Pre-flight screening group and their functions. I

Have you ever been issued a sick leave at a medical institution? If not, then you are probably a lucky person. If so, then you most likely noticed that instead of a textual description, all kinds of unified codes were used in it. For example, very often in this document code 02 is indicated as the reason for disability, the decoding of which remains a mystery for many ordinary people. Let's try to figure out what information can be hidden behind the numbers. Moreover, it is not difficult at all. We will also find out how a sick leave is issued (the reason for disability is code 02).

What is written on the sick leave

In a document such as a certificate of incapacity for work, the following data is entered:

  • Full name of the sick patient (the basis is an identity card, namely a passport).
  • Date, month and year of his birth.
  • The name of the organization (factory) where the patient works (the basis - according to the patient). If the patient works for an individual entrepreneur or is one himself, then this column indicates the full name of the employer.
  • Information about where the sick leave was issued: at the place of work or residence.
  • TIN of the patient.
  • Reason for disability.
  • The date of opening and filling out the sick leave.
  • The period during which the person was unable to work.
  • All kinds of violations of the regime.
  • Other information.
  • Conditions for the calculation of financial assistance.

All codes in the document, starting from the first to the penultimate one, are entered by the doctor who opens the sick leave. But the conditions for calculating disability benefits (in coded form) are entered by the employer, namely the employee dealing with these issues.

Why do you need to encode information?

What is the purpose of coding? And it consists in the following:

  • to fully maintain confidential information about the patient's illness;
  • minimize the likelihood of any counterfeiting;
  • the desire to economically and compactly use medical forms;
  • have the opportunity to cooperate with various medical institutions abroad;
  • significantly simplify (sometimes the doctor's handwriting is very difficult to read) and optimize the activities of personnel workers.

On a note! Not only the personnel officer, but also the patient himself can get acquainted with the decoding of these codes: it is presented on the back of the sick leave. Just turn it over and read.

Who needs these codes

The most important part of the sick leave is the columns in which codes are entered indicating certain reasons for which patients cannot be at work and carry out their professional activities as usual. Several cells are allocated for this encoded information:

  • the first two are the main code (numbers from 01 to 15);
  • the next three are an additional code (numbers from 017 to 021);
  • the final two are a clarifying code (fixed if the diagnosis has been clarified).

Why use so many codes? Who needs them? And they are needed both by medical workers and by the authorities (that is, the employer).

Deciphering disease codes on the sick leave

Each code has its own decoding, and they can and should be affixed by the attending physician.

The only exceptions are the main codes numbered 14 and 15, which are put down if the patient's consent is obtained. In addition, the column on the reason for temporary disability can be (if necessary) amended.

Basic codes

So, let's get acquainted with the list of basic codes that the doctor writes down in the first two cells of the medical document:

  • 01 - the presence of any disease that does not require the patient to be at work.
  • 02 - sick leave code, indicating the disability of a person as a result of the fact that he received an injury.
  • 03 - quarantine is announced, preventing a person from being at work.
  • 04 - the patient was injured (or the consequences after it) directly at the workplace.
  • 05 - granted leave for the period of BiR (pregnancy and childbirth).
  • 06 - the need for prosthetics in a medical hospital.
  • 07 - exacerbation of a previously identified disease or detection of an illness associated with professional activities.
  • 08 - rehabilitation period in the sanatorium after the disease.
  • 09 - exemption from work, which is issued in case of caring for a sick close relative.
  • 10 - other circumstances entailing the release of a person from the need to be at the workplace.
  • 11 - a disease specified in a special list (for example, a mental disorder, hepatitis, diabetes mellitus or other similar) approved by the government.
  • 12 - the need to care for a child (under the age of 7 years) with one of the ailments listed in the list of diseases approved by the Ministry of Health and Social Development.
  • 13 - the presence of a disability in a child who needs care.
  • 14 - a case when a malignant disease is detected in a child or certain complications arise after vaccination.
  • 15 - caring for a child with HIV infection.

Additional codes

And now let's find out what additional codes are put down in the next three cells of the disability sheet:

  • 017 - the need for treatment in a medical institution for special purposes.
  • 018 - being in a sanatorium (or resort) after undergoing treatment for an injury resulting from an accident at the workplace.
  • 019 - therapeutic activities carried out in rehabilitation clinics.
  • 020 - maternity leave granted in addition to the main one.
  • 021 - exemption due to illness or injury resulting from intoxication (drug, alcohol or toxic).

Important! If the reason for the absence of the employee in his place was fully reflected in the first two cells of the sick leave, then the next three do not need to be filled out. But if such a need exists, then the medical worker enters both the main code and the additional one.

Sick pay for domestic injury

What is a sick leave? This is a medical document that indicates the reasons for a person’s temporary disability and on the basis of which he can receive (for the entire time of absence from the workplace) a certain amount of money.

How is sick leave paid? That is, what factors are fundamental in determining the amount intended to be paid to the employee?

  • The insurance experience of the person presenting the sick leave for payment. Moreover, if this length of service is up to 5 years, then the amount of the benefit will be equal to 60% of the average wage; if from 5 to 8 years, then the employee receives 80% of the PPP; and if more than 8 years, then he has a chance to get all 100%.
  • Average annual income.

Important! Keep in mind that there are significant limitations in determining the average earnings for the year. So, in 2016, its largest amount was 670,000 rubles. That is, even if your average annual income is significantly higher than this figure in the actual calculation, the value that is officially determined to be the highest will be taken into account in the calculation of hospital compensation.

  • Average daily income.
  • The number of days an employee can be absent from work.

Important! If the reason for the absence of an employee is an illness (for example, flu) or a domestic injury, then the payment for the first three days is the responsibility of the employer directly, and the subsequent ones are paid exclusively from the Social Insurance Fund (FSS) - see Law No. 255-FZ (paragraph 1, part 2, article 3).

Example of calculation of hospital compensation

Theoretically, of course, everything is very clear. Let's see how in practice you can independently determine the amount due to you.

Suppose citizen Ivanov Ivan Ivanovich was absent from work due to an injury at home (or because of the flu) for 10 days (note, calendar days). The average daily income of Ivan Ivanovich is 1600 rubles, and the insurance period is 7 years. The amount of the allowance will be 12,800 rubles (1600 x 10 x 80%). Of these, 3840 rubles (1600 x 3 x 80%) will be paid by the employer, and the remaining amount - 8960 rubles from the FSS.

Deadlines for presenting a sick leave guaranteeing receipt of benefits

A sick leave certificate issued due to illness, due to disability - code 02 (decoding is presented above) - or for other reasons, the employee must present until six months (more precisely, 6 months) have elapsed from the date indicated in the medical document (and exactly in the column "by what number").

Remember! In case of delay, the sick leave benefit is not paid. For example, if the last day of being on sick leave is May 15, then the latest date for presenting the document is November 15. If you do this even a day later, you will not see benefits.

Number of days for which benefits will be paid

There are certain terms for the appointment and payment of sick leave:

  • The term for consideration and assignment of benefits is 10 calendar days. The countdown starts from the date of presentation of the sick leave. This is stated in the Law No. 255-FZ (part 5, article 13, part 1, article 15).
  • Payment of benefits is made on the nearest (after it is assigned) date of payment of the next salary in accordance with the same Law (part 8, article 13, part 1, article 15).

On a note! For each day overdue, you have the right to demand compensation in accordance with the Labor Code of the Russian Federation (Article 236).

Number of paid sick days

If the employee fell ill or was absent from his place due to disability - code 02 (decoding is presented above), then the benefit must be paid for the entire period of release from the performance of his professional activity (or, more precisely, for all calendar days indicated in the medical document) . This is clearly stated in the Law No. 255-FZ (Part 1, Article 9). Moreover, there are no restrictions on the maximum duration of the paid period. The only exceptions are sick leave benefits for employees who are employed on a temporary basis or have a disability.

Important! If the employee fell ill or was absent from the workplace due to disability - code 02 (decoding is presented above) during the next paid vacation, then the benefit is paid for the entire period of disability. Holidays (by agreement) are either extended or transferred to another convenient time. It seems to be very fair.

Finally

Now you know what it means to decipher the cause of disability (code 02). Everything is very simple. The code no longer frightens or alarms anyone. It's just a sign of domestic trauma. Additional Information about the number of days paid on sick leave, as well as the timing of its presentation and the time during which the payment must be made, is useful to any citizen.

You can even make an approximate calculation of hospital compensation yourself. Moreover, you already know how the sick leave is paid and what indicators are used in its calculation.

The sick leave contains information that is presented in the form of codes. They are used to replace the textual description. The codes are uniform and are used by health workers of all medical institutions. In the article we will tell you what the disability codes on the sick leave mean, how to decipher them correctly.

Why are codes put on the sick leave?

The sick leave contains a lot of data that doctors and employers cannot do without. First of all, data about the patient is entered into it, namely, his name, patronymic and surname, company name, TIN. Information is recorded by the doctor who opens the sheet if the person cannot work for some time.

The most important section of the document is the part in which the codes for the reasons for disability are indicated. For them, several cells are allocated:

  • two - the code itself (from 01 to 15);
  • three - to designate an additional cipher (017-021);
  • two - the modified code is written here, if necessary (the diagnosis has been clarified).

There are several purposes for using codes, in particular:

  1. Compact and economical use of the blank.
  2. Simplification of the work of personnel officers and its optimization. There is no need to understand the doctor's often "unreadable" handwriting.
  3. Minimizing the probability of making mistakes.
  4. Compliance with medical confidentiality.
  5. Opportunity to cooperate with medical institutions abroad.

Important! The decoding of the codes is on the back of the form. Therefore, it is not difficult to deal with the numbers and clarify the reasons for the absence of an employee.

Types of codes in the sick leave form

All numerical codes reflecting the grounds for disability were developed and prescribed by a special order of the Ministry of Health and Social Development of the Russian Federation. The code is indicated in four places of the hospital form. They contain:

  1. Root causes of employee disability.
  2. Types of kinship.
  3. Designations of violations of the regimen prescribed by the doctor.
  4. Other.
  5. Calculation conditions.

How to decipher the first numeric code

In the first two cells, codes are written that reflect:

The code What does
01 The presence of an illness due to which the patient is released from work
02 Patient disabled due to injury
03 Establishment of a quarantine - its presence prevents visiting the workplace
04 The patient had an accident directly at the enterprise, or painful results appeared
05 Appointment of leave in BiR
06 The patient undergoes prosthetics in stationary conditions
07 The employee has an occupational illness or an exacerbation of a previously identified
08 The patient cures the residual manifestations of the disease in a sanatorium
09 Exemption from attending work due to caring for a sick loved one (child, parents)
10 Other condition, including intoxication of the patient, carrying out manipulation measures
11 Illness from a special List. The list, for example, includes diabetes mellitus, tuberculosis, hepatitis, mental disorders
12 Caring for a baby who has contracted an ailment that is on the list of diseases determined by the Ministry of Health and Social Development
13 Caring for a child with a disability
14 The baby has a complication after vaccination or he has a malignant disease
15 The need to care for a baby with HIV infection

Important! Codes 14 and 15 the doctor can put down only after receiving the "go-ahead" of the insured employee.

Features of using additional codes

In the line intended to indicate the cause of disability, an additional code is written (in the next three cells):

The code Explanation
017 Therapy of the disease in a sanatorium (specialized)
018 Passage of sanitary-resort therapy, which was needed after an accident that occurred at the enterprise (before the victim was sent to the ITU)
019 The therapy is carried out in the clinic of the Research Institute of Physiotherapy and Rehabilitation
020 Provision of leave in BiR in addition to the main
021 The patient was injured or fell ill due to intoxication or activities related to it

Example 1 A woman receives a sick leave for BiR. She is carrying twins, so she is entitled to additional leave. The doctor writes down the codes in the form:

  • 05 - vacation in BiR;
  • 020 - additional leave for the same reason.

When in the process of therapy other diseases are revealed that are different from those indicated in the primary diagnosis, the doctor fills in the modified code, the place for which is in the last two cells.

Example 2 An employee of a chemical enterprise, working in especially harmful conditions, lost consciousness after returning from work, fell and broke his arm. Since the injury was received after hours, the doctor wrote down the code 02 on the disability certificate.

After additional investigation, it turned out that on the day it was received, toxic materials had leaked from the employee's workplace. The worker was poisoned by their vapors, and therefore lost consciousness. In the last two cells of the sick leave, code 04 will appear, meaning that the injury is the result of an accident in the workplace.

Important! If the reason for leave from work remains the same, the last two cells are not filled.

Designation of care codes

The document provides a separate block for highlighting such a reason for absence from the workplace as caring for a sick family member. Two lines are allocated for the case when you may need help at the same time for two loved ones. Kinship is indicated by the following codes:

Example 3 An employee of the company I. A. Krotnova fell ill with a five-year-old baby. Krotnova was absent for five working days and presented a sick leave. In the cell reflecting the reason for the disability, the code is 09, and in the “Care” block - 38. The company accountant received enough information to correctly calculate the hospital benefit:

  • the document was issued to the mother of the sick baby;
  • payment is made from the funds of the FSS.

If a working grandmother takes care of a sick child, then instead of code 39, the number 42 will be entered.

Possible violations of the prescribed regimen: code designations

The sick leave form has a line to indicate violations of the regimen by the patient. If he ignores the doctor's instructions, then he has the right to write down a two-digit cipher, indicating:

The code Explanation
23 The person did not adhere to the established regime, arbitrarily left the medical facility where he was on inpatient treatment, or went to another hospital without the consent of the doctor
24 The patient missed the appointments indicated by the doctor or did not come on time
25 Without first being discharged from the hospital, the employee went to work
26 The patient is sent to an institution of medical and social expertise, but he refuses
27 The referral was received by the patient, but he arrived at the ITU late
28 Other violations not mentioned above

The presence of such codes in the document gives the accountant the right to charge benefits in a reduced amount: the minimum wage is taken as the basis. When there are no notes on non-compliance with the prescribed regime in the document, but code 021 is present in the line on the grounds for incapacity for work, the amount of the benefit is also reduced.

Other codes in the hospital form

A health worker in a separate line of the document (“Other”) can put down one of seven ciphers:

The code Explanation
31 It is recorded when the patient has not yet recovered and is ill further. As a rule, this sick leave is closed, a second one is issued
32 Disability group is set
33 A person who already has a disability current state health changes her group
34 Fatal outcome. The patient in whose name the document was issued has died
35 The patient refuses to conduct ITU
36 The patient is considered able-bodied
37 After the therapeutic procedures, the patient was sent for follow-up treatment of the disease.

Errors in codes. What to do?

When filling out the sick leave form, you must adhere to the requirements:

  • all entries are made in block letters;
  • you can not go beyond the boundaries of the cells;
  • blots, strikethroughs, corrections are not allowed in ciphers.

Subordination code on sick leave

The subordination code must be written down by the employer. It is assigned by the FSS when registering an enterprise, a company as an insurer. The Social Security Fund sends a notice. It indicates the registration number of the company and its code of subordination. The latter serves to indicate the belonging of the insured to a specific territorial branch of the fund.

The code consists of five digits. The first four contain the code of the territorial branch of the FSS, to which the insured company belongs. Fifth digit for:

  • enterprises (legal entities) - 1;
  • separate subdivisions - 2;
  • individuals and merchants - 3;
  • Individual entrepreneurs registered with the FSS voluntarily - 4.

The subordination code is indicated by the insured on the title page of the report on f. 4-FSS.

Top 5 popular questions

Question number 1. The employee brought a sick leave sheet folded in half. Will FSS accept it?

It is impossible to bend and, moreover, crumple a disability certificate. But if the document is folded twice or more, this is not a basis for reissuing it. The explanation comes from the FSS, so the fund’s employees cannot refuse to take sick leave, citing the specified reason.

Question number 2. The doctor, writing down the necessary codes on the sick leave, went beyond the cells in two places. Can such a document not be accepted for payment of benefits?

Such violations do not turn the sheet into an invalid document. If all records can be easily read, the sick leave cannot be returned for reissuance.

Question number 3. The father took care of the four-year-old sick daughter. A sick leave was issued in his name. The manager refuses to pay. He insists that the father is not entitled to sick leave. Are his actions legal?

According to the law, the employer does not have the right to refuse to pay benefits to an employee who actually cared for his sick baby. The manager should familiarize himself with the Labor Code (Article 183) and Federal Law No. 255 (Article 5).

Question number 4. The employee underwent a course of therapy in a private clinic and presented the manager with a standard sick leave form with all registers and codes. However, the accountant requires a copy of the license of the indicated clinic. Does he have the right to make such demands?

For the payment of benefits, the form of ownership of the medical institution does not matter. But the healthcare organization must have the appropriate license. If a private clinic is endowed with sick leave forms, then everything is in order with a license. Therefore, an accountant who has received a certificate of incapacity for work, on which all signatures and seals are affixed, cannot require additional documents from the employee.

Question number 5. The employer made two mistakes when filling out the sick leave. Are they allowed to be corrected?

The employer's mistakes are corrected as follows: incorrect information is crossed out. On the back of the sheet, the correct data and the phrase "Believe corrected" are written. The head signs and puts the seal of the company.

A modern sick leave helps maintain confidentiality. It does not indicate the name of the illness that caused the employee to be released from work. To maintain medical secrecy, digital coding is used. It contains sufficient information that an employer needs to calculate and pay sickness benefits. To decipher the numerical codes, it is enough to turn over the sick leave form.

A sick leave for child care is issued to the family member who actually cares for the child. When a child is ill, sick leave is issued for the entire period of treatment. However, when calculating benefits, important limitations related to the age of the child and the nature of his illness must be taken into account.

The amount of the sick leave allowance for child care is calculated based on the average earnings of the employee for the two calendar years preceding the date of issue of the sick leave, -
the same as in case of illness of the employee himself. However, when paying sick leave for care and
there are differences in the illness of the worker himself.

First, all days of sick leave for child care that are payable are paid
at the expense of the FSS in full.

Secondly, upon dismissal of an employee, sick leave for child care must be paid if the child falls ill no later than the date of dismissal of the employee.

Thirdly, if the child falls ill during the employee’s annual paid leave, the days of incapacity for work during the leave are not paid, and the leave itself is not extended or transferred to the employee (clause 1, part 1, article 9 of the Federal Law of December 29, 2006 G.
No. 255-FZ; p. 40, 41 of the Procedure for issuing sick leave, approved. by order of the Ministry of Health and Social Development of Russia
No. 624n; letter of Rostrud dated June 1, 2012 No. PG / 4629-6-1).

Features of payment for sick leave for child care

In addition, there are also features related to determining the percentage of average earnings used in calculating benefits, and the number of paid sick days. For these purposes, it is necessary to take into account the age of the child, as well as the nature of his illness and treatment (clause 5, article 6 of Law No. 255-FZ).

The limit of paid days of sick leave is determined by the age of the child.
It is determined at the beginning of the year.

The nature of the disease is determined by the code indicated in the sick leave field
"Cause of Disability":

  • 09 - caring for a sick family member with a common illness or injury;
  • 12 - a disease included in a special List, approved. by order of the Ministry of Health and Social Development of February 20, 2008 No. 84n;
  • 13 - a disabled child;
  • 14 - post-vaccination complication or malignant neoplasm;
  • 15 - HIV-infected child.

Sick leaves for care with codes 13-14 are paid according to the same rules, regardless
from the age of the children until they reach the age of 18.

Whether the child was in the hospital or the treatment was carried out on an outpatient basis - it will also be clear from the hospital. In case of inpatient treatment, the line “I was in the hospital” will be filled in it and the dates of stay in the hospital will be indicated.

Sick leave for caring for a child under the age of 7

The maximum number of days for caring for a sick child under 7 years old, which is payable during the year, is (part 5, article 6 of Law No. 255-FZ):

  • if the code “09” is indicated in the sick leave in the “code” field - no more than 60 calendar days;
  • if the code “12” is indicated in the sick leave in the “code” field - no more than 90 calendar days.

There is no limit to the number of paid days for each case of illness within these time limits.

The employee needs to pay benefits in the following amounts (clauses 1, 2, part 3, article 7 of Law No. 255-FZ):

50 percent of average earnings - for the following days;

EXAMPLE OF CALCULATION OF A Sick Leave for CARE OF A CHILD UNDER 7 YEARS WITH A GENERAL DISEASE

The employee was on sick leave to care for a five-year-old child from May 5 to May 19, 2016 (15 days). The child was treated on an outpatient basis.

Prior to this, during 2016, the employee was already on sick leave to care for the same child:

By the day of the beginning of the last sick leave (May 5) total days of payment of benefits since the beginning of the year amounted to 33 days. (16 days + 17 days).

Therefore, the employee needs to pay all the days of the last sick leave. At the same time, before the end of the year, she will be able to pay another 12 days. (60 days - 33 days - 15 days).

For the first 10 days of the child's illness, the amount of the benefit will be

11 200 rub. (1400 rubles × 80% × 10 days), for subsequent - 4900 rubles.

(1400 rubles × 50% × 5 days). The total amount of the benefit is 16,100 rubles. (11,200 rubles + 4,900 rubles).

If a child suffers from a particularly serious illness and at the same time falls ill with common colds or SARS, when paying for sick leave, the maximum limit of paid days is taken as the maximum, that is, 90 calendar days. But at the same time, sick leave with codes 09 is paid only until the total number of sick days (both with code 09 and code 12) reaches 60 calendar days. Further, only sick leave with code 12 is payable.

EXAMPLE OF DETERMINING THE NUMBER OF SLEEP DAYS FOR CHILD CARE
FOR DISEASE CODE 12

The worker's child is 5 years old. In connection with the illness of a child suffering from a serious illness from the List, she was issued a sick leave from May 5 to May 19, 2016 (15 days) due to a common illness (code 09).

As of May 5, 2016, she has already been paid 50 calendar days of care
for a sick child, both for ordinary diseases and for a disease indicated
in the List.

The total number of sick days for sick pay due to a common illness (code 09) will be 65 days. (50 days + 15 days). This means that only payable
10 days of the last sick leave, 5 calendar days of sick leave are not paid
(65 days - 60 days).

Sick leave for caring for a child aged 7 to 15 years

The maximum number of days for caring for a sick child from 7 to 15 years old, which are payable during the year, is 45 calendar days (part 5, article 6 of Law No. 255-FZ). At the same time, the number of paid days for each case of illness is limited to 15 calendar days.

An employee needs to pay an allowance in the same amount as when caring for a child under the age of 7 years (clauses 1, 2, part 3, article 7 of Law No. 255-FZ):

  1. when treating a child on an outpatient basis in the amount of:

60, 80 or 100 percent of average earnings, depending on the length of service of the employee - for the first 10 calendar days of sick leave;

50 percent of average earnings for the following days;

  1. when treating a child in a hospital - in the amount of 60, 80 or 100 percent of the average earnings, depending on the length of service of the employee, for all days payable.

IN HOSPITAL TREATMENT

The insurance experience of the employee is 7.5 years. Her average daily earnings for the purpose of calculating temporary disability benefits is 1,400 rubles.

The worker's child is 8 years old. She was on sick leave to care for this child from May 5 to May 21 (17 days). The child was in the hospital. Prior to this, during 2016, the employee was not on sick leave to care for a child.

By the day the sick leave begins (May 5), the total number of days for the payment of benefits since the beginning of the year is the maximum amount - 45 days. However, only 15 days are payable. sick leave. The amount of the allowance will be 16,800 rubles. (1400 rubles × 80% × 15 days).

It happens that in the hospital for child care, inpatient treatment accounts for only part of the days. You need to keep a record of the days for different treatments separately.

EXAMPLE OF CALCULATION OF HOSPITAL CARE FOR A CHILD FROM 7 TO 15 YEARS
IN OUTPATIENT AND INPATIENT TREATMENT

The insurance experience of the employee is more than 7.5 years. The limit of paid days for sick leave for child care for the year is not exceeded.

The worker's child is 8 years old. She was issued a sick leave to care for this child from May 5 to May 21 (17 days):

All days of sick leave are payable in the amount of 80 percent of the average salary of the employee, since the 10-day limit of days paid based on the length of service in outpatient treatment is not exceeded.

Sick leave for caring for a child aged 15 to 18 years

The maximum number of days for caring for a sick child, which is payable during the year, in this case is 30 calendar days (part 5, article 6 of Law No. 255-FZ).
At the same time, the number of paid days for each case of illness is limited to 7 calendar days. Such a sick leave is paid in the amount of 60, 80 or 100 percent of the average earnings, depending on the length of service of the employee, for all days payable.

EXAMPLE OF CALCULATION OF A Sick Leave for CARE OF A CHILD FROM 15 TO 18 YEARS

The worker's child is 16 years old. She was given sick leave to care for this child from 18 to 24 April (7 days). The average daily earnings of an employee is 1400 rubles, the insurance period is 7.5 years.

The allowance for 7 days of sick leave will be 7840 rubles. (1400 rubles × 80% × 7 days).

note

According to the rules under which sick leave is paid for caring for a child from 15 to 18 years old, sick leave is paid for caring for any adult family member.

Hospital care with codes 13, 14 and 15

The maximum number of days for the care of a sick disabled child (code 13), which is payable during the year, is 120 calendar days. At the same time, the number of paid days for each case of illness within this limit is not limited.
(Clause 3, Part 5, Article 6 of Law No. 255-FZ).

The maximum number of paid days on sick leave for child care
with code 14 or 15 is unlimited.

In each case, the employee needs to pay benefits in the same amount as when leaving
for a child under 7 or 15 years old (clauses 1, 2, part 3, article 7 of Law No. 255-FZ).

Taking turns caring for a sick child

If necessary, sick leave can be issued different members families alternately
(clause 36 of the Procedure for issuing sick leave certificates, approved by order of the Ministry of Health and Social Development of Russia No. 624n).

An insured event is a temporary disability of the insured person (family member) due to the need to care for a sick child (and not the illness of a child or other family member who needs care). Therefore, a disability certificate for each family member must be issued as a primary one. Disability certificates issued to each family member who cared for a sick child are subject to closure. Accordingly, temporary disability benefits are calculated as for individual insured events. This is stated in the letter of the FSS of Russia dated July 28, 2016 No.
№ 02-09-14/15-0.

Since 2011, disability certificates (sick leave) have acquired a common form approved for the entire territory of the Russian Federation (Order of the Ministry of Health and Social Development of the Russian Federation No. It contains disability codes. Each of them corresponds to one reason or another, for which a citizen is temporarily relieved of his work duties.

general information

Functions of disability codes

The main function of the codes on the sick leave is to protect medical confidentiality. However, this is not the only reason why they were approved for the entire territory of the Russian Federation. Other features are:

  • optimization of the work of the personnel and accounting department (according to two-digit or three-digit codes, funds are accrued for the period of absence from work);
  • saving space on the form (some disease names are too long);
  • opportunity to work internationally.

All ciphers are designed in accordance with international standards. If a person was treated abroad, the code for the reason for disability will be the same for the countries participating in international cooperation. This greatly simplifies the work of medical institutions, as well as the personnel department in the organization.

Deciphering codes

Each disability code corresponds to a specific reason. It is by these two-digit ciphers that the accountant and the personnel department recognize exactly how the employee's sick leave should be paid, in what amount. The codes are indicated in paragraph 58, 61 of the Order. The first cells are two-digit and coded by cells from 01 to 15 (paragraph 11, 16, clause 58 of the Order).

Disability Cause Codes on Sick Leave

01 any disease, regardless of the form of treatment: outpatient or inpatient
02 injury, regardless of how it was received: at work or outside working hours
03 quarantine
04 an accident that occurred at work, as well as the consequences of this accident
05 maternity leave
06 prosthetics of any kind, carried out in a hospital
07 occupational disease, as well as the period of its exacerbation
08 post-treatment in a hospital or sanatorium
09 caring for a sick family member (including children)
10 Other condition (for example, poisoning, medical manipulations, etc.)
11 a socially significant disease from the relevant List (tuberculosis, STIs, hepatitis, etc.)
12 in the event of a child’s illness in accordance with the List of Diseases of the Federal Law “On Compulsory Social Insurance in Case of Temporary Disability and in Connection with Motherhood”
13 disabled child
14 post-vaccination complication or detection of a malignant neoplasm in a child
15 HIV-infected child

At the same time, some codes can be affixed to the sick leave only with the consent of the insured person. These include the ciphers "14" and "15". If a person does not want to inform the employer that there are health problems of the child of the described nature, then he has the right not to do this.

Additional codes

There are three-digit codes that are affixed in addition to the main ones to indicate the most complete information necessary for the employer and the Social Security Fund. Situations in which additional three-digit codes are affixed are defined in paragraph 2 of clause 58 of the Procedure.

Additional ciphers

017 treatment in a specialized sanatorium (for example, for problems with the heart, stomach, kidneys, etc.)
018 in sanatorium-resort treatment in connection with an accident at work during a period of temporary disability
019 during treatment in the clinic of a research institution (institute) of balneology, physiotherapy and rehabilitation
020 with additional maternity leave (for example, with complicated or multiple births)
021 in case of illness or injury resulting from alcohol, narcotic, toxic intoxication or actions related to such intoxication

Additional codes allow you to supplement information on disability. For example, if the sick leave code is "05 020", then the employer automatically increases the amount of maternity benefits. At the same time, the legislative norm acts as a basis for this.

Federal Law "On compulsory social insurance in case of temporary disability and in connection with motherhood", Article 10, paragraph 1:

The benefit for pregnancy and childbirth is paid to the insured woman in total for the entire period of maternity leave lasting 70 (in case of multiple pregnancy - 84) calendar days before childbirth and 70 (in case of complicated childbirth - 86, in case of birth of two or more children - 110) calendar days after childbirth.

The following codes are used to indicate family ties. They are brought in when caring for a sick relative, depending on who exactly provided the care (paragraph 44, clause 58 of the Procedure):

  • 38 - mother,
  • 39 - father,
  • 40 - guardian,
  • 41 - trustee,
  • 42 - other family members.

Special two-digit codes are intended to indicate violations of the treatment regimen prescribed by the doctor (paragraph 53, clause 58 of the Procedure):

  • 23 - unauthorized departure from the hospital; non-compliance with doctor's prescriptions, incl. travel to another area for treatment,
  • 24 - skipping the appointed time to appear at the medical facility,
  • 25 - going to work without an extract from the sick leave,
  • 26 - refusal to participate in a medical examination (medical examination),
  • 27 - violation of the terms of appearance for examination (examination),
  • 28 - other violations.
  • 31 - extension of the previous sick leave,
  • 32 - establishment of a disability group,
  • 33 - change in the previously assigned disability group,
  • 34 - death,
  • 35 - refusal to participate in the ITU.
  • 36 - working capacity,
  • 37 - referral for aftercare after hospitalization.

What does the employer fill out

Codes indicating the conditions for calculating the amount of benefits:

  • 43 - exposed to radiation exposure and having benefits in the appointment of benefits.
  • 44 - who worked in the Far North before 2007.
  • 45 - in the presence of disability.

  • 48 - violations of the hospital regime for good reasons.
  • 49 - disease over 16 weeks.
  • 50 - disease over 20 weeks.

Subordination code

In addition, employers must fill in the boxes with the code of subordination. This 5-digit code is assigned individually to each employer along with the registration number when registering with the FSS. You can find it in the registration notice issued by the territorial subdivision of the Fund (clause 66 of the Order).
