With the consent of the carrier, the passenger's baggage may be carried in the cabin of the aircraft, requiring special precautions during transportation or special conditions its processing (fragile and breakable objects, film and photographic equipment, television and video equipment, household office equipment, musical instruments, electronic and optical devices, etc.).

Baggage carried in the cabin of the aircraft is placed in specially designed places (compartments), and in their absence - on a separate passenger seat. In case of carriage of baggage on a separate passenger seat, the passenger is obliged to pay for a separate passenger seat(s) for this baggage. Payment for the carriage of baggage in the aircraft cabin is made according to the relevant passenger fare for each additional seat required for accommodating baggage. At the same time, in the ticket in the column “ Name of passenger" remark CBBG or MUS is indicated.

The weight of one piece of baggage carried in the aircraft cabin must not exceed 80 kg, and its dimensions must allow it to be placed on a separate passenger seat. The packaging of luggage carried in the cabin of the aircraft must ensure its fastening on the passenger seat.

Delivery to the aircraft of baggage carried in the cabin of the aircraft, its lifting, placement in the cabin of the aircraft, removal from the aircraft and delivery from the aircraft are carried out by the passenger carrying this baggage.

5.3.1 In case of acceptance of large-sized baggage in the aircraft cabin, the OPP agent must check the availability of CBBG, MUS remarks from the passenger, check the correctness of payment (availability additional ticket), issue boarding passes to the passenger, which will have a common number, indicating the corresponding seats in the aircraft cabin and the note CBBG, MUS.

If it is provided for by the rules of the airline, the OPP agent checks in baggage of the CBBG, MUS category with a special number tag.

Group baggage

If a group of two or more passengers are traveling together on the same flight to the same destination, have a common booking number (PNR) and are checked in at the same time, or a family group is checked in, then, at their request, a total free baggage allowance equal to the sum of individual allowances for these passengers is applied . The decision on the possible application of the general free baggage allowance is made by the representative of the airline.

Aggregation is used only to calculate the free baggage allowance, while the OPP agent checks in passengers' baggage and issues baggage tag stubs individually for each passenger.

Oversized baggage

5.5.1 Oversized and heavy baggage is baggage, one piece of which exceeds allowable dimensions or allowable weight, as required by the airline.

Passenger's luggage in the sum of three dimensions must not exceed 203 cm and weigh no more than 32 kg. In some cases, baggage weighing no more than 50 kg is allowed. Oversized baggage is accepted for transportation with the prior consent of the airline if there is a free carrying capacity on the aircraft.

Oversized and heavy baggage may include:

Sport equipment;

Musical instruments;

Audio and video equipment;

TVs;

Non-folding strollers;

Bicycles.

Transportation of oversized and heavy baggage is paid according to the rules and tariffs of the airline.

5.5.2 If a passenger has excess oversized baggage, the OPP agent acts in accordance with paragraphs. 5.2.3-5.2.4 of this manual.

5.5.3 When checking in heavy baggage (more than 32 kg), the OPP agent marks the piece of baggage with a special tag “HEAVY” (Appendix 10), indicates the weight of the piece of baggage on the tag, and, if required by the airline’s instructions, enters a corresponding note in the DCS.

If check-in is performed manually, the check-in agent responsible for check-in is obliged to transfer information about the presence of oversized or heavy baggage to SONO's balance controller (Rossiya airline's balance controller).

5.5.4 If the passenger's baggage in terms of dimensions, weight, characteristic features does not meet the requirements for processing in the baggage system of the airport, the OPP agent, after checking in the baggage, asks the passenger to independently deliver the baggage to the place of acceptance of oversized baggage. The OPP agent informs the passenger about the location of the place of acceptance of oversized baggage and explains the screening procedure.

5.5.5 After checking the oversized baggage on the screening equipment of the Pulkovo customs by a customs officer (when departing by international route) and the screening equipment by the inspector of the SD, the operator of the OBS SOBT delivers the oversized baggage to the inspection point. to the picking area.

Chapter 1

Basic provisions for the carriage of baggage

1.1.

General provisions

1.1.1.

The second edition of the Manual on baggage transportation on airlines of the USSR (RBP) was prepared in accordance with the main provisions of the Air Code of the USSR, Manual on the organization of transportation on intra-Union airlines civil aviation USSR (NOP GA-83), taking into account the current guidelines for the organization of transportation of passengers and baggage.

1.1.2. The RBP regulates the procedure for the carriage of baggage on domestic airlines of civil aviation of the USSR, special conditions for the transfer of baggage between employees of the transportation organization service, establishes malfunctions during its transportation, claims for baggage, as well as liability for baggage under an air transportation agreement.

1.1.3. The RBP requirements are mandatory for execution and compliance by all employees who receive, check in, transport baggage, store things, as well as those responsible for considering baggage claims at civil aviation airports and city air terminals.

This manual is intended for practical use in the daily work of Aeroflot employees involved in passenger service and baggage handling on the airlines of the USSR.

1.2. Baggage - checked, unchecked

1.2.1. Baggage (hand luggage) - personal belongings of passengers carried on an aircraft by agreement with the carrier. Baggage can be checked and unchecked.

Checked Baggage - Passenger baggage accepted by the airline for transportation under its own responsibility and for which it has issued a baggage receipt and a baggage tag.

Unchecked baggage (hand baggage) - passengers' baggage, except for checked baggage, including that marked with unnumbered tags, transported on an aircraft and placed in its luggage compartments. Delivered on board the aircraft by the passengers themselves. Transported under the control and responsibility of the carrier, except for the period when the baggage is with the passenger.

1.2.2. Acceptance and registration of baggage for transportation is carried out by the carrier upon presentation by the passenger for check-in. Registration is carried out in the form of records of the number of pieces and weight of baggage in the relevant part of the baggage receipt of the ticket, baggage checked in the columns "Baggage checked in, pieces, kg", unchecked baggage in the column "Hand baggage, kg", and attaching the appropriate tag to each place of packing of the checked baggage and unchecked baggage.

1.2.3. Baggage is checked out:

to the destination indicated on the ticket;

to the passenger transfer point;

to the point of transfer, to which there is a payment for excess baggage.

1.2.4. Transportation of baggage between the airport terminal and the aircraft, its loading onto the aircraft at the airport of departure, unloading at the airport of destination (or transfer airport) and delivery to the place of issue are carried out by forces and means of airports.

1.2.5. Baggage for piece transportation is accepted at the airport terminal or city air terminal.

Baggage for transportation in containers is checked in at the airport terminal, delivery, loading, unloading of containers is carried out using certain means of mechanization for container transportation in accordance with the current standard technologies for servicing passengers, handling luggage on aircraft such as IL-86, Yak-42. In the mixed mode of transportation, one part of the baggage (as unchecked baggage) is transported in the baggage compartments (premises) of the aircraft, and the other part is carried in containers (as checked baggage) placed in the cargo compartments of the aircraft.

1.2.6. From the moment the baggage is checked in for transportation until the moment it is issued to the passenger, access to it, except for the personnel responsible for transportation on this flight, is prohibited.

Passenger items are transported as checked baggage on Il-86, Il-62, Il-18, Tu-184, Tu-154, Yak-42 aircraft.

Unchecked baggage is carried on Il-86, Yak-40, An-24, An-2, Il-14 aircraft, Mi-8, Mi-4, Mi-1, Ka-18, Ka-15 helicopters. Responsibility for the transportation of unchecked baggage on the above-mentioned aircraft, with the exception of the Il-86 aircraft, lies with the passenger, and when transported on the Il-86, on the carrier.

1.2.7. As services to passengers, the airport is obliged to allocate loaders (porters) to carry their luggage on the platform, in the terminal and the forecourt, as well as vehicles.

1.2.8. Weight of one piece of unchecked baggage ( hand luggage) carried in the cabin of an aircraft should not exceed 5 kg. As an exception, fragile, breakable items that require special precautions (dishes, glassware, etc.) may be accepted as unchecked baggage (hand baggage). These items are placed at the passenger seat (under the seat), in the passenger's arms or in a specially designated area of ​​the aircraft cabin.

1.2.9. Unchecked baggage (hand baggage) is carried on an aircraft subject to the following restrictions:

its maximum dimensions should not be more than 45 x 35 x 15 cm, which will ensure comfortable placement under the chair;

it cannot be placed on the side shelves.

1.2.10. The restriction on the carriage of unchecked baggage (hand baggage) in terms of weight and dimensions in the cabin of the aircraft is due to:

the need to place on the side shelves only hats, outerwear (coats, raincoats);

possible danger to passengers and equipment arising from the evolution of the aircraft in flight and the presence a large number things in his salon.

The passenger is obliged to carry jewelry, money and documents with him. They are not allowed to be checked in.

Fragile and breakable items that require special precautions during transportation or special storage conditions (small-sized portable tape recorders, radios, televisions, crystal products, etc.), upon agreement with the carrier, can be transported by passengers in the aircraft cabin, subject to their obligatory presentation to inspection. These items are accepted for carriage as baggage only with a declared value.

Vegetables and fruits weighing more than 5 kg are accepted for carriage as baggage, packed in containers suitable for carriage.

1.3. Transportation rate. Paid, free transportation. Excess baggage

1.3.1. The transportation allowance is the transportation by one passenger of baggage of a specified weight, dimensions, type (quality) on an aircraft of a certain type.

1.3.2. The baggage allowance includes baggage (checked, unchecked). The main requirements for the transported baggage are:

the mass of all things should not exceed:

30 kg - when paying for the first class fare of the aircraft cabin;

20 kg - when paying for the economy class fare on Il-86, Il-62, Il-18, Il-14, Tu-154, Tu-134, Yak-42, Yak-40, An-24 aircraft;

10 kg - on An-2, L-410 aircraft;

on helicopters Ka-15, K-18, Mi-1;

the dimensions of each package of baggage must not exceed 50 x 50 x 100 cm;

baggage must be of the established type (quality), with the exception of the things named in clause 1.3.7;

the maximum weight of an individual piece of baggage must not exceed 30 kg.

1.3.3. In some cases, as an exception, with the consent of the aviation enterprise, items of a larger mass and dimensions may be accepted for transportation as baggage. In this case, it is necessary to take into account the main characteristics of the aircraft: type, payload, volume of cargo compartments, dimensions of loading hatches, doors, specific loads on the floor area of ​​the baggage and cargo spaces. Check-in of such baggage can be made at the end of check-in if there is free tonnage.

1.3.4. The aviation company may refuse to accept for transportation as baggage items that do not meet the requirements of the baggage allowance.

1.3.5. Baggage that meets the requirements of clause 1.3.3 is transported free of charge (free carriage). Baggage transported in excess of the established free baggage allowance or not included in it is excess baggage and is issued for an additional fee charged at the baggage rate in accordance with the Rules for the Application of Tariffs on Air Lines of the USSR (paid transportation). Payment is certified by a receipt of paid baggage issued at the point of departure or stopover when baggage is received from the passenger.

1.3.6. The free baggage allowance does not apply to the following items:

things, the dimensions of which in packed form, regardless of their name and purpose, exceed the dimensions of 50 x 50 x 100 cm;

things weighing more than 30 kg of one piece, regardless of their name and purpose;

televisions, tape recorders, radios, weighing more than 10 kg in one piece;

flowers, plant seedlings, food greens, dried plants (packaged), branches of trees and shrubs with a total weight of 5 kg;

correspondence accompanied by special communications courier of the USSR Ministry of Communications or employees of other departments;

animals (domestic and wild), birds, fish and bees and other living creatures, with the exception of guide dogs accompanying the blind. Guide dogs are transported against the free carriage allowance.

The transportation of the said things and living creatures is paid according to their actual weight in accordance with the Rules for the Application of Tariffs on Air Lines of the USSR.

1.3.7. The carrier may accept for carriage the items listed in clause 1.3.6. items as cargo, and in some cases, if there is free tonnage, as baggage.

1.3.8. In addition to the established norm, a passenger can carry items that are not subject to weighing free of charge if they are in his hands (one item from each item):

handbag, folder for papers;

coat, fur coat or raincoat;

umbrella or cane;

small items needed by the passenger during the flight (printed publication, food, clothing, toilet items and medicines in small quantities);

food for the child required for the flight period (if there is a child);

baby travel cradle (in the presence of a child under one year old);

a wheelchair for the disabled and (or) crutches, if such items are necessary for the passenger.

The total mass of the listed items must not exceed 5 kg, with the exception of the wheelchair.

1.3.9. Items named in clause 1.3.8 and causing the carrier to doubt the weight must be weighed. Exceeding the weight by 5 kg is paid as for excess baggage.

1.3.10. Unlike a baby travel cradle, the carriage of a baby stroller is obligatory as checked baggage.

1.3.11. A baby travel cradle may be transported as unchecked baggage in the passenger cabin, subject to the following safety requirements:

the child must be in the arms of an adult passenger each time the seat belts must be fastened;

The baby's cradle must not block the passage to the emergency exit.

1.3.12. The excess baggage fee is charged at the airport of departure at the beginning of the journey for the entire route of the passenger or to any point of transfer indicated on his ticket. Further baggage transportation is paid at the transfer airport.

1.3.13. If at an intermediate airport a passenger has increased the weight and quantity of items carried in excess of the free transportation allowance or in excess of the paid weight, then an additional fee is charged for this from the stopover airport to the destination airport indicated on the ticket. If the baggage weight is reduced, no refund or recalculation is made.

1.3.14. Carriage of excess baggage on credit is not allowed.

1.3.15. If a passenger voluntarily changes the route of transportation or the class of service, then he is allowed to carry the amount of baggage on the changed section in accordance with the norm for an aircraft of the type that is scheduled for this section of the route.

1.3.16. If the carrier is forced to change the route of transportation, the class of service of the passenger or replace the type of aircraft, then the passenger retains the right to carry baggage free of charge on the originally paid route or class of service.

1.3.17. When a passenger is transported by aircraft of various types, but under the same flight number, the free transportation rate is set for the sections of the route, depending on the type of aircraft and class of service.

1.3.18. In case of international carriage carried out sequentially along the sections of the international and domestic airlines or vice versa, the passenger has the right to carry baggage on the section of the domestic line at the rate corresponding to the class of service on the international line, initially paid by him.

Foreign passengers (foreign tourists) traveling only on domestic flights enjoy the right to carry baggage free of charge at the rate established for Soviet citizens, in accordance with clause 1.3.3.

1.3.19. For transfer passengers, the rate of free transportation is set for each leg of the flight, taking into account the type of aircraft.

1.3.20. Each crew member is allowed to carry 10 kg items free of charge only as unchecked baggage. Transportation of personal belongings in excess of this amount or not meeting the requirements of the free baggage allowance of clause 1.3.3 is paid for at the baggage rate on a general basis.

1.3.21. An illustrative list of things that are allowed to be carried by the passenger directly with him, as well as those that are to be accepted or limitedly accepted as baggage, must be posted at each airport terminal and at the air traffic agency.

1.4. Combined group baggage

1.4.1. A group of passengers consisting of two or more people can combine baggage if it follows one flight to a common destination or transfer point and presents its baggage at the same time. shipping documents and luggage at one check-in point (family, delegation, sports team, etc.).

1.4.2. Group free baggage allowance means the combined allowance of a group of passengers equal to the sum of their individual free baggage allowances.

1.4.3. Baggage is checked out in the name of the head of the group (head of the family).

1.4.4. For the crew as a whole, it is prohibited to apply the group rate of free transportation of unchecked baggage corresponding to the number of crew members.

1.5. Requirements for packaging, baggage contents

1.5.1. Each piece of baggage must be packed. Briefcases, shopping bags, boxes, boxes, bundles, bales, etc. must be securely packed, tightly bandaged and have means for carrying. Each package must ensure the safety of the contents during loading, transportation and unloading.

The locks of suitcases, briefcases must be in good order and locked, there must be no gaps in the package, ropes and belts must be strong, without knots.

1.5.2. It is not allowed to combine separate packages into one piece of baggage, as well as tie packages to a suitcase, bag, etc.

1.5.3. Bicycles, prams, children's cars, skis and other similar items may be accepted for carriage without packaging.

1.5.4. Sports, hunting and other firearms and supplies for them are accepted for transportation packed in suitcases, boxes, metal containers, etc. and must be reliably protected from impacts and concussions. The procedure for their transportation is determined by the instructions of the MGA, the Ministry of Defense, the Ministry of Communications, the Ministry of Internal Affairs of the USSR.

1.5.5. On aircraft carrying passenger belongings as unchecked baggage, hunting rifles and sporting weapons must be in cases, disassembled and, upon boarding the aircraft for the flight period, are subject to being deposited with crew members. Cartridges for them are transported packed in boxes, bandoliers and are subject to delivery to crew members.

Knives that belong to national clothes, as well as those that were on sale as souvenirs, are accepted for transportation and are handed over to crew members for the duration of the flight.

1.5.6. The Carrier may refuse to carry as Baggage any items or substances referred to in Clause 1.6 and may refuse to re-carry any Baggage if it is found to contain or contain such items or substances.

1.5.7. Baggage weighing over 20 kg is considered heavy, with dimensions over 500 x 500 x 1000 mm - large-sized, over 100 mm long - long. Such baggage is accepted for carriage only with the permission of the carrier.

The passenger must equip heavy, long, bulky baggage with devices that are convenient for its registration with tags and allow transportation, loading and unloading operations with it using the means of mechanization available at the airport. All work after registration, including the loading and unloading of such baggage, must be carried out by airport personnel.

1.6. Items not to be carried as baggage

1.6.1. Items that are not accepted for carriage as baggage are:

do not fall under the definition of "baggage" contained in Chapter 1 of the Rules for the Carriage of Passengers, Baggage, Cargo on Air Lines of the USSR;

can cause harm aircraft, to persons or property on board an aircraft, in an airport terminal, including explosives, compressed gases, corrosive liquids, oxidizing substances, radioactive substances, magnetizing materials, flammable materials, poisonous, foul-smelling or irritating substances, and liquids (other than liquids contained in the passenger's unchecked baggage, which are intended for consumption during his trip);

items the carriage of which is prohibited by the relevant laws, regulations, rules or requirements of the state authorities of the country;

according to the opinion of the carrier, due to their mass, size or nature, they are not acceptable for carriage as baggage;

include animals (dogs, cats, other pets) and birds accepted for carriage subject to the provisions of clause 2.8.

1.6.2. The following items are not accepted for carriage as baggage:

named in Annex 1 of this manual;

refrigerators; washing machines, sewing foot machines; motorcycles, scooters, mopeds, bicycles, sports and hunting boats, motors for them; bulky mechanisms and spare parts (samples of industrial products, equipment, devices intended for enterprises, organizations); large items and household items (the dimensions of which exceed 500 x 500 x 1000 mm); televisions, tape recorders, radios weighing over 10 kg.

1.6.3. The items listed in clause 1.6.2, with the exception of the items in Annex*, may only be accepted for carriage as cargo. However, subject to transport possibilities, the carrier may accept these items as baggage.

1.7. Declared value of baggage. Requirements for packing valuable baggage

a) Declared value of luggage

1.7.1. The passenger has the right to declare the value of his checked baggage both at the point of departure and at the intermediate point of boarding. In addition, the passenger can change the size of the previously declared value of the checked baggage. The amount of the declared value is not limited, but it must not exceed the actual value of the contents of the baggage. The value of checked baggage can be declared for each piece separately.

1.7.2. Except as otherwise provided by the fare rules, fees for the declared value of checked baggage are paid at the point of departure for the entire itinerary in one direction to the point of destination. However, if at a stopover the passenger declared a higher value than previously declared, then he must pay an additional fee for the increased declared value from this stopover to the destination between which the increased value of the checked baggage is declared.

1.7.3. For the declaration of value, a fee is charged, established by the Rules for the Application of Tariffs on Air Lines of the USSR.

1.7.4. The carrier has the right to refuse to accept checked baggage with a declared value if the packaging of the baggage is found to be unsatisfactory or the baggage requires special precautions during transportation.

1.7.5. The carrier has the right to demand that the contents of the baggage, for which the value of 400 rubles is declared, be presented for inspection. and higher. In case of disagreement in the assessment, baggage is accepted for carriage with an assessment made by the carrier. If the passenger disagrees, checked baggage may be accepted for carriage without declaring a value.

1.7.6. Payment for the declared value of checked baggage is certified by a receipt of paid baggage with the subsequent entry of its number, amount of value, airport of destination in the baggage receipt of the ticket.

1.7.7. The aviation enterprise is obliged to recommend passengers to hand over their checked baggage for transportation with a declared value. At the points of acceptance of checked baggage at airport terminals, agencies, there should be visual announcements, relevant information should be transmitted.

b) Requirements for packing valuable checked baggage

1.7.8. All items included in checked baggage with declared value must be securely packed and comply with the requirements of clause 1.6. Passengers should be advised to carry items with a declared value in more durable, solid packaging - suitcases that do not exceed the established dimensions for luggage, with turnkey locks.

Chapter 2

Carriage and handling of luggage

2.1. Basic operations for the carriage and handling of baggage

2.1.1. At the airport of departure, the following operations are performed to ensure the carriage of baggage:

preparation for the reception and registration of baggage;

acceptance, registration of baggage for transportation;

baggage screening;

paperwork for baggage in general for the flight;

collection of checked baggage at destinations, stowage on vehicles, collection of containers;

transfer of documents on baggage and commercial loading on board the aircraft.

2.1.2. At the airport of destination (unloading), the following operations are performed:

preparation for unloading baggage from the aircraft;

acceptance of baggage, documents from the flight attendant (crew), acceptance of containers with baggage, unloading of baggage from the aircraft;

delivery of luggage, containers with luggage to the place of baggage claim;

unloading vehicles, unpacking containers, transferring luggage to the baggage claim area;

baggage claim.

2.1.3. Unchecked baggage (hand baggage) is checked in for transportation during ticket check-in, inspected in the control areas (screening point), delivered by the passenger to the aircraft and placed by him in the cabin next to his seat or in his arms. At the end of the flight, the passenger takes with him his unchecked baggage (hand baggage).

2.2. Baggage facilities at airports. Workplace equipment

2.2.1. The baggage handling facilities for departing passengers must meet the following requirements:

be sufficient for receiving and sorting checked baggage by destination (unloading), for accommodating the required number of mechanization, transportation, and baggage handling facilities;

be clearly divided into baggage handling areas for departing and arriving passengers and ensure its safety;

have different ways of movement of passengers and means of transporting baggage in airport terminals, preventing their intersection;

provide for separate entrances, exits in service areas (collectors, checkpoints, boarding waiting areas) for passengers and separate entrances for vehicles;

exclude possible arrivals of baggage transportation vehicles with diesel engines and internal combustion engines into the closed premises of air terminals in order to exclude gas contamination of the air inside these premises;

from the side of the apron, have the possibility of approaching, turning around, docking the means of transporting baggage with the corresponding means of mechanization (storage conveyors, roller tracks) located in the luggage compartment of the terminal;

have separate equipped rooms for baggage handling in containers in accordance with standard technologies for commercial servicing of Il-86, Yak-42 aircraft;

provide for a special room for baggage of the international sector, separated from the premises of the terminal of domestic airlines;

exclude the possibility of passengers passing through the baggage collection or claim premises, as well as the entry of persons, including airport employees, who are not directly related to property liability for the baggage located there;

provide in the operating hall of departure, in the immediate vicinity of the workplaces for the reception and registration of baggage for transportation: cash desks for additional payment for excess baggage;

have a separate room for collecting baggage for flights and landing points, which can be connected to the baggage claim points by conveyors (belt, plate).

2.2.2. In the baggage room of the airport terminal, intended for processing the baggage of arriving passengers, there should be production facilities for unstacking, issuing, waiting for the issuance of baggage, for temporary storage of unclaimed baggage, for baggage of delayed flights, as well as rooms for attendants.

2.2.3. The baggage compartment must be equipped with visual information: a board "Baggage claim" (light, electromagnetic) with the flight number, points of departure, intermediate landing of the aircraft from which baggage is issued, a board with the number of the baggage claim section; exit signs to the city, location of left-luggage offices, information desk; schedule for the movement of aircraft (helicopters), railway transport and urban transport (in terms of communication with the airport).

2.2.4. The dimensions of the baggage handling facilities for departing and arriving passengers must not be less than those given in the Departmental Standards for the Technological Design of Airport Terminals VNTP 3-35/MGA.

2.2.5. 2.2.6. The workplace of the baggage reclaimer must be located in the check-in section next to the check-in attendant, behind one control desk DS-1 or DS-2 (see clause 2.5). 2.2.7. For baggage handlers in the departure hall, the workplace must include:

luggage scales (lever-mechanical or conveyor);

conveyor for transferring luggage to the picking compartment (if necessary);

a counting device placed on the control desk;

means of communication and signaling;

transportation documentation (baggage lists, baggage tags, container labels, hand luggage tags).

For baggage handlers in the departure hall, a separate service room should be provided, in which safes (cabinets) should be placed for storing baggage tags and other documentation, as well as tables, chairs for preparatory operations - preparation of baggage tags, initial filling of baggage sheets.

2.2.8. The workplace of the baggage reclaimer in the arrivals hall must be located in the baggage claim area. For the reception, delivery of baggage from aircraft increased passenger capacity such as Tu-154, Il-62 appoint two baggage acceptors - one to receive baggage from the loaders, the second - to check the correctness of the receipt of baggage by passengers. A table, a chair, a wardrobe, means of communication and signaling must be provided in the baggage claim area of ​​baggage handlers.

2.3. Methods of transporting checked baggage

2.3.1. Checked baggage can be transported in different ways - individually, in containers, in a mixed way.

Piece transportation is carried out with a single loading and unloading of each piece of baggage from the aircraft.

Transportation of baggage in containers is carried out on aircraft equipped with mechanization for container transportation, for example, Il-86, Yak-42.

The mixed method of baggage transportation allows dispersing baggage on an IL-86 aircraft in two places - in containers placed in the cargo compartments, and individually in the luggage compartments.

2.4. Preparing for service. Registration of baggage for transportation

2.4.1. Check-in of tickets and check-in of baggage for transportation is carried out in the operating room of the airport terminal or in the city air terminal.

2.4.2. Prior to the start of ticket check-in and baggage check-in for a flight, the necessary equipment (technological, informational, special), mechanization means for collecting and transporting checked baggage, means of delivering passengers with unchecked baggage (hand luggage) to the aircraft must be prepared and brought into working condition, the documentation was selected, the personnel was notified and instructed.

2.4.3. In case of a piece method of baggage transportation, the following preparatory work must be performed:

baggage tags for each destination are prepared and selected in ascending order of numbers if the flight is operated with intermediate stops;

tags "Hand luggage" are prepared;

baggage lists were prepared for each unloading point (in triplicate). Before the start of service, all tags and baggage manifests must be pre-filled in, and the initial numbers, the color of the baggage tags must be recorded on the baggage manifests, indicated for a specific destination;

the serviceability of weighing equipment, conveyors, roller tables and other equipment was checked;

the availability of the necessary vehicles has been checked;

inclusion of an information board in the registration section;

passengers were notified by radio, through information boards in the relevant check-in sections or at the entrances to the storage tanks.

2.4.4. When accepting checked and unchecked baggage (hand baggage), the baggage handler is obliged to:

inspect the packaging of things, check its strength, serviceability, dimensions of each piece of baggage presented. Upon presentation of items without packaging or in packaging unsuitable for transportation, he invites the passenger to pack it. The carrier has the right to refuse to accept items for transportation if the packaging does not meet the requirements of clause 1.5 of this Guide;

weigh things, determine the mass of checked and unchecked baggage (hand luggage) by subtracting the mass of checked baggage from the total mass of things or by separately measuring the masses of checked baggage and unchecked baggage (hand luggage);

weigh separately available items that are not provided for by the free transportation norm;

make a record of the number of seats, the weight of checked baggage, the weight of unchecked baggage (hand luggage) in the baggage receipt of the ticket. For excess baggage or bulky items (exceeding the size of the baggage allowance), the baggage handler must make an entry "Additional charge", "Oversized" and direct the passenger to the cashier for payment.

2.4.5. Upon the return of the passenger, he must: write down in the baggage receipt of the ticket N receipts of paid baggage, and on a separate sheet the mass of paid baggage, hand over to the passenger the roots of the baggage tags;

when the passenger declares the value of the checked baggage, offer him to pay the fee for the declared value. Valuable baggage must be issued with baggage tags of a distinctive color;

give the passenger a "hand baggage" tag for each piece of unchecked baggage (hand baggage), ask them to fill it in, hang this tag on each piece of hand baggage and take the hand baggage with them;

when checking in tickets and checking in baggage using the main method (with the participation of two persons), hand over to the check-in attendant a ticket and a baggage receipt, tear-off coupons for baggage tags, a receipt for paid baggage;

at the end of the check-in of tickets and baggage, fill in the baggage sheet, if there is a "Check-in sheet for departures of passengers, baggage", sum up the acceptance of checked baggage and unchecked hand luggage together with the check-in attendant, sign the sheets and transfer them to the person responsible for this flight against receipt.

2.4.6. Liability for the acceptance, registration, delivery, loading, baggage claim is borne by all persons interacting in these operations in preparing the flight for departure, i.e. check-in attendant, baggage handler, loaders (loaders, drivers of self-propelled mechanisms), flight attendant.

2.4.7. When registering tickets according to the main method and performing the procedures for registering a ticket, registering (checking in) baggage by two employees, the flow of passengers is sent to the check-in attendant from the baggage acceptor.

2.4.8. When applying the simplified method, a register of passenger and baggage shipments is not kept.

The baggage of each passenger is subject to weighing with the obligatory filling in of the "baggage receipt" of the ticket. For each piece of checked baggage, a tear-off baggage tag coupon is issued.

2.4.9. With a simplified method of check-in, the baggage handler offers the passenger to present all the things he has, checks the strength and serviceability of their packages, weighs the checked baggage, hand luggage, enters data on the number of pieces of baggage, weight, paid baggage into the baggage receipt of the ticket, puts it on the reverse side of each baggage tag, the serial number of the ticket registration and the number of pieces of checked baggage, the passenger is handed tear-off coupons of the baggage tags; upon detection of a mass of baggage in excess of the established baggage allowance, it requires the passenger to present a receipt for paid baggage, and if it is not available, he offers to pay at the box office, after which he directs him to the control zone (screening point).

2.4.10. Upon completion of the ticket check-in, the baggage handler records the number of the last tag and the number of pieces of checked baggage in the baggage record, determines its weight, transfers data on the number of pieces and the actual weight of checked, unchecked baggage (hand luggage) to the check-in attendant.

2.4.11. During the registration of tickets, passengers should be periodically informed about the procedure for moving from the check-in point to the inspection point.

2.4.12. It is advisable to allocate certain passages from check-in points to the boarding waiting area with appropriate signs at the locations of passengers, in the operating room.

2.4.13. When checking in a group of passengers on a group ticket, the baggage handler:

accepts baggage according to the number of seats;

weighs all luggage, including unchecked (hand luggage) to determine the total weight;

writes down the number of pieces and the weight of checked, unchecked baggage (hand baggage) in the baggage receipt of the ticket;

issues tear-off coupons for luggage tags to the head of the group.

2.4.14. When checking in a group of passengers with separate tickets, traveling to the same destination and presenting tickets and baggage at the same time, the baggage handler:

accepts baggage individually from each member of the group, weighs and arranges it in the same way as described in paragraph 2.4.4 with the obligatory entry of check-in data in the baggage receipt of the ticket;

sums up the number of pieces and weight of checked baggage, unchecked baggage (hand luggage) of each member of the group;

writes down in each ticket or in the ticket of the head of family the total weight of baggage, including (unchecked baggage), the number of pieces of baggage;

issues tear-off coupons for luggage tags to the head of the group (head of the family).

2.4.15. With the mixed method of transportation used on the Il-86 aircraft, baggage is accepted and checked in at two places - at the airport terminal with the collection of checked baggage in containers and on board the Il-86 aircraft, where unchecked baggage is delivered by passengers and handed over by them to the luggage compartments.

2.4.16. Preparation for service, acceptance and processing of baggage in case of a mixed mode of transportation is carried out in accordance with the provisions of Ch. 2 and 3 of this Manual and the Standard technology for servicing passengers, handling baggage, cargo, mail of the Il-86 aircraft at civil aviation airports.

2.6. Passenger baggage screening

2.6.1. In order to ensure flight safety, protect the life and health of passengers and crew members, suppress possible attempts to hijack (hijack) civil aircraft and other acts of unlawful interference in the activities of civil aviation by criminal elements, baggage is searched.

2.6.2. The organization of the inspection of items registered for transportation is carried out in accordance with the requirements of the instructions announced by the Order of the Moscow Civil Aviation Administration of March 11, 1981 and the main provisions of the "Guidelines for passenger service on airlines of the USSR. Part I. Passenger service at the airport and city air terminal".

2.6.3. If there are sufficient grounds to suspect the passenger of the intention to carry a larger amount of baggage than registered on the ticket (if there are heavy bags, briefcases, several pieces of unchecked baggage (hand luggage), a control weighing of things should be carried out at the inspection point. The operation can be performed by the inspection duty officer ( when combining the duties of a baggage acceptor with fixing this in job description) or a baggage claimant.

2.6.4. The results of the control weighing of unchecked baggage are compared with the marks on the ticket, the new weight data is recorded in the unchecked baggage (hand luggage) column, the old data is crossed out, the signature and personal stamp of the person who made the recalculation is put next to the new and old data.

#G02.6.5. The passenger is sent to the cashier for a surcharge. Upon his return and presentation of the receipt of paid baggage, the items are accepted for inspection. Data on the additional weight of paid unchecked baggage is recorded at the screening point and, upon completion of the screening of passengers on the flight being processed, is transferred to the balance control dispatcher, the SOP dispatcher (SOPGP).

2.6.6. The carrier has the right not to accept checked baggage, as well as unchecked baggage in excess of the baggage checked out for carriage at check-in or in excess of the free baggage allowance if there is no free tonnage.

2.6.7. At the airport terminals and city terminals, passengers should be informed about the purpose, time and place of the inspection, about items and substances that are restricted or prohibited for transportation on aircraft, about liability for violation of the established transportation rules.

2.6.8. The carrier may refuse to transport a passenger or his baggage if the passenger refuses to present things for inspection or if these things are found during the inspection of items and substances prohibited for transportation by aircraft.

2.7. Restriction on capacity, weight and baggage loading on an aircraft

2.7.1. The carrier has the right to limit the acceptance of baggage for transportation in case of exceeding the commercial load established for the aircraft and (or) exceeding the volumes (areas) of its baggage and cargo spaces.

2.7.2. If the restriction on the commercial load is noted during the process of checking in (checking in) baggage for transportation, then the baggage acceptance officer (check-in duty officer) is obliged to clarify with the centering dispatcher the possibility of additional loading of baggage in case of incomplete loading of cargo, mail. If the weight of the checked baggage is equal to the permitted commercial load, then the check-in of the baggage is terminated. The carrier has the right to decide, at its sole discretion, which passengers and which items are not to be carried on this aircraft.

2.7.3. When choosing a passenger, it is recommended to consider:

joint travel of groups and families;

passengers traveling on a longer section of this flight;

transfer passengers who have priority over local ones;

sick passengers, the elderly, families with children.

This sequence is only a recommendation, and the employee who receives baggage (check-in of passengers) has the right to make an independent decision in each specific case.

2.7.4. If the carrying capacity of the aircraft does not allow sending together with the passengers all the checked baggage presented by them for transportation, then the aviation company is obliged to send the baggage together with the passenger within the established free baggage allowance.

Checked baggage checked in but not sent along with passengers must be delivered on the next flight on an aircraft as unaccompanied baggage.

2.8. Transportation of weapons, special equipment. Transportation of pets

2.8.1. Transportation of weapons - sports, hunting, military, ammunition for it is carried out only if the passenger has the relevant documents for the right to carry weapons, a travel certificate (order) and a preliminary check by the carrier of weapons, ammunition.

2.8.2. Passengers who are:

a) military personnel of the USSR Ministry of Defense, military personnel of the Soviet Army, employees of the State Security Committee under the Council of Ministers of the USSR, the Ministry of Internal Affairs of the USSR, if the weapons they have are entered in the travel certificate;

b) military, naval, air force attaches of the USSR and their assistants; military, naval, air force attaches of foreign embassies and missions in the USSR and their assistants;

c) by diplomatic couriers or other persons following with diplomatic mail;

d) members of the crews of aircraft of the Soviet civil air fleet, if the weapon is included in the flight mission.

The persons indicated in this list are allowed to carry only one item of firearms and cold steel.

2.8.3. In the absence of permits for the transportation of weapons, all types of weapons, as well as equipped cartridges and spare parts for them, belonging to individuals, are detained by the carrier and handed over to the inspection officers according to the acts. If passengers intend to claim their equipment back upon their return, they must personally hand it over to them for safekeeping.

2.8.4. Packing of firearms, ammunition and spare parts is carried out in accordance with the requirements of the orders of the MGA.

2.8.5. Passengers must present to the carrier any weapons or ammunition that they have in their unchecked baggage (hand baggage) or enclosed in checked baggage before the start of transportation.

2.8.6. Carriage of unloaded firearms is allowed if placed in the luggage or in cargo area aircraft not accessible to passengers.

2.8.7. Transportation of weapons with them by persons who are guarding or on duty is carried out only with the permission of the carrier and is regulated by the relevant rules.

2.8.8. Radio equipment, including portable radio receivers, will only be accepted for carriage packed. Passengers are not allowed to use radio equipment on board aircraft.

2.8.9. In the passenger cabin of an aircraft, transportation of almost all small domestic (pet) animals (dogs, cats, birds, fish and others) is allowed only with the prior consent of the carrier and with the permission of the veterinary supervision service for transportation. Dogs transported in the cabin must be muzzled and on a leash. When transporting smaller pets, boxes, baskets, container cages with pallets are required.

2.11. Transportation of luggage of shift crews

2.11.1. The baggage of shift crews is transported in accordance with the Instructions for organizing shift transportation by air.

2.11.2. The main provisions of the Instructions for the transportation of baggage of shift crews are as follows:

rotational crews are transported by aircraft operating charter flights (according to a special schedule), which are provided with all types of technical and commercial services at airports and on board aircraft on a par with scheduled flights, as well as passenger aircraft available in the schedule, for which a certain the number of places at the request of customer organizations;

delivery of crews to the airport and back is carried out by the forces and means of the customer organization;

the aviation enterprise must bring to the attention of the customer organization the requirements of the Rules for the Transportation of Passengers, Baggage, Cargo on Air Lines of the USSR and other documents regulating the organization of transportation, control and behavior of passengers at airports and on board aircraft. With these requirements, the customer organization is obliged to familiarize all transported members of the shift teams;

each member of the shift team has the right to carry baggage free of charge according to the established norms of weight and dimensions. For exceeding the norm, payment is made in cash at the baggage rate;

for rotational flights, a group free baggage allowance is applied, but when concluding an agreement, it is necessary to agree on the maximum total baggage weight of the rotational team (if there are restrictions on the maximum load on a given flight route);

all baggage (checked and unchecked) is subject to mandatory weighing. Checked baggage is handed over under the responsibility of the aviation company in accordance with the established procedure;

the carrier has the right to load the charter flight used by the customer up to the established norm, without recalculations with the customer. Payment for this additional load is charged according to the tariffs established for transportation by scheduled aircraft.

2.11.3. Organizations-customers provide timely information about changes in the composition and terms of transportation of specialists, about luggage; conducting classes and educational work with members of the rotational team on their compliance with the rules of transportation; finding opportunities for the construction of pavilions at airports for registration of transportation and rest in case of delays in the departure of members of rotational teams, the allocation of permanent representatives at airports with a large volume of rotational transportation to organize the control of these transportations.

2.11.4. Check-in of tickets and check-in of luggage, loading and unloading operations with checked luggage, execution of accompanying documents, inspection of luggage of members of shift crews is carried out with strict observance of all requirements and rules, transportation technology.

2.11.5. The aviation enterprise exercises constant control over the movement of aircraft with shift crews and takes measures to ensure the regularity of their departures.

2.12. Requirements for the metrological support of weighing equipment for baggage

2.12.1. Weighing instruments for luggage (universal, lever, mechanical or electronic container scales) are operated and stored in the relevant services, the heads of which are fully responsible for the provision, operation and timely submission of applications for verification and certification of weighing instruments to the bodies of the State Standard of the USSR.

2.12.2. Luggage scales are provided by obtaining them from the logistics departments of the territorial administrations of the civil aviation or from manufacturers.

2.12.3. If the luggage scale fails during the warranty period, a complaint is made to the relevant supplier plant.

2.12.4. All weight measuring instruments for baggage are subject to state and departmental verification by local bodies of the State Standard of the USSR, laboratories of the State Supervision Service within the inter-verification periods established by GOST 8.002-71, the technical documentation of manufacturers and the list of measuring instruments subject to verification used in the USSR State Civil Aviation.

2.12.5. The first calibration of the scales should be carried out after their manufacture, after the expiration of the warranty period. Scales that have been stored for more than the warranty period under conditions that ensure their serviceability may not be subject to periodic verification.

Before use, luggage scales must pass the State or departmental verification without fail. Without metrological verification and branding, scales are not allowed to be used.

2.12.6. On scales recognized by the verification organizations as unsuitable for operation, notices of their unsuitability are issued, which are the basis for write-off.

Before verification, weighing equipment for baggage must be in good condition and be complete, including technical documentation.

2.12.7. All weight measuring instruments for luggage must have technical cards (passports) of accounting, which indicate: brand of weights, number, date of manufacture, manufacturer, accuracy class, measurement limit, frequency of verification, dates of the last and next verifications. Technical cards-passports of accounting are kept by the person responsible for the operation of the scales.

2.12.8. Submission of applications for state verification of weight measuring instruments for luggage to the relevant organizations performing verification and local bodies of the USSR Gosstandart (Gosnadzor laboratories) is carried out within the time limits agreed with the verification organizations.

2.12.9. The accuracy standards of weight measuring instruments for luggage, the limits of their weighing, the permissible error, the sensitivity of the scales for statistical weighing, are established by GOST 23676-79. Accuracy standards for weighing various materials and products are defined by GOST 11761-66, GOST 11810-66, GOST 11830-66, GOST 11912-66, GOST 11913-66, GOST 12166-66, GOST 12409-66, GOST 12502-67.

2.12.10. Baggage scales are installed indoors or under a canopy. If necessary, they can be temporarily used for outdoor work; at the end of work, the scales must be covered with a tarpaulin.

2.12.11. The balance must be installed on a stone, concrete, asphalt concrete floor or on a solid, non-flexible wooden frame. The correctness of the installation of the scales is checked daily according to the level present on them. The strength of the foundation can be checked by loading the balance until it is fully loaded. In this case, there should be no noticeable displacement of the level bubble or deflection of the base.

2.12.12. It is not allowed to weigh things that exceed the maximum load of the scale.

2.12.13. The place where the luggage scale is installed must be kept clean at all times. Dirt and dust are removed with a soft brush, brush or a dry, clean cloth. Do not wipe parts of the balance with a cloth moistened with corrosive solutions or acids.

2.12.14. It is forbidden to clean prisms, cushions, scales and other parts of luggage scales with sandpaper, emery, or a file. The slight rust that has appeared is removed with a rag soaked in gasoline or kerosene, then wiped with a clean rag.

2.12.15. When checking the presence of oil in the damper and the oil lock of the luggage scale, it is necessary to ensure that the damper cup is always filled with clean oil, the level of which should be 8 - 10 mm above the damper piston when it is in the upper position.

2.12.16. The sensitivity of unloaded baggage scales is checked as follows: a weight is placed on the platform with a mass equal to the value of the smallest division of the dial scale, or an electronic indicator board, while the weight must deflect the dial pointer of the pointing device by one scale division or display the corresponding value on the electronic indicator board. In case of inconstancy of readings, the scales are subject to verification.

2.12.17. Installation of items to be weighed on the platform of luggage scales should be carried out smoothly, without shocks, shocks, rocking of the cargo area, sharp opening of the cage at maximum load.

2.12.18. When weighing, the reading of divisions on the dial or the electronic indicator board should be done in such a way that the observer's eyes are located directly in front of the arrow, otherwise an error in the direction of decreasing or increasing the readings is possible.

2.12.19. Load and unload baggage scales only when the cage is closed, not only when weighing, but also when checking their sensitivity. During breaks between work and at the end of work, the cage must be closed.

2.12.20. Carrying out weighing of baggage with unchecked scales, as well as scales with violated check deadlines, is not allowed. If during the check it turns out that the errors of the scales exceed the permissible values, then the scales are subject to adjustment with subsequent verification by representatives of the State Standard of the USSR.

2.13. Transportation of checked baggage, delivery of unchecked baggage to the aircraft

2.13.1. Transportation of checked baggage to the aircraft is carried out after the completion of loading the checked baggage onto the vehicle strictly according to the points of unloading (according to the color of the baggage tags) and the registration of the baggage sheet, the label on the container.

2.13.2. For the transportation of checked baggage and the performance of loading and unloading operations with it, mechanization facilities must be allocated and personnel assigned to ensure the delivery and loading of baggage on an aircraft, depending on the methods of transportation.

2.13.3. Means of mechanization may be allocated, carrying out only the transportation of baggage, only loading and unloading operations at the aircraft, or performing these two operations.

Transportation of checked baggage from the airport terminal to the aircraft and back is carried out using electric cars, tractors with a luggage cart coupler, and small trucks.

2.13.4. The movement of transport and handling facilities along the apron should be carried out along specific routes if there are signs on the aprons that clearly indicate the routes of movement, and in accordance with the requirements of the Guidelines for the organization of the movement of aircraft, special vehicles and mechanical equipment at civil aviation aerodromes (order of the MCA dated 5 October 1975 N 155).

2.13.5. Transportation of checked baggage is carried out by the driver. The responsibility for the safety of this baggage rests with the loaders involved in this operation and in loading operations.

In inclement weather (rain, snow, etc.), checked baggage must be covered.

2.13.6. Unchecked baggage is delivered to the aircraft by passengers. The airport must provide personnel to assist passengers.

2.13.7. When checking in baggage at the city airport, it must be delivered from the city directly to the aircraft by a special bus. Loading of luggage onto the aircraft is carried out by the airport loaders.

2.14. Handling of baggage in case of piece-by-piece method of its transportation

2.14.1. Before loading baggage, the senior loaders and the flight attendant are required to inspect the cargo compartments of the aircraft and check their preparation for loading baggage.

If the cargo compartments are dirty or contain items that could damage the packaging and luggage, and also if the compartments are not lit, then the luggage should be loaded after putting them in order.

2.14.2. The hatches connecting the passenger compartment with the cargo compartments must be closed and sealed. If the seals are broken, the loading of checked baggage is prohibited.

2.14.3. In order to ensure the necessary balance of the aircraft and flight safety, the loading of piece baggage should be carried out strictly in accordance with the instructions of the controller for balance and loading.

2.14.4. Transfer baggage is recommended to be loaded into separate cargo compartments according to the unloading points. If transfer baggage is placed in one cargo hold, then the luggage sent to the final unloading point is loaded first, and the luggage going to the first unloading point is loaded last. At the same time, baggage going to different points of unloading must be separated from each other, if possible.

2.14.5. The baggage of passengers on registered, controlled flights, as well as foreign passengers traveling on the domestic air routes of the USSR, must be loaded onto an aircraft in such a way that its priority unloading from the aircraft upon arrival is ensured.

One copy of the baggage manifest remains with the senior loaders, while the other two are handed over to the flight attendant.

2.14.6. Loading (unloading) of checked baggage is carried out by loaders in the presence of a flight attendant (crew member). In the absence of a flight attendant, loading and unloading is strictly prohibited.

2.14.7. Loading of checked baggage must be carried out by the required number of loaders and using loading mechanisms (conveyors, trailers, etc.) in compliance with the technological schedule for the commercial maintenance of the aircraft.

2.14.8. The flight attendant (crew member) has the right not to accept checked baggage in defective packaging and refuse to load it onto the aircraft.

2.14.9. Found damage to checked baggage during loading, as well as a discrepancy between the actual number of pieces of baggage and the number indicated in the baggage manifest, must be entered in the baggage record, signed by the flight attendant accepting the baggage, the senior loader who checked in the baggage, as well as the shift supervisor of the SOP (SOPGP) of the airport departure (stopover).

2.14.10. Damage to the package of checked baggage that was not recorded in the baggage sheet when it was accepted and loaded at the airport of departure and found at the airport of destination (unloading), when unloading checked baggage, is fully at the expense of the flight attendant or aviation company according to the ownership of the aircraft.

2.15. Issuance of baggage. Control checks of arrived baggage

2.15.1. Baggage can be issued at the airport if it is transported as checked baggage, or on board, at the side of the aircraft if it is transported as unchecked.

2.15.2. Checked baggage is transported from the aircraft on electric cars, luggage trolleys or container trolleys to the unstacking area, reloaded onto a conveyor (oval, belt), delivering it to the baggage claim area. Passengers, having identified their baggage, take it from the conveyor themselves, at the exit from the premises present a tear-off ticket of the baggage tag to the baggage handler, who checks the number of this ticket with the number of the baggage tag spine and, if they match, lets the passenger with checked baggage pass from the baggage claim area. 2.15.3. At the request of the bearer of the baggage receipt and the tear-off coupon of the baggage tag, checked baggage may also be issued at the point of departure or stopover, if the baggage is not prohibited by state authorities at these points and if the time and circumstances allow for the release. In the event of such delivery of baggage at the point of departure or intermediate point of landing, all amounts previously paid to the carrier received in connection with the carriage of this baggage shall not be refunded.

2.15.4. In the event that a passenger loses a baggage tag tear-off coupon or presents a baggage tag tear-off coupon for baggage that does not have a baggage tag stub (torn off during unloading or transportation), baggage can be issued only after the baggage has been distributed to passengers from this flight and presented by the person claiming to receive it, proof of their rights to this baggage. The baggage handler offers the passenger to list the items in the checked baggage, special features. Then the baggage is opened in the presence of the baggage handler, the passenger, and the passenger's messages are checked. When they are confirmed, the passenger receives a receipt for baggage without a tear-off coupon or without a baggage tag stub. 2.15.5. The procedure for issuing unchecked baggage (hand luggage) to arriving passengers of the Il-86 aircraft is carried out in accordance with the Standard Technology for servicing passengers, handling baggage, cargo, mail of the Il-86 aircraft at civil aviation airports.

2.15.6. The removal of unchecked baggage (hand baggage) from the aircraft, which are intended for the carriage of such baggage, is carried out either by the passengers themselves or by airport loaders in the presence of passengers. Delivery of unchecked baggage (hand luggage) to the terminal building or to the exit to the city must be carried out together with the delivery of arriving passengers on airport vehicles.

2.15.7. After counting the number of vouchers, the data on the results of the issuance of checked baggage are noted in the baggage sheet, which, together with all vouchers of baggage tags, certificates, applications, is handed over by the baggage clerk to the senior clerk (shift supervisor). In the absence of applications and claims for checked baggage from the arrived flight, tear-off coupons, assembled by color, in ascending order of numbers, are stored at the airport of unloading for five days, after which the set of coupons is destroyed. If there are baggage claims, all tear-off coupons of baggage tags from this flight are stored until the end of the search for baggage or the decision of the claim commission.

2.16. Baggage change at checkout

2.16.1. The exchange of checked baggage means the receipt by passengers of baggage that does not belong to them. It occurs due to inattentive verification of the number on the back of the luggage tag with the number on its tear-off ticket.

2.16.2. If both passengers have declared the receipt of baggage that does not belong to them (separate pieces of baggage), the airport is obliged to assist them in carrying out the exchange.

2.16.3. If one of the passengers claimed to have received things that did not belong to him, the airport is obliged to assist in the search for another passenger - the owner of this baggage, for which you should:

establish the data on the owner of the luggage according to the luggage tag preserved on the luggage, according to the documents found in the luggage;

send a request about the owner of the baggage to the airport of departure;

if necessary, involve police officers in the search.

2.16.4. If the passenger who received the things that do not belong to him is not found within 5 days from the date of baggage delivery, the applicant has the right to make a claim to the airport.

The exchange of checked baggage is recorded in the log.

2.16.5. All costs associated with the search, delivery, forwarding of baggage are collected from the baggage acceptor, through whose fault the baggage was exchanged.

2.16.6. If at the time of issue there was no baggage tag, but there is unclaimed baggage, then the airport has reason to assume the exchange of things. In this case, he must:

receive from the passenger an application to search for checked baggage;

issue him a certificate of non-acceptance of luggage and organize a search;

open unclaimed baggage, draw up a commercial act;

take measures to search for the owner of unclaimed baggage, using the tags preserved on the baggage, documents found during the opening of the baggage;

if necessary, involve police officers in his search;

upon detection of the owner of unclaimed baggage, who received things that do not belong to him, organize the exchange and delivery of baggage to the owners.

2.16.7. All tear-off coupons of baggage tags from the flight, upon detection of baggage exchange or unclaimed baggage, are stored until the end of the search for baggage or the resolution of the issue by the claim commission.

2.17. Standards for loading and unloading operations with luggage

2.17.1. The standards for loading and unloading operations with baggage are set based on the local conditions of a particular airport and depend on:

type of aircraft served;

the composition of the means of mechanization used;

methods of loading (unloading);

the amount of baggage (containers);

the number of service personnel.

2.17.2. The standards for the performance of loading and unloading operations must be compared with the technological schedules for servicing aircraft of a certain type.

2.18. Basic safety requirements when performing loading and unloading operations with luggage

2.18.1. Only technically sound mechanization means, with adjusted brakes, steering, electrical, hydraulic and other equipment are allowed to perform loading and unloading operations with baggage (containers).

2.18.2. Means of mechanization for baggage handling must be loaded within the established dimensions of the facility and its carrying capacity.

2.18.3. Before supplying luggage (containers) to the place of loading, the platform of the mechanization means must be cleared of foreign objects, as well as of snow, ice, and debris.

2.18.4. Places of production of loading and unloading operations at night should be lit, providing normal conditions for the performance of work.

2.18.5. AT winter time it is necessary to ensure that the area where work with luggage (containers) is carried out is kept in a condition that excludes the possibility of slipping of people and slipping of the wheels of mobile mechanization, i.e. was cleared of ice and snow.

2.18.6. Before transportation, checked baggage must be securely installed and the container must be secured to the vehicle.

When transporting, in case of detection of baggage displacement or loosening of the container locks, the mechanization means should be immediately stopped and the malfunction eliminated.

2.18.7. The speed of movement of mechanized equipment with luggage (containers) along the platform should not exceed 20 km/h.

When approaching the aircraft, the speed of the machine (mechanism) must be reduced to 5 km/h.

2.18.8. When transporting checked baggage (containers), precautions must be observed - do not brake sharply, reduce speed when cornering. In conditions of poor visibility on the platform (at night, during fog, snowfall) and in cases of emergency, it is allowed to use sound signals.

2.18.9. Places in the cabin must be provided for persons accompanying checked baggage (containers). vehicle or specially equipped places on the platform.

2.18.10. Approach and placement of mechanical equipment near the aircraft must be carried out in accordance with the schemes specified in the Manual for the organization of the movement of aircraft, special vehicles and mechanical equipment at civil aviation aerodromes.

2.18.11. The driver is obliged to stop the car (mechanism) before reaching the aircraft 10 m, after which to carry out an approach to the aircraft only with the permission of the person (employee of the transportation service) who has the right to manage the entrance.

2.18.12. Means of mechanization at any stop must be put on the hand brake.

When carrying out loading and unloading operations, the machine (mechanism) must be installed next to the aircraft at a distance of at least 0.3 m from the cargo compartment, except in special cases.

2.18.13. When installing the means of mechanization near the aircraft, thrust blocks must be placed under the rear drive wheel of the vehicle to prevent its movement in both directions.

The height of the thrust blocks must be at least 1.3 times the diameter of the vehicle wheel.

141. With the consent of the carrier, passenger baggage may be carried in the cabin of the aircraft that requires special precautions during transportation or special conditions for its handling (fragile and breakable objects, film and photographic equipment, television and video equipment, household office equipment, musical instruments, electronic and optical devices, etc.).

Baggage carried in the cabin of the aircraft is placed in specially designed places (compartments), and in their absence - on a separate passenger seat. In the case of carriage of baggage on a separate passenger seat, the passenger is obliged to pay for a separate passenger seat(s) for this baggage in accordance with the rules of the carrier.

The weight of one piece of baggage carried in the cabin of the aircraft must not exceed eighty kilograms, and its dimensions must allow it to be placed on a separate passenger seat. The packaging of baggage carried in the cabin of the aircraft must ensure its fastening on the passenger seat.
