“For example, I can’t do something badly and responsibly, so, having become a deputy, I tried to devote the maximum amount of time to parliamentary work. And I refused once, then they invited me a second time, and they say: “Listen, well, you either give your consent and go there in the team, or we don’t call you anymore, and you live your life there.” Well, I thought, the business seems to be going well, let's leave it to my brother, I'll go. Working in the municipality implies that you do not have the right to do business, so that there is no affiliation, because it is quite corruptible. And the companies that were on me, where I was the director, handed it all over to my brother and went to work in the administration, became the deputy head of the administration [-head of the municipal property department], then Alexander Petrovich Rybakov was the head. He worked for a certain number of years, Alexander Petrovich had already retired, well, [in April 2011, deputies of the city council] were elected head of the administration [of the city of Vladimir on a competitive basis].”

Shokhin explained to the young people that he was used to working well and demanded the same from his subordinates. The city manager emphasized that, first of all, the business qualities of employees are important to him, he does not pay attention to their political views:

“I can say that I really like to improve the city of Vladimir. Right now I live and look, I already have such an eye, my own kind of vision. I'm going, I see - yeah, the snow is not removed; Yep, the light is off. I don't see anything else, maybe. When I drive down the street, I see things like this. And, in fact, any businessman who runs his business at the enterprise, he sees the same thing in himself. The city is the same big mechanism. Here you just need to orient yourself correctly, choose the right team, so that there are professionals in each industry. And I try somehow. And the first thing I did was, of course, I took the youth with me. I got such a rather interesting team - there is Alina [Vedekhina], including Lena [Malik], who now work as heads of departments [of culture and tourism and education], someone is already working as a deputy head of administration, two people. Reason four: reduction of claims

We counted 73 cases in which the administration of Vladimir, for some unknown reason, reduced claims, waiving part of the debt and penalties. Only in some court decisions it is indicated that the plaintiff reduced the amount of the claim on his own initiative in connection with the voluntary payment of the debt. However, in most cases no explanation is given. One can only assume that either the defendant paid off his debts, or the plaintiff decided not to recover part of the amount from him.

Among those companies to whom claims were written off, there are also large construction enterprises. First of all, this is ISK Stroy-Kapital LLC, which has one founder with Igrotek LLC - Alexei Andreev.

In total, the city administration reduced its requirements by 63,016,932.63 rubles. Based on open data, it is impossible to assert that the defendants did not pay this amount, however, the opposite remains unproven.

Fifth reason: there were no contracts

In the course of ten trials, it turned out that contracts with tenants were simply not concluded. That is, the companies used the municipal land, but at the same time they owe nothing to the city.

Respondent: LLC "Construction company" MEK "

  • A11-2135/2011, 11,683,980 rubles were not recovered to the budget. The court found that the contract "is not concluded because it is not registered in the prescribed manner"

Respondent: GBU VO "Oblstroyzakazchik"

  • А11-2263/2011, 8,822,838 rubles were not recovered from the budget. The defendant argued that the contract "is a void transaction", the plaintiff was unable to prove the opposite

Responsible: LLC "Automir"

  • A11-6931/2012, 3,707,853.47 rubles were under-recovered to the budget. The court decided: "It follows from the materials of the case that the lease agreement for the land plot ... was not signed." The mayor's office could not prove the fact that the company used the disputed allotment.

  • А11-2139/2011, 7,605,265 rubles were not recovered to the budget. The situation is similar to the previous one: the plaintiff did not confirm his expenses with documents.

Reason six: normative terms of construction

If the above five ways of budget arrears are quite transparent, then the last way requires careful study.

In several court cases, the defendants stated that the mayor's office charged them rent at unreasonably high rates. The court took their side, since the plaintiff could not prove the opposite. Moreover, often the impossibility of raising rates was associated with the actions of the employees of the city administration themselves.

We are talking about the normative terms for the construction of facilities in Vladimir. Judging by the materials of the cases, the mayor's office rented out many sites in the city for the construction of structures, but at the same time:

  • or forgot to indicate the normative terms of construction,
  • or extended them
  • or did not control whether the tenant received a building permit.

  • A11-2920/2013, it was not possible to collect an additional 5,479,519.96 rubles from the budget. As the court found, “permission for the construction of a bridge road connecting Lenin Avenue in the city of Vladimir and FAD M-7 Volga at km 179 + 300 on the right was not issued to the defendant. construction is not provided. This means that higher rates cannot be applied.

Respondent: Igrotek LLC

  • A11-4125/2015, it was not possible to collect an additional 883,735.3 rubles from the budget. It turned out that "none of the clauses of the concluded lease agreement does not establish the term for the construction of the church"
  • A11-3419/2014, it was not possible to recover an additional 4,891,127.27 rubles to the budget. This process was not connected with the normative period of construction.   • A11-10720/2014 and A11-10504/2014, the budget missed 11,912,659.88 rubles. In the first case, the mayor's office did not determine the normative period for the construction of the enterprise, and the defendant did not manage to obtain permission for its construction over the six years of the lease. In the second case, after the lease expired in 2012, the administration forgot to conclude an additional agreement with the company. As a result, the amount of payment for plots decreased, since it began to be calculated on the basis of federal standards.

At a working meeting that Shokhin held together with specialists from the transport industry, the head of administration said that he could still agree with the “Beijing” factor, because the repair of the M-7 highway within the boundaries of Vladimir really complicates traffic - passenger buses are knocked out due to road works from the chart. But there are other issues that need to be addressed promptly.

For example, routes that duplicate each other, as well as the presence of unreasonably long routes, where the number of rolling stock is clearly underestimated public transport.

Take at least route number 18C. Its length is 30 km, and it is served by only 6 autobuoys. With the official traffic interval, which is 25 minutes, any traffic jam leads to a delay in transport and hassle for passengers.

Another important factor is directly related to the decision of the BigAvtoTrans owners to leave the city public transportation market. Nobody argues, any owner has the right to make any legal decision to change the main profile of his company. But the townspeople shouldn't suffer either - no one has released BigAvtoTrans from responsibility for the correct operation on the routes that this company still serves.

And here, it must be admitted, the quality of the carrier's work, unfortunately, has decreased: there are fewer buses on the lines, and more intervals.

Having studied the proposals of the city department of transport and communications, the head of administration noted that any changes to the city route network should be carried out professionally and carefully, in close cooperation with transport companies - only in this way the mayor's office will preserve the effective system of public transportation created in Vladimir. All changes that will be adopted on this topic at the mayor's office will be adopted in the interests of passengers and for the development of the industry, according to the principle "measure seven times - cut one."

At present, from the entire list of proposals of the Department of Transport and Communications, Andrey Shokhin has agreed on changes to only four bus routes.

Shokhin was assessed as the most likely candidate for the post of city manager. And indeed - in the course of voting at the end of April 2011, 27 deputies of the city council voted for the approval of Shokhin as the head of the city administration, and only three voted against. Having won a landslide victory, Andrey Stanislavovich started optimizing the staff of the Orange House. He reduced the number of his deputies from six to four (although a fifth appeared in 2016), the staff of ordinary employees of the mayor's office also decreased.
