Moscow decided to mark the anniversary of the mass cancellation of so-called “minibuses” with a new launch of buses from commercial carriers on more than 50 routes. The Moscow Department of Transport has announced competitions for the right to service routes at unregulated tariffs.

All of them will connect Moscow with the nearest suburbs. The fare here will be set by the carrier, and city and regional benefits and Troika and Strelka cards will not be valid.

On April 19, 2017, notices of the first two tenders were published on the website of the Moscow Department of Transport, one route for each tender. At the end of 2016, the Ministry of Transport of the Moscow Region announced 13 competitions for the right to service suburban routes heading to Moscow. At the same time, one competitive proposal could combine routes serving distant cities of the Moscow region - for example, Mytishchi, Krasnogorsk and Dubna. As a result, new carriers were identified for 144 destinations, which they entered in February-March 2017.

The first steps of Moscow transport workers show that they followed a different principle, announcing competitions for one or two routes. However, learning from experience regional colleagues led to the fact that the restart of interregional routes under the jurisdiction of the Department of Transport will occur almost six months later than those located near Moscow.

In the coming days, it is planned to announce competitions for other routes. Until the end of May-beginning of June, applicants will be able to submit their applications, and a month later the final results of the competitions will be announced. The winners will be able to start the routes in July-August this year.

Most of the routes competed for in competitions were already familiar to passengers, but stopped operating last year due to the lack of new permits from carriers. This was greatly facilitated by the transition of transport workers in the capital and region to work according to new rules introduced by Federal Law No. 220-FZ. Some transport companies continued to serve the same routes at their own risk.

They want to eliminate such situations in the future. The routes are included in the general register of adjacent interregional routes of Moscow and the Moscow region. And permits issued by the Moscow Department of Transport based on the results of competitions will be recognized by regulatory authorities in the Moscow region. The concluded agreements with carriers will be valid for five years. The agreement on transport services, concluded last year by the two regions, made it possible to establish a procedure for mutual recognition of routes that previously caused sometimes insoluble contradictions between transport departments.

Preliminarily, more than 50 routes will gain “new” life next summer. They will operate about 500 buses, mostly of small class:

The launch of additional routes will help the Department of Transport improve service to many urban areas, including Biryulyovo Vostochny, Zhulebino, Zelenograd, Ivanovskoye, Izmailovo, Krylatskoye, Lianozovo, Maryinsky Park, Nekrasovka, Strogino, New Moscow, as well as neighborhoods along Leninsky and Kutuzovsky Avenues. Mosgortrans' purchases of large quantities of buses do not bring the desired result, since the shortage of driver personnel remains relevant - traditional for the capital.

In this context, the policy of refusing a full update looks short-sighted trolleybus fleet. This type of transport, like trams, has always attracted Muscovite drivers more, and the personnel problem here has always been less acute. And many drivers are even ready to work only on minibuses. They are used to driving minibuses, which the main city carrier practically does not have in stock.

The only way to attract these labor resources to transport passengers is to partially return minibuses. Many passengers will also be happy about the return of minibuses - the format of transportation with payment of fares in cash was more attractive for many than city buses operating according to a schedule and a single tariff menu.

Just 2 months ago everything was fine, except that at the stop near Buninskaya Alley the minibus stands for 10-15 minutes and waits for passengers to get crowded - now this is the smallest problem. Drivers began to violate traffic rules, drive through red lights, cut off other road users, recently the driver of minibus 1170, turning from the extreme left lane, cut off the driver of a domestic car at a traffic light, because of this, the driver of the domestic car overtook the minibus driver and braked...

There are only a few weeks left before minibuses return to their usual routes connecting Moscow and the Moscow region. The capital's Department of Transport held competitions to select carriers to serve them. The countdown of days to the start of their work has begun.

Better late than never. Is worse better than nothing?

On April 19, it was announced. In total, 30 competitions were determined to compete for 59 routes, the last of which started on June 16. And already on June 19, the first carriers were identified. It is already known who will serve the first 50 routes. For the rest of the competitions, the competitions will end until mid-August.

"About the organization regular transportation passengers..." it is determined that the carrier is obliged to begin transportation no later than sixty days from the date of open competition. Thus, all 59 routes must begin carrying passengers no later than October 10, 2017.

It was the transition of transport workers to work under the new law that led to the closure of many “minibuses” running between Moscow and the Moscow region. It turned out that some routes were approved only by the capital’s Department of Transport, or only by the Ministry of Transport of the Moscow Region. For this reason, they could not enter the starting lineup of the new register of adjacent interregional routes between Moscow and the Moscow region. After the conclusion of an intergovernmental agreement, this document began to be jointly maintained by the transport departments of the two regions.

The agreement itself also appeared several months later than expected by the Federal Law. This further complicated the situation with commuter transportation. After all, all this time, many carriers worked without permits, without any legal opportunity to obtain them. The last ones, as usual, were the passengers. In many places there was no alternative to routes that turned out to be illegal. This is the same situation that can be described, paraphrasing the well-known expression, as “closing cannot be agreed upon.” And no one dared to put a comma in it anywhere.

In the area of ​​responsibility of the Moscow Region Ministry of Transport, there were much more unilaterally agreed routes than those of the Department of Transport - 144 versus 59, but competitions were held for them at the end of last year. And in February-March, carriers already started operating on most routes.

The Moscow Department of Transport prepared much more competitions for its 59 routes. During this time, carriers who tried to work for them without the appropriate permits were repeatedly fined. Their cars were taken to impound lots. As a result, passengers were deprived of their usual means of communication.

Resetting in such a barbaric way route network, the capital's transport workers, however, did not raise transportation to a higher quality level, as was done with city routes. New and “old” suburban lines will continue to operate at unregulated tariffs, without providing passengers with benefits. A quite serious struggle has unfolded for the right to serve the revived routes. For many lots the number of participants reached five to nine. Only one application was submitted for only two routes passing through the territory of New Moscow. But the list contains their close “relatives”, members of the same transport holdings.

Some carriers were not visible on the capital's roads for almost a year, after August 15 last year. Now the companies “Goodwill”, “Mentor 1”, “West Line”, “Lyuberetskoye” transport agency" is back in the game. Some, like Krasnogorsk-Avto, Balashikha-Express and Autoline-Mytishchi, 6th Taxi Park, Northern Trakt, did not stop working on others agreed upon by both regions, suburban routes. There are also those whose names have not previously appeared in transportation in the Moscow region - “Trans-Balt”, “Reliable travel companion”.

Although most of the 59 routes being launched have operated before, there are also some that passengers will be able to travel on for the first time.
