This task is not easy - too many "interested" are usually found in the field of urban passenger transportation. Recall that in the capital of Tatarstan, for its implementation more than 10 years ago, the “roof” of the republican leadership was also required. Realnoe Vremya decided to find out who owns Ufa's private carriers, and learned a lot of interesting things. As it turned out, routes to outlying areas of the city are often given to only one carrier, while many of the companies combine several types of business, and some are clearly related to each other. But what is even more interesting is the connections of carrier companies with law enforcement agencies.

The problem is long overdue

The issue of restoring order in the work of public transport in Ufa was raised more than once or twice. But for unknown reasons, the topic quickly faded away. And it's not just the sometimes unclear flight schedules, changing routes and unregulated tolls. Motorists complain about the boorish behavior of PAZs, GAZelles, minibuses (Mercedes Sprinter, Peugeot Boxer, Ford Transit, etc.) on the roads, passengers have repeatedly paid attention to dirty passenger compartments, smoking drivers of minibuses, who turn on the radio loudly, allow themselves a rude attitude towards customers, often accompanied by obscenities. By the way, during traffic police checks, many drivers find themselves in a state of alcoholic or drug intoxication. In addition, there is often a discrepancy between the fare indicated on the outside of the car and what is placed inside (naturally, the “surprise” is not in favor of the passenger). And the "excursion" buses, following the routes familiar to the townspeople, but without route maps, have become a byword.

The owners of fixed-route taxis and drivers themselves also do not remain in debt. Attempts by officials to somehow regulate their activities, they harshly accepted with hostility and sometimes staged strikes or simply found ways to circumvent various rules. For example, when they were obliged to issue tickets for travel in order to control their financial activities and collect taxes in accordance with their earnings, they simply hung a ticket tape twisted into a coil near the exit, and next to it was the inscription: “For traffic safety, tear off tickets yourself.” Few of the passengers bother tearing off a small piece of tape.

Enterprising citizens often wrote complaints to various authorities describing the situation, but in the best case, only bureaucratic replies came in response. There are rumors among the townspeople that minibuses are “covered” by certain criminal authorities, representatives of law enforcement agencies, and local authorities, even with all their desire, are not able to fight with influential “beneficiaries”. Although you can often hear (and read on social networks) the version that "officials also have a share."

This time, the acting head of Bashkiria, Radiy Khabirov, took over. He drew attention to the fact that in Ufa more than a third of public transport units (and this is about 1,300) do not have a license. He instructed to restore order in a very short time - by winter. By the way, he named Kazan with its “red buses” as one of the examples. And the first heads from the political scaffold of Bashkiria have already flown. The head of Bashavtotrans also fell under the distribution (read about this below). Whether the new helmsman of the republic will be able to solve this problem, we will find out in the near future.

One and a half hundred options to ride

According to the profile department of transport and communications of the Ufa administration, 14 carriers are currently operating in the capital of Bashkortostan. This list mainly includes private enterprises (in some cases related to each other), as well as the state-owned Bashavtotrans (engaged in bus transportation) and the municipal Electric Transport Administration (which, as the name suggests, operates trolleybuses and trams) . Bashavtotrans and Electric Transport Administration (MUET) are also the largest in the city in terms of the number of routes served. Each of them has 34 routes.

In terms of the maximum declared number of transport, however, the leader in Ufa is different - the fact that Bashavtotrans has almost all buses is of large capacity (with a certain reservation, which will be discussed below), and trams and trolleybuses are, in principle, large-capacity vehicles, so there are expectedly fewer of them than minibuses. In total, 150 public transport routes operate in Ufa, 12 of them are trams, 22 are trolleybuses, the rest is for buses of large and small classes. It should be noted that 18 of the routes, according to the Department of Transport and Communications, are not assigned to any one carrier. At the same time, all these routes are served by small-class buses that travel at unregulated fares.

Note that all bus routes in Ufa are divided according to two parameters: the class of the bus - small or large, and the fare - regulated or unregulated. All 84 small bus routes run at unregulated fares, these are the so-called "minibuses". Another 32 bus routes consist of large-class vehicles, all of which are operated by the state-owned Bashavtotrans, which has been actively selling assets since last year. However, interestingly, three large-class bus routes operate at unregulated fares.

State carrier, its losses and five "unregulated" routes

These large buses, operating at an unregulated rate, belong to routes No. 290 and No. 226, following from the DOK (a remote area of ​​\u200b\u200bthe city) to the Pushkinsky shopping and service complex, which is not far from the Telecentre, as well as route No. 17c, following from Yuzhny bus station to the microdistrict "Belorechensky" and "President Hotel". Interestingly, at least on the 290th route, you can also see PAZiki, which are difficult to attribute to large-class buses. Probably, in practice, not only Bashavtotrans is engaged in servicing the route.

The state bus enterprise of Bashkortostan also has two routes with unregulated tariffs, which are used by small class buses. These are the popular route No. 255 (Sipailovo - TSK "Pushkinsky") and route No. 234 (Microdistrict "Belorechensky" - Nesterov Museum).

In total, Bashavtotrans, as already mentioned, has 34 routes. The maximum declared number of transport units is 472. Only one of the private carriers has more. The municipal "Electric Transport Department" serves 34 routes with 212 vehicles.

At the same time, Bashavtotrans reduces the number of flights and carried passengers from year to year, despite state support of about 500 million rubles a year. At the beginning of 2018, the Chamber of Control and Accounts of the region reported that the losses of Bashavtotrans exceeded 1 billion rubles over 2 years. At the beginning of 2018, the mayor of Ufa, Irek Yalalov (resigned in September) proposed to separate from Bashavtotrans an enterprise that would work for Ufa, merge it with MUET and, thus, create a single carrier. In the meantime, according to the former mayor, Bashavtotrans transports only 15% of city passengers, while not ensuring the regularity of transportation in the evening. As Realnoe Vremya reported, on Monday, October 22, acting head of Bashkiria Radiy Khabirov, indignant at the company's colossal losses and the reduction in the number of bus stations in the republic, demanded the dismissal of Razim Makhiyanov, director of the troubled enterprise.

The leader is a "productive worker", the carrier of Gazprom and the owner of the broken PAZ

Fanis Batyrov, an individual entrepreneur, turned out to be the largest private carrier in terms of the number of routes, as well as the absolute leader in terms of the maximum declared number of transport units on the routes. It is declared by the carrier on 16 routes, the maximum number of vehicles on the line is 768. However, this figure is the sum of the maximum number of vehicles on each of the routes, so in practice there may be fewer buses in the carrier's fleet (this applies to all of the buses indicated in carrier research). Fanis Batyrov also serves one of the five longest public transport routes in Ufa, after two Bashavtotrans routes and one route with an unspecified carrier. This is route No. 211 with a length of 36.4 kilometers, which is served by up to 65 small class buses. The route runs from the village of Timashevo to the Kuznetsovsky backwater. Batyrov, according to media reports, also owned a PAZ 249 route, which on October 10 got into a major accident with a Bashavtotrans bus near the Kalinin park in Ufa. And a couple of weeks before this incident, the culprit of which, apparently, is the driver of a private enterprise, Batyrov received an honorary diploma for his high professionalism and many years of fruitful work in the public life of Ufa.

In addition to the status of an individual entrepreneur, Fanis Batyrov is also the director and founder of a company with the rather common name Spetsstroytrans. In it, Batyrov owns 66%, the remaining 33% belongs to, probably, his son, Almaz Fanisovich Batyrov. Previously, Fanis Batyrov also owned Betonstroytrans LLC, Ufa Transport Company Batyr LLC, and President Palace LLC. The latter was registered at the address of the "President Hotel" in Ufa - while the type of activity of the company, which officially stopped working in 2007, was the organization of gambling that was not yet banned.

It should be noted that, according to the media, Fanis Batyrov contributed to the appointment of Vladimir Petrov to the post of head of the transport and communications department of the Ufa administration in February 2018. At the same time, Batyrov himself, as an entrepreneur, has regularly, since 2015, received contracts from Gazprom Mezhregiongaz Ufa for the transportation of employees of the organization. Since 2013, he has already received four contracts, each for about 4 million rubles. The media also pointed to a possible connection between Fanis Batyrov and another carrier, Konofi Minazov, with the leadership of the traffic police of Bashkortostan.

Ufa-Line: 13 routes and ominous stories about illegal carriers

The second place among private carriers in terms of the number of routes is occupied by Ufa-Line Company LLC. It serves 13 routes with 380 vehicles at maximum load, which is the third indicator after entrepreneur Fanis Batyrov and Bashavtotrans. The longest Ufa-Line route is No. 246, its length is about 32 kilometers (from the Bashkortostan shopping center to the Korolevo microdistrict), and it is served by 30 buses. However, the carrier's routes that are more saturated with transport are No. 239 (a circular route from the Northern Bus Station to Nizhegorodka through the railway station) and No. 233 (from CHPP No. 1 to Mendeleev Street), a maximum of 40 buses operate here.

The founder of the company is Ilshat Khairullin, and the director is Ildus Kadermetov. The latter is also the head and one of the founders of the regional public organization for the socio-cultural and spiritual development of the population "Tolpar" of Bashkortostan, registered in the village of Chishmy in August 2014. Ilshat Khairullin in April 2013 was called a person close to the leadership of the transport department of the administration. In addition, in September 2016, Khairullin participated in the elections of deputies of the Council of the urban district of the city of Ufa, he was nominated by the Bashkir regional branch of the Communist Party. At that time, he held the position of director for the economic part of Ufa-Line.

The company appeared several times in high-profile situations with a criminal context. In February 2017, for example, the company's drivers fell victim to an attack by armed men in the Iglinsky district of Bashkortostan - this was allegedly the result of a criminal redistribution in the Ufa passenger transportation market. According to Ufa journalists, after this event, the drivers (and, as it turned out, part-time bus owners) went over to the "side" of the attackers - illegal carriers, starting to work for them. And already in August 2018, another message appeared related to the Ufa-Line Company: the Oktyabrsky Court of Ufa sentenced Alfred Islamov, deputy director of the company, to 10 years in a strict regime colony, who in 2017 committed the murder of an individual entrepreneur who had previously collaborated with Ufa -Line", and then independently launched a route that coincides with the route of the company.

There is no competition here. Moreover, in Ufa there were cases when the owners of fixed-route taxis tried to divide the market with the help of firearms. And this is by no means the 1990s.

Konofi Minazov and Ufa Bus Lines: declining market share and the Ufa Line past

Four routes with a maximum number of buses equal to 58 from the individual entrepreneur Konofi Minazov. It serves relatively short routes, the maximum length is 17.3 kilometers - on route No. 248 (from the Sipailovsky recreation complex to the DOK). However, it operates a maximum of 10 buses. Three times more of them - on route No. 208, only 12.7 kilometers long - from the same DOK to CHPP-1. It should be noted that the other two routes of the carrier are also connected with the Inors microdistrict in the north of the city.

Minazov is also a director and one of the founders of Ufa Bus Lines LLC, another carrier serving one route with a maximum number of 30 buses. This is No. 212 from Chernikovka to TSK "Pushkinsky" with a length of 23.6 kilometers. In this company, Minazov owns only 8.23%, the remaining 91.77% belongs to Aigul Gusmanova. Interestingly, earlier, in 2013, 27% of the company belonged to Ilver Mukhutdinov, who until 2013 owned and was the director of ATP Ufa-Line LLC. Subsequently, Nail Khairullin, a relative or namesake of the founder of the current, almost eponymous "Ufa-Line Company", became the head and owner of the company.

Minazov himself is also considered by the media to be affiliated with the leadership of the republican traffic police. However, if Batyrov's number of routes increased from 14 to 16 compared to 2013, then Minazov's number, on the contrary, decreased significantly - from 15 to 4.

Like Minazov, OOO Region-Avto has four routes. The maximum number of buses serving these routes is 72. The longest route of the company is No. 223 (Northern bus station in Chernikovka - shopping and service complex "Pushkinsky"), its length is about 22 km. On it, as well as on route No. 256 (Sipailovo - Telecentre), 19 kilometers long, a maximum of 20 buses operate. However, most of the buses are on the shortest route of the company, No. 242 (circular, makes a circle around the city center and Mendeleev Street) - there are 25 vehicles at once. Considering that the length of this route is only 8 kilometers, one can understand how much higher the concentration of vehicles is here.

Region-Avto is also affiliated with another carrier, Viktor Iskalin, an individual entrepreneur, who owns 51% of Region-Avto. The remaining 49% belong to Natalya Krasnoborodkina, and Igor Yakimov manages the company. Krasnoborodkina, together with Iskalin, are members of the Association of Passenger Carriers (which unites about 200 owners and tenants of buses in Ufa), own shares in Ufa-Sever LLC. Previously, Krasnoborodkina was the founder and director of the Passenger Transportation Administration LLC. Note that "Region-Avto" used to belong to Almir Rezin and Radmir Khabiryanov - the latter is the founder in a non-profit partnership with another carrier - the smallest in Ufa - Igor Svat. In 2013, Region-Avto applied for eight routes, but received only one. As you can see, the change of ownership benefited the company - now it has four routes.

As for Viktor Iskalin himself, as an individual entrepreneur he serves three routes. The maximum number of buses on the lines is 71. All routes are quite long, ranging from 23 to 29 kilometers. True, only one bus runs on one of them: this is route No. 267, from the UMPO recreation center to the village of Starye Turbasly. The busiest route No. 272 ​​with 40 buses is from the DOK to the Telecentre, and route 298 with 30 buses is from the same DOK to the Mega-Ufa shopping center.

It should be noted that Iskalin quite often shows dissatisfaction with the way the city management manages transportation: in July 2017, he complained about the fee for route cards, which should be free, and before that, he asked to invalidate the competition for routes.

"Technique": four routes from the institute and the former deputy

Another actually "double" bus operator in Ufa is the CHOU DPO ITs "Technika" and its "daughter" - OOO ITs "Tekhnika". The first of the companies serves two bus routes - the 26-kilometer 207th from the DOK to the TSC "Pushkinsky" and the 11-kilometer No. 282 from the same DOK to Maksimovka. In total, up to 44 buses can leave them, 40 of which are on the first route. LLC EC Tekhnika has only one route - No. 263 with a length of 16 kilometers, with a maximum of 20 buses. It runs from the health-improving complex "Sipailovsky" to CHPP-1.

Interestingly, the organizational and legal form of the engineering center (this is how “IC” stands for) “Technique” - CEI DPO IC is nothing more than a private educational institution of additional professional education. The institution was registered in December 2001 on Spartak Street. Its legal predecessor is the state educational institution - engineering center "Tekhnika". Viktor Sandakov has been and remains the director general of the institution all this time, he is now the only founder - previously Natalya Zaveryukha was also listed as the owner (now she is the chairman of the Association of Additional Professional Education Organizations of Bashkortostan, as well as one of the founders of ANO DPO "Center for Professional Training") . In addition, the founders of Tekhnika used to be LLC VNZM Expert, a subsidiary of the state-owned PJSC Vostokneftezavodmontazh Joint-Stock Company, which is engaged in the construction of oil and gas complex facilities.

As for Sandakov himself, he is an experienced transport worker. He was also a member of the transport commission of the administration of Ufa, and the chairman of the transport and forwarding committee of the Chamber of Commerce and Industry of Bashkortostan. Sandakov is a doctor of technical sciences, is a member of the Academy of Sciences of Bashkortostan, was a deputy of the State Assembly of Bashkortostan of the 4th convocation from the Communist Party of the Russian Federation, and has been the head of the Technika engineering center since 1996. As indicated on the website of the organization, "Tekhnika" has been one of the leading educational institutions for advanced training of employees of organizations associated with hazardous production facilities controlled by the Federal Service for Environmental, Technological and Nuclear Supervision for more than 20 years.

Igor Svat: one route, partnership with the former owner of Region-Avto and Viktor Sandakov

Igor Svat became the carrier with the least number of buses on the line and only one route. This route is number 217 with 13 buses at peak times and a length of 13.4 kilometers. The route connects CHPP-1 and Maksimovka.

Igor Svat is one of the two founders of UralTAU LLC (the second founder is Galina Igorevna Svat). The company is engaged in the production of motion pictures, video films and television programs. However, we could not find any results of the company's activity. Swat is also the head of the non-profit partnership “Autotransport. Infrastructure. Development". The founders of the partnership include himself, as well as Aidar Salimov and Radmir Khabiryanov. As already mentioned, the latter was previously the founder of Region-Avto - from 2013 to 2018. In addition, Svat was the founder of Omnibus LLC, which closed in February 2018, together with Anatoly and Oleg Zharovs. Oleg Zharov is the founder of three more industrial enterprises - Neftegazarmatura, Bashkhimetalon and the Osna-Group metalworks plant. Igor Swat himself is called by the media a partner of Viktor Sandakov, head of the Technika engineering center.

Arbat+: an inconspicuous carrier with almost 250 buses

The third place among private carriers, both in terms of the number of routes and the declared maximum number of vehicles, is occupied by a company with a metropolitan, but very common name, Arbat + LLC. In total, the company has 8 routes (the maximum number of buses is 247), the longest of which is No. 291, connecting the Shaksha microdistrict and the Bashkortostan shopping center. Up to 20 buses operate on the 34.2-kilometer route. More buses operate on shorter routes, for example, on 277, which runs on the route School No. 75 - Mega-Ufa shopping center. Here the maximum number of buses is 50.

The founder and director of the company is Sergey Belov. The company itself was founded in December 2002, the owner and director have not changed since then. In addition to this company, Belov also established MSM-COM LLC, which is engaged in the retail trade in telecommunications equipment, including mobile phones, and Arbat +, an individual private company that has been in the process of liquidation since 2004.

"Pan Auto": a company of a public figure from transport

Six routes with a maximum number of transport units of 185 buses are operated by Pan Auto LLC. The longest of these routes is No. 227 (27 kilometers), it also has the largest number of buses on the line (up to 40). The route runs from the DOK to TSK "Pushkinsky".

The owner and founder of Pan Auto LLC is Alexander Pudovin. The company was registered in April 2012. However, Pudovin had companies with this name before. For example, companies called "Pan-Auto" were registered in 2006 and 2008, and in 2012 - also "Pan-Auto +". All of them are still active. In addition, from 2008 to 2010, BashTransRegion LLC existed, where Alexander Pudovin was the founder, on an equal footing with Alexei Gogolev, Ruslan Gazizov and Sergey Gusev. Two of them were the founders of several other companies, and Alexey Gogolev from 2009 to 2013 was the chairman of the board of the regional public organization "Public Union of Passenger Carriers in the Republic of Bashkortostan" - before and after him, the post of chairman was held by Pudovin.

The latter, in addition to the position of chairman and the status of one of the founders in OSPP, is also listed as a founder in the non-profit partnership "Association of Passenger Carriers of Bashkortostan" and in LLC "Bashmedresurs", which is being liquidated.

"Alliance SKD": patronage, judo and diversified business

Alliance SKD LLC (previously called Dema-Express) turned out to have five routes. The maximum number of buses declared on the lines is 185 units. Most of them, namely 80, are on route No. 257k, following from Dagestanskaya Street to Hospital No. 21. Its length is 25 kilometers. The longest route of the enterprise, almost 31 kilometers long, is No. 216, from the Ufa Drilling Department to the Northern Bus Station. It operates a maximum of 30 buses.

The owners of the company are Alexander (51%) and Nikolay (49%) Struevs. Nikolai Struev is also the director of the enterprise. The company was founded back in March 2003, then its founders were Alexander Semenov, Vladimir Kokotyukha and Vladimir Belyaev (with equal shares). Nikolai Struev is also the founder of Avto Lady LLC, together with Olesya Yesyutina and Alevtina Gumerova, and one of the 11 founders of the Orthodox parish of St. Sergius of Radonezh in the village of Sergeevka, Ufimsky district. Another founder of Alliance SKD LLC, Alexander Struev, apparently, is the father of Nikolai Struev. He is also a founder in the parish of Sergius of Radonezh. In addition, he owns Forsage LLC, which seems to be headed by another of his sons, Sergei Struev. Judging by the OKVED code, the company is also engaged in regular intercity and suburban passenger transportation by buses.

Alliance SKD regularly receives government contracts, albeit small ones. For example, in 2018, the company received an order from the Federal State Institution for the Operation of Water Management Facilities and Structures of the Belaya River Basin for 84,000 rubles for responsible storage of vehicles in an open parking lot. Last year, the company transported employees of the Ministry of Finance of Bashkiria for 282 thousand rubles and provided transportation services for the stage of the international rally "Silk Way-2017" in Bashkortostan for the Sports Training Center for 519 thousand. In April 2018, Nikolai Struev was recognized as a “philanthropist of the Demsky district”, and in June he participated in a meeting with a resident of the district, along with the head of its administration, about the operation of buses in the evening. Alexander Struev, apparently, is the president of the Ufa Judo Federation (previously he was one of the founders of the Dema martial arts sports club).

As you can see, under Rustem Khamitov, the situation has not changed much. We will find out in the coming months how the public transport market will change with the advent of the new “hood”.
