit, in accordance with the established procedure, materials for taking action against violators of aviation security requirements in accordance with the legislation of the Russian Federation;

not allow passengers who evade pre-flight inspection to fly;

to be vigilant, not to allow passengers, crew members of aircraft and aviation personnel, cargo, mail, on-board stores of the aircraft and baggage that have not passed the pre-flight screening, to enter the sterile zone through the screening point;

know the basic characteristics and rules for the operation of technical and special means;

observe safety regulations when working with technical and special means and fire safety rules.

44. The employees of the internal affairs body in transport in the control zones and inspection points during the inspection are additionally assigned:

prevention and suppression of crimes, ensuring the protection of public order;

carrying out operational-search activities in order to identify and identify persons who are preparing crimes, to detect weapons, ammunition and explosive devices;

registration of weapons, ammunition, explosive devices, explosive, radioactive, narcotic, poisonous, poisonous and other substances seized during the inspection of passengers, prohibited for transportation by air;

implementation, together with the airport administration, of measures to suppress mass riots.

45. At airports where there is a whole range of technical and special means, the duties of the specialists of the screening group are distributed as follows:

Screening Specialist No. 1:

at the entrance of passengers to the inspection point, checks tickets issued in the prescribed manner, boarding passes, checks identification documents with the identity of the passenger, if necessary, a more thorough check of documents and their belonging to this passenger informs the senior inspection point and an employee of the internal affairs body at transport; decides on the admission of passengers for pre-flight inspection;

directs passengers to pre-flight screening in order of priority, preventing their accumulation;

puts a mark on the ticket (except in cases of ticketing in electronic form) and (or) the boarding pass about passing the pre-flight inspection, and also cancels it if the passenger leaves the control area;

conducts, if necessary, a psychological survey (profiling) to identify potentially dangerous passengers and participates in the personal (individual) screening of passengers;

Screening Specialist No. 2:

invites passengers to lay out their metal objects, mobile phones, photo, film, radio equipment, take off shoes, outerwear, hats, belts and present these things for inspection using technical and special means;

monitors the correct arrangement of things on the conveyor of the X-ray television introscope, regulates the loading of the conveyor, informs the inspection specialist No. 3 about the need to stop the conveyor of the X-ray television introscope;

invites passengers to pass through the frame of a stationary metal detector;

conducts an inspection of bulky items that are with passengers, the dimensions of which exceed the diameter of the tunnel of the introscope, by the manual (contact) method;

Examiner No. 3:

determines the contents of things by the shadow image on the screen of the X-ray television introscope;

upon detection of objects and substances prohibited for transportation, representing an increased danger or having a criminal nature (weapons, ammunition, explosive devices), the transporter of the X-ray television introscope is found in the things being inspected and informs the senior inspection point and the employee of the internal affairs body on transport;

conducts an inspection of things that are with passengers by manual (contact) method until they are completely sure that they do not contain prohibited items and substances;

makes a decision on the seizure of prohibited items and substances identified during the inspection, and on the admission of the passenger's belongings to the sterile zone;

participates, if necessary, in the personal (individual) screening of passengers;

Screening Specialist No. 4:

observes the indication of signaling devices of a stationary metal detector, preventing passengers from bypassing it;

in the event of a signal from a stationary metal detector:

invites the passenger to put on the table the metal objects he has in his clothes or on his body and go through the stationary metal detector again;

determines the location of metal objects in the passenger with the help of a hand-held metal detector;

conducts, if necessary, the inspection of things that are with passengers, by manual (contact) method and participates in the personal (individual) inspection of passengers;

reports the need for a more thorough examination of the passenger to the senior inspection point and the employee of the internal affairs body in transport;

makes a decision on the seizure of prohibited items and substances identified during the inspection, and on the admission of the passenger to the sterile zone;

inspection specialist No. 5 (senior inspection point):

exercises control over the activities of the screening group to comply with the technological process of conducting a pre-flight screening;

document the seizure of substances and items prohibited for transportation;

organizes and, if necessary, participates in the inspection of things that are with passengers, by manual (contact) method and personal (individual) inspection of passengers;

organizes the inspection of things that are with passengers, the dimensions of which exceed the diameter of the tunnel of the introscope, by the manual (contact) method;

does not allow passengers, crew members of aircraft and maintenance personnel of airlines who have not passed the pre-flight inspection to the sterile zone;

if necessary, can perform the functions of inspection specialists No. 1, 2, 3 and 4.

An employee of the internal affairs body in transport participating in the inspection:

checks passport data on the search database of the Ministry of Internal Affairs of the Russian Federation "Rozysk-Magistral" in order to identify and detain wanted persons;

conducts a personal (individual) search of passengers and things that are with passengers;

takes part in the inspection of passengers and baggage, belongings with passengers, crew members of the aircraft, aviation personnel of civil aviation, on-board stores of the aircraft, cargo and mail, without replacing the employees of the aviation security service;

exercises control over compliance with the procedure for transporting weapons transferred by passengers for temporary storage for the flight period;

carries out all necessary actions in accordance with the legislation of the Russian Federation to seize and document items and substances found during the inspection of passengers, the free circulation of which is prohibited or restricted on the territory of the Russian Federation;

organizes and conducts, if necessary, joint briefing on strengthening measures during the inspection.

Employees of the internal affairs body in transport participating in the inspection, upon receipt of operational information, together with the employees of the aviation security service, conduct a psychological survey (profiling) of passengers.

During the entire work of the shift at the inspection point, the rotation of the specialists of the inspection group at the workplace is regularly carried out. Continuous observation by an employee of the image on the screen of the X-ray unit should not exceed 20 minutes with a break of at least 40 minutes (ICAO Safety Manual Doc 8973).

With a small passenger flow, the airport administration can reduce the composition of the inspection point to three employees of the aviation security service, while the condition of continuous work at the introscope for no more than 20 minutes per hour must be observed.

During the inspection of baggage, cargo, mail and on-board stores of the aircraft, the composition of the inspection team is determined by the airport administration, but in any case, it must be at least three aviation security officers at one inspection point, subject to continuous work at the introscope no more than 20 minutes per hour.

Specialists of the screening group, free from the performance of their duties, when a passenger commits an offense during the screening, in agreement with the head of the screening shift, can participate as witnesses.

46. ​​Employees of the aviation security service who carry out the inspection, and employees of the internal affairs bodies in transport involved in the inspection, for improper performance of official duties, abuse of official position, as a result of which dangerous objects or substances were carried on board the aircraft that posed a threat to flight safety , are held liable in accordance with the procedure established by the legislation of the Russian Federation.

VI. Special information for air passengers

47. Passengers of air transport are informed about the requirements of the legislation of the Russian Federation governing the transportation of passengers, baggage and things that are with passengers.

In ticket sales areas, airports, passenger check-in areas, in front of control zones, inspection points, in places where customs declarations are filled out, illuminated displays are equipped, posters with special information on aviation security are posted in accordance with the requirements of the Federal Aviation Rules "Aviation security requirements for airports", approved by order of the Ministry of Transport of Russia dated November 28, 2005 N 142.

To comply with the basic rules for aviation security, information is periodically transmitted over the radio broadcasting network about (about):

prohibition to transport on board an aircraft explosive, poisonous, flammable, radioactive and other dangerous substances and objects;

mandatory pre-flight screening of passengers and baggage, including items carried by passengers;

responsibility, provided for by the legislation of the Russian Federation, for the carriage by passengers on board the aircraft of substances and items prohibited for carriage;

the prohibition to accept suitcases, parcels and other items for transportation on board an aircraft from unauthorized persons, as well as to leave your luggage to unfamiliar citizens;

prohibition to use electronic games, portable video cameras, video recorders, portable telephones and other electronic equipment on board the aircraft in flight.

VII. The procedure for conducting pre-flight inspection

48. Pre-flight screening of passengers and baggage, including things carried by passengers, is carried out using technical and special means and (or) manual (contact) method, and at the aerodromes of local airlines or at landing sites where there are no screening points and there are no stationary means of inspection - hand-held metal detectors and manual (contact) method, and luggage and things that are with passengers, only manual (contact) method.

During the pre-flight screening, personal (individual) screening of passengers may be carried out.

49. Pre-flight screening of aircraft crew members and aviation personnel of civil aviation is carried out at screening points on a general basis or at screening points equipped at airport checkpoints.

Aircraft crew members are allowed to pre-flight screening after presentation of the flight task.

50. Pre-flight screening of a passenger using technical and special means is carried out in the following order:

checks of the ticket issued in accordance with the established procedure, boarding pass, verification of the document with the identity of the passenger at the entrance to the inspection point;

it is proposed to declare that the passenger has items and substances prohibited for transportation on board the aircraft, as well as things accepted from unauthorized persons (parcels, packages, etc.) for transportation;

it is proposed to lay out items containing metal (cigarette cases, keys, packs of cigarettes, etc.) that the passenger has in clothes, take off outerwear (coat, jacket, raincoat, jacket, sweater, jumper, pullover, sweater, etc., G

After check-in for the flight, the passenger is required to undergo a pre-flight inspection. A passenger who refuses to pass the pre-flight inspection is not allowed to fly.

Pre-flight screening of Simferopol airport passengers is carried out on the 3rd floor of the airport complex.

Before going through the pre-flight inspection, the passenger undergoes an identification control of the person with the presentation of a passport and a boarding pass.

Pre-flight screening procedure
  1. Fold outerwear, as well as gadgets, belts, watches and other items that have metal components, into a container.
  2. Shoes with a heel greater than 2.5 cm and a width greater than 1 cm must also be removed and placed in a container.
  3. Containers must be placed on the introscope tape.
  4. Go through the metal detector frame.

    Passengers who have implanted devices are exempted from screening by technical means and undergo regular contact screening. To do this, you must have a certificate from a medical institution confirming the presence of this device.

Pre-flight screening of passengers, baggage and hand luggage at the airport is carried out in accordance with the "Rules for conducting pre-flight and post-flight screenings" approved by Order No. 104 dated July 25, 2007 of the Ministry of Transport of the Russian Federation.
