About the Electricity Advisory Committee

under the Board of the Eurasian Economic Commission

The Advisory Committee on the Electricity Industry (hereinafter referred to as the Committee) was established by the Decision of the Board of the Eurasian Economic Commission (hereinafter referred to as the Commission) dated June 28, 2012 No. 194. in order to carry out interaction between the member states of the Customs Union and the Common Economic Space in the field of electric power industry, to conduct consultations on the most important issues of the electric power industry and the development of proposals for their solution.

By the specified Decision of the Collegium, the Regulations on the Advisory Committee for the Electric Power Industry and the composition of the Committee were approved.

Over the past period, 12 meetings of the Committee were held:

The 1st meeting was held on November 23, 2012 in Moscow;

5th meeting - February 25, 2015 in Moscowe;

6th meeting - March 18, 2016 in Moscowe;

7th meeting - April 18, 2016 in Moscowe;

8th meeting - May 23, 2016 in Moscow;

9th meeting - May 27, 2016 in Moscow;

10th meeting - January 26, 2018 in Moscow:

11th meeting - February 07, 2019 in Moscow.

In order to promptly discuss and agree on the formation of a common electric power market of the Union,By the decision of the Committee dated July 8, 2014, the Subcommittee on the formation of a common electric power market of the Eurasian Economic Union (hereinafter referred to as the Subcommittee) was established. Since its inception, 10 meetings of the Subcommittee have been held (August 28 2014 , October 2-3 2014 , October 13-14 2014 , November 13-14, 2014, August 25, 2015, December 23-24, 2015, January 26-27, 2016, February 17-18, 2016, April 4-5, 2016, May 16, 2016.).

By Order of the Board of the Eurasian Economic Commission dated February 24, 2015 No. 9, the updated composition of the Committee was approved.

According to the Orders of the Board of the Eurasian Economic Commission No. 112 dated October 12, 2015, No. 19 dated March 9, 2016 and No. 83 dated June 14, 2016, the relevant changes were made to the composition of the Advisory Committee on the Electric Power Industry.

By order of the Board of the Eurasian Economic Commission dated August 30, 2016 No. 122, changes were made to the composition of the Advisory Committee from the Kyrgyz Republic and it was determined thatMember of the Board (Minister) for Energy and Infrastructure of the Eurasian Economic Commission Zhunusov A.O. chairs the meetings of the Advisory Committee for the Electricity Industry (Chairman of the Advisory Committee).

1.3. The Committee in its activities is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, other regulatory legal acts Russian Federation, Charter of St. Petersburg, laws of St. Petersburg, other normative legal acts of St. Petersburg, resolutions and orders of the Governor of St. Petersburg, resolutions and orders of the Government of St. Petersburg, as well as these Regulations.

The Committee, within its competence, carries out activities taking into account the priority of goals and objectives to promote the development of competition in the commodity markets.

1.4. The Committee is subordinate to the Government of St. Petersburg.

1.5. The Committee is managed by the Chairman of the Committee, who is appointed and dismissed by the Government of St. Petersburg on the proposal of the Vice-Governor of St. Petersburg, who coordinates and controls the activities of the Committee.

1.6. The Committee is a legal entity, has bank accounts, a seal of the sample established by the Government of St. Petersburg, stamps and letterheads with the image of the coat of arms of St. Petersburg and its name.

2. Tasks of the Committee

The main tasks of the Committee are:

2.1. Ensuring the sustainable functioning and development of the engineering and energy complex of St. Petersburg and engineering infrastructure facilities of St. Petersburg.

3. Powers of the Committee

The Committee for the implementation of the tasks provided for in section 2 of these Regulations has the following powers:

3.1. To carry out interaction on issues of its competence with the state authorities of the Russian Federation, state authorities of St. Petersburg and other constituent entities of the Russian Federation, local governments in St. Petersburg, enterprises, institutions and organizations, as well as officials.

3.2. Request and receive from the state authorities of St. Petersburg, local governments in St. Petersburg, enterprises, institutions and organizations information, documents and materials necessary for the Committee to exercise its powers.

3.3. Prepare draft federal laws, legal acts of federal executive authorities, laws of St. Petersburg, resolutions and orders of the Governor of St. Petersburg, including resolutions of the Governor of St. Petersburg on the approval of the scheme and program for the development of the electric power industry in St. - public utilities, industrial and other organizations, resolutions and orders of the Government of St. Petersburg, including resolutions of the Government of St. Petersburg on the approval of the scheme for water supply and sanitation of St. Petersburg, the regional program of St. Petersburg in the field of energy saving and energy efficiency, other legal acts on issues within the competence of the Committee.

3.4. Submit for consideration by the Governor of St. Petersburg, the Government of St. Petersburg, the Vice-Governor of St. Petersburg, who coordinates and controls the activities of the Committee, proposals on issues within their competence.

3.5. Submit opinions to the Governor of St. Petersburg, the Government of St. Petersburg on issues within the competence of the Committee.

3.6. In accordance with the established procedure, participate in the development of draft agreements (agreements) of St. Petersburg with other constituent entities of the Russian Federation, federal executive authorities on issues within the competence of the Committee, ensure the fulfillment of St. Petersburg's obligations under these agreements (agreements).

3.7. Issue legal acts within its competence.

3.8. Develop methodological materials and recommendations within their competence.

3.9. Within its competence, participate in the development of the Master Plan of St. Petersburg, monitor the Master Plan of St. Petersburg in terms of the development of the engineering and energy complex of St. Petersburg, prepare materials to justify amendments to the General Plan of St. Petersburg by developing sectoral schemes placement of engineering infrastructure facilities in St. Petersburg, to carry out, within the competence, the coordination of the placement of electric power facilities in the territory of St. Petersburg.

3.9-1. Ensure the preparation of documentation on the planning of the territory in the cases and in the manner prescribed by applicable law.

3.9-2. To carry out, in the manner established by the Government of St. Petersburg, the preparation of an opinion on the approval or refusal to approve documentation on the planning of the territory.

3.10. To coordinate activities and ensure the interaction of organizations of the engineering and energy complex of St. Petersburg in the implementation of the General Plan of St. Petersburg, the program for the integrated development of the systems of the municipal infrastructure of St. Petersburg, targeted investment programs of the budget of St. Petersburg, investment and production programs of organizations of the communal complex, in the implementation emergency recovery work at engineering infrastructure facilities in St. Petersburg.

3.11. To develop, in accordance with the documents of the territorial planning of St. Petersburg, a program for the integrated development of the systems of the communal infrastructure of St. Petersburg, sections of the program for the integrated development of the systems of the communal infrastructure of St. Petersburg, relating to heat, water supply, sewerage and wastewater treatment.

3.14. To carry out the functions of the state customer of St. Petersburg, the chief manager of St. Petersburg budget funds, the powers of the chief administrator of St. Petersburg budget revenues in the cases and in the manner established by the budget legislation of the Russian Federation.

3.14-1. Make decisions on the payment of compensations to citizens - owners of garages and pay them out of the budget of St. Petersburg in cases provided for by the legislation of St. Petersburg, when performing the functions of the state customer of St. Petersburg for the implementation of projects at the expense of the budget of St. Petersburg on land areas occupied by collective parking lots.

Organize the improvement of the territory of St. Petersburg in terms of the maintenance and repair of outdoor lighting devices connected to a single outdoor lighting system, design, placement, maintenance and repair of architectural lighting of buildings, structures, structures connected to a single outdoor lighting system.

3.18. Provide technical conditions for connecting capital construction facilities to utility networks as part of the documentation required to provide real estate objects at the disposal of St. Petersburg for construction and reconstruction, or provide information about the lack of connectivity.

4.2. The tasks, functions and powers of the structural subdivisions of the Committee are determined by their regulations, approved by the orders of the Committee.

4.7.9. Acts on behalf of the Committee without a power of attorney.

4.7.10. Issues powers of attorney on behalf of the Committee.

4.7.11. Signs state contracts of St. Petersburg, as well as contracts, agreements, payment documents, letters and other documents on behalf of the Committee.

4.7.12. Coordinates draft legal acts in accordance with the competence of the Committee.

4.7.13. In agreement with the Vice-Governor of St. Petersburg, who coordinates and controls the activities of the Committee, approves the Committee's application for financing from the budget of St. Petersburg, as well as a report on the execution of the St. Petersburg budget in terms of funds allocated to the Committee.

4.7.14. Manages the financial and material resources allocated to the Committee in accordance with the established procedure.

4.7.15. Carries out the appointment and dismissal of heads of state unitary enterprises and state institutions subordinate to the Committee, and also applies incentives and disciplinary sanctions to them in the prescribed manner.

4.7.15-1. Approves the appointment and dismissal of the heads of state unitary enterprises and state institutions subordinate to the administrations of the districts of St. Petersburg, carrying out activities in the field of ensuring the functioning and development of the engineering and energy complex of St. Petersburg and engineering infrastructure facilities of St. Petersburg, taking into account the opinion of the Vice - Governor of St. Petersburg, coordinating and controlling the activities of the Committee.

4.7.16. Coordinates the appointment and dismissal of chief accountants of state unitary enterprises and state institutions subordinate to the Committee.

4.7.17. Ensures compliance with financial discipline, safety of funds and material assets in the Committee.

4.7.18. Exercises other powers in accordance with the current legislation.

4.8. The first deputy, deputy chairmen of the Committee, as well as heads of structural subdivisions of the Committee are appointed and dismissed by the Chairman of the Committee in agreement with the Vice-Governor of St. Petersburg, who coordinates and controls the activities of the Committee.

4.9. Incentives and disciplinary sanctions are applied by the Chairman of the Committee to the First Deputy, Deputy Chairman of the Committee in agreement with the Vice-Governor of St. Petersburg, who coordinates and controls the activities of the Committee.

4.10. Bonuses for the Chairman of the Committee based on performance results are provided by the Government of St. Petersburg at the suggestion of the Vice-Governor of St. Petersburg, who coordinates and controls the activities of the Committee.

4.11. In the absence of the Chairman of the Committee, his duties are performed by one of the civil servants in accordance with the order of the Committee, unless otherwise established by the Government of St. Petersburg.

The performance of the duties of the Chairman of the Committee in case of his absence by one of the civil servants is coordinated with the Vice-Governor of St. Petersburg, who coordinates and controls the activities of the Committee.

A copy of the specified order of the Committee is sent to the Committee for Civil Service and Personnel Policy of the Administration of the Governor of St. Petersburg on the day of its publication.

5. Property and funding of the Committee

5.1. Financing of the activities of the Committee is carried out at the expense of the budget of St. Petersburg.

5.2. The state property of St. Petersburg, transferred to the Committee for the implementation of its activities, is assigned to the Committee on the basis of the right of operational management.

6. Termination of the activities of the Committee

The activities of the Committee shall be terminated in accordance with the procedure established by the current legislation.
