In 2016, the Ministry of Education of the Russian Federation came up with the initiative to license children's recreation facilities. A bill was even developed to systematize the rest of children in Russia. However, at the last moment, the Ministry of Education abandoned their idea, so the State Duma deputies adopted a bill proposed by members of the Federation Council. It didn't mention licensing.

Only after the entry into force of the new law on children's recreation in the government remembered the instructions of Vladimir Putin, which he gave on July 6, 2016. It is proposed to introduce a clause on licensing children's recreation facilities into the law "On Basic Guarantees of the Rights of the Child in the Russian Federation." At the same time, health camps are supposed to be exempted from the obligation to control the transportation of children to a place of rest.
