Baggage allowance year. New baggage and hand luggage rules have come into force in Russia

For 2019, Aeroflot has left the maximum standards for the size and weight of hand luggage and baggage checked for transportation on an airplane unchanged. Restrictions on the number of seats, maximum weight and dimensions, known to experienced travelers, remain relevant. All baggage and carry-on baggage allowances vary depending on the class of service, and if they are exceeded, an additional fee will apply.

Aeroflot traditionally classifies as hand luggage all items that are carried by passengers, can be safely placed in the cabin and meet the established requirements. Responsibility for their condition and the damage caused by them rests entirely with the client. During the check-in process, hand luggage is weighed and checked for size.

Number of seats

For things of this category, no more than one place is allocated on the company’s airliners, regardless of class. In other words, one passenger is allowed to take one bag into the cabin. If the flight is carried out by a family, the number of seats corresponds to the number of its members for whom individual seats are booked, regardless of age.

Limit dimensions

As a general rule, the size of hand luggage should allow it to be placed under the seat in front or on the top shelf. At Aeroflot, the maximum permissible dimensions for length, width and height are 55x40x25, respectively. The sum of three dimensions is 120 centimeters for any tariff.

Permissible weight

The weight of hand luggage for transportation on an Aeroflot aircraft is determined depending on the class. For clients flying at the Business fare, the permissible weight per seat does not exceed 15 kilograms. Economy and Comfort class provide the opportunity to take no more than 10 kilograms per seat on the plane.

Personal items

Aeroflot, like other carriers, allows its customers to take some things into the cabin without taking into account these restrictions. They are considered personal and are not taken into account when weighing. The list includes:

  • briefcases and women's handbags;
  • mobile phones;
  • laptop computers, video and photographic equipment;
  • business papers in a folder;
  • books, newspapers and magazines;
  • shopping bag from Duty Free.

This list is much longer; a more detailed list can be found on the airline’s website.

Non-standard things

The list of goods allowed for free transportation in the cabin contains items that do not meet the weight standard. These are special wheelchairs for the disabled and baby strollers that are used by the client. They will need to be handed over to the flight attendant at the entrance to the cabin. If the wheelchair has an electric drive and weighs more than 32 kilos, prior approval is required, no later than 36 hours before departure (schedule time is taken into account). Mandatory approval will be required for the transportation of all musical instruments, regardless of their size. Of the animals, only a guide dog is allowed to fly free of charge in the cabin if they have the appropriate documents (certificate and veterinary certificate). Flights in the cabin with other animals are permitted only in a special container, the weight of which, together with the animal, does not exceed 8 kilograms.

Other restrictions

In addition to the items listed for this category, there are restrictions on the volume of liquids and compositions equivalent to it. This applies to drinking water, alcoholic beverages, and cosmetics. The total volume of such substances cannot exceed a liter; all liquids must be poured into containers no larger than 100 ml. The following are not allowed for transportation in the aircraft cabin:

  • all types of weapons and ammunition, items imitating them;
  • hazardous chemicals (toxic, flammable, explosive);
  • objects capable of causing cut wounds;
  • things and devices containing magnets or magnetized components.

Some of these items can only be carried in checked baggage, while others are completely prohibited for air travel. You can find out the list and details of restrictions on the website or from the contact center staff.

Baggage requirements

In the baggage category, Aeroflot includes items that exceed the weight and size characteristics of hand luggage and are transported in the baggage compartment on the plane. Items in this category are registered according to the piece system, taking into account the above parameters. Dimensions, weight, and number of seats are differentiated in accordance with the rules for using a certain tariff.

Number of seats and size restrictions

For Business, Comfort and Economy Premium fares, two seats are provided per ticket. According to the norms of the economy tariff group, this option is limited to one seat. If the total weight of checked items is less than 10 kilograms, the number of free baggage spaces is not limited. On the ticket, their number is usually indicated under the abbreviation PC (Piece Plan) with the corresponding number. Acceptable dimensions in all cases should not exceed 158 centimeters in the sum of three dimensions (W*H*D).

Weight restrictions

The allowed weight of baggage on an airplane varies depending on the fare. The limit for the Business group is 32 kilograms. For other groups, including Comfort, weight restrictions are more stringent. In this case, you can transport no more than 23 kilograms per person. For minors, standards similar to those for adults apply. These requirements may vary depending on the flight, so before the flight it is advisable to clarify what weight you can take with you through the carrier’s contact center.

Exceeding the norm

All cases of excess baggage are registered as excess baggage. The calculation is performed for each parameter; if all requirements are exceeded, the cost of transportation will be determined based on the total amount. Additional payment required:

  • for second, third and each subsequent place, 2.5 and 7.5 thousand, respectively;
  • for exceeding the permissible weight depending on the class of service, 2.5 if the excess is from 23 to 32 kilos and 5 when the weight goes beyond 32, but does not exceed 50;
  • for excess sizes from 158 to 203 centimeters, 5 thousand are awarded, more than 203–7.5.

The amounts are fixed, on domestic flights they are charged in rubles, on international flights in foreign currency. In the latter case, payment is made in ruble equivalent at the current Central Bank exchange rate.

Non-standard cargo

Special transportation rules apply to heavy and/or oversized cargo. This category consists of objects weighing from 32 to 50 kilos, with dimensions no more than 203 centimeters in the sum of length, width and height. The following sports equipment is considered one piece of luggage allowed for free transportation:

  • a set of skis with poles and boots in a case;
  • a covered snowboard with a pair of boots;
  • a pair of clubs in a case with packed equipment;
  • bicycle prepared for transportation;
  • covered golf equipment;
  • a pair of rods with a set of tackle in appropriate packaging.

In addition to sports equipment, the list of non-standard luggage includes weapons with ammunition, various types of musical instruments, and animals. The non-standard category may include packaging that is usual for travelers; for example, if the weight and size characteristics of a suitcase exceed the permissible limits, it is considered oversized. The rules for transporting this category of cargo must be clarified with employees or on the airline’s website.

This fall, new baggage and hand luggage rules came into force. Previously, all passengers were allowed to carry at least 10 kg of items free of charge. Now airlines have the right not to include free baggage allowance in the ticket price. There is also a minimum size of hand luggage and a list of things that are included in it. This applies only to the cheapest, non-refundable air tickets. If the ticket can be returned, then you are entitled, as before, to 10 kg of free baggage.

Let's look at the example of Pobeda Airlines to see how the norms have changed.

Previously, you could take a laptop bag and all sorts of small things like outerwear, an umbrella or a bouquet into the cabin for free, and a small suitcase up to 10 kg could be checked in as luggage for free. Now you can take it to the salon backpack up to 5 kg or a bag no larger than 36 x 30 x 27 cm. It will not be possible to deceive the company, because... The size of the backpack will be checked using a special calibrator with a lid. Doesn't fit? - pay. And you will have to pay 1,499 rubles if you do it in advance on the website or 2,000 rubles if such a surprise happens right at the airport. You will now have to pay for checked luggage in any case. 10 kg of luggage will cost 499 rubles if you pay in advance and 1499 at the airport, and up to 20 kg - 1499 if you pay in advance and 3000 at the airport. So, when purchasing, check what items are included in your ticket so that this does not become a surprise at the airport.

In addition to the carry-on baggage allowance, you can still take a small handbag, outerwear, baby food or stroller (if it folds and fits on a shelf or under the seat) for free. This list also included medicines and purchases from Duty Free (by the way, they used to charge money for the latter at Pobeda). But mobile phones, cameras, laptops and other gadgets, as well as umbrellas cannot be carried free of charge beyond the limit. But they can be put in a backpack and they will also be subject to a free allowance of 5 kg, beyond which you will have to pay. So travelers with heavy DSLRs, lenses and a laptop will have to fork out more or purchase a more expensive plan.

Such measures are designed to make tickets cheaper for passengers who fly light. But how many people are there who fly even for a couple of days with just a backpack? Fortunately for us, the requirements are not as strict everywhere as in Pobeda. Airlines reserve the right to independently set tariffs, for example, S7 in the basic economy tariff allows you to take not 5, but 10 kg in hand luggage, but checked baggage will already be charged.

At the end of 2017, President Putin V.V. a law was signed amending the “General Rules for the Air Transportation of Passengers, Baggage, Cargo and Requirements for Services for Passengers, Shippers, and Consignees.” According to the adopted law, Russian airlines are introducing uniform rules for the carriage of baggage on planes, with the exception of Aeroflot's subsidiary Pobeda.

Current!

Let's take a look at what rules are relevant in 2019 for carrying luggage on an airplane.

According to the November law, new baggage allowances allow a bag or suitcase weighing up to 30 kg per piece. Less is allowed, more is not allowed. Each passenger is provided with individual luggage.

Important! The permissible weight of items depends on the ticket category: economy, business or first class. The higher the ticket class, the more options available in terms of baggage capacity.

Separate luggage can be checked in for a child under two years of age. The weight of the bag should not exceed 10 kg.

There is no single global standard for all airlines. It is worth focusing on the country to which the passenger is flying. For example, when traveling to Dubai, items and literary publications of a religious nature, with the exception of Islam, are prohibited from being transported. Also consider the restrictions of each airline individually.

Excess baggage

So, if a passenger has purchased an economy class ticket, he can carry luggage weighing up to 23 kg. For larger cargo, the traveler must pay extra, but some air carriers allow a slight excess without additional payment.

If you know in advance that baggage will fall into the excess baggage category, check the cost of the surcharge with your air carrier.

Baggage over 30 kg – heavy luggage

Carrying baggage on an airplane: new rules equate weight over 30 kg to the heavyweight category. Previously, the maximum weight was up to 32 kg.

For such cargo you have to pay extra for each kilogram. There are no uniform tariffs; each company sets the price at its own discretion.

In addition to excess weight, there may be excess dimensions in the sum of three dimensions. Such things include:

  • alpine skis and other large sports equipment;
  • musical instruments, for example, guitar, double bass;
  • household appliances, such as a refrigerator.

To transport such goods, a preliminary agreement with the company is required. Before your flight, contact customer support. On the day of departure, it is better to arrive at the airport in advance, as special cargo will take longer to register.

Some carriers allow you to carry free ski equipment in winter or diving boards to resorts.

Companies have the right to refuse to transport oversized cargo if the cargo compartments are too small or there is not enough space.

Baggage free ticket

A number of airlines support baggage-free travel. According to it, the passenger flies only with hand luggage. This method has both advantages and disadvantages. The advantages include the low cost of flights. The negative side is that the tickets are non-refundable.

Consolidated baggage

For couples, traveling families, colleagues and friends there is a luggage consolidation service. You can put all your things in one suitcase, which will be counted as one piece of luggage.

Fragile luggage

When transporting glassware, electronics and decorative items, many passengers worry about the safety of things, because most often at airports suitcases are treated carelessly and thrown into a general dump.

In such situations, the traveler can check in baggage marked “fragile”. To do this, provide information when registering your belongings, and the suitcase will not be allowed through the belt. The loaders will take it to the luggage compartment.

Pay attention! The ability to check in fragile luggage does not guarantee the safety of the passenger's belongings.

It is better to take fragile items that meet the parameters of hand luggage into the aircraft cabin. The main thing is that things do not contain liquid. You will have to discard jars of jam and compotes by putting them in the luggage compartment.

Hand luggage

What weight of luggage is allowed on the plane? Changes to the air travel law that came into force in November limited the minimum weight of hand luggage. Previously, it was possible to carry at least 10 kg free of charge for non-refundable and refundable tickets, now the limit is from 5 kg.

Most carriers allowed you to carry a suitcase weighing 10 kg on board. There was an additional charge for luggage in the luggage compartment.

The new law means that the airline is required to take 5 kg or more into the cabin, but if desired, the weight can be increased to a greater extent. For example, S7, UTair and Aeroflot announced their intention to maintain the previous norm of 10 kg.

The following rules are currently in effect on the official Aeroflot website:

In addition, the list of free items for carrying on board in addition to hand luggage has undergone changes. We'll talk about them below.

What items can you take into the cabin without checking them in as hand luggage?

According to the old requirements, it was allowed to take the following things into the salon free of charge without weighing, tagging or registration:

  • costume;
  • laptop;
  • video camera;
  • camera;
  • mobile phone;
  • baby food for the duration of the unlimited flight;
  • baby carrier (folding cradle or folding stroller);
  • books, magazines, newspapers;
  • outerwear;
  • women's handbag;
  • briefcase;
  • a folder with papers and documents;
  • cane;
  • crutches;
  • umbrella;
  • bouquet of flowers.

Now the umbrella, laptop and cell phone are excluded from the list. The Ministry of Transport explained these changes as an opportunity to remove the listed items from the bag.

In addition, the list of free items has been supplemented with a new item - a backpack. The management of Pobeda Airlines confirmed the information that the carriage of backpacks will be allowed if its size fits into the established standards by the company.

For Pobeda, hand luggage restrictions will be 36x30x27, while the minimum ticket price starts from five hundred rubles.

Items allowed in hand luggage and on you

A passenger may wish to keep a number of items with him or her in hand luggage. These include:

  • carbon dioxide cylinders (used to activate artificial limbs);
  • glasses repair tools, including a screwdriver less than 50 mm long;
  • lighter or non-hazardous matches (only with you);
  • pacemaker;
  • other pharmaceutical devices, including those using radioactive isotopes, with lithium batteries. Allowed to be kept only with oneself;
  • robot toy;
  • razors, including disposable ones;
  • eyelash curler;
  • nitroglycerin tablets or spray for treatment;
  • oxygen cylinders for medical purposes;
  • injection needles for a passenger with diabetes or specialized medications.

Actions in case of loss

No one is protected from losing things during air travel. Items go missing while being loaded or loaded into the luggage compartment, or they are accidentally sent on another flight.

In case of loss of personal belongings, follow the instructions:

  1. Make sure you have your baggage receipt on hand;
  2. Contact the missing items department with the form;
  3. Write a statement;

Within three weeks, the carrier chosen by the passenger is obliged to find the items and return them. The parcel is delivered to your home free of charge, and the client does not have to go anywhere or pay anything.

If damaged luggage is returned or missing after three weeks, you can contact the company with a request to compensate for the losses.

If the carrier refuses to compensate for the damage, the citizen has the right to request a written refusal, with which he can go to court for further proceedings.

The Montreal Convention enshrines an international agreement that stipulates the maximum possible compensation for the loss of a bag - 1131 SDR (artificial reserve and payment instrument issued by the IMF). This is approximately $1500.

In practice, the figure depends on the specific carrier. Foreign companies pay on average $20/kg. Large foreign airlines may pay the excess amount according to their internal rules. Russian airlines pay approximately 600₽.

If a passenger has lost luggage while on an international flight, they should apply for a search no later than a week after the date of receipt of the items.

On domestic flights, you are allowed to file a claim within six months from the date of loss.

Standard compensation requires a description of the missing luggage. If you have receipts for lost items, you can present them with the application. Then you should expect a full or partial refund.

Advice! If you are transporting fragile or valuable items, insure them before the flight with declared value by paying an additional fee.

Baggage is suitcases, bags, trunks that passengers hand over at check-in; they fly in the cargo compartment. We take hand luggage with us into the cabin.

Carry-on luggage on an airplane dimensions and weight. Hyou can take it with you to the plane cabin

5 kg is the minimum weight of hand luggage that a passenger can take on the plane for free. Until now, the weight of hand luggage was not specified in any laws or regulations; everything was left to the airlines. On the other hand, not a single Russian carrier has a norm of less than 5 kg (even Pobeda literally ten days ago included 5 kg in its rules). More - as much as you like. Aeroflot, for example, has 10 kg. The order does not prohibit airlines from maintaining more generous rates. And, of course, 5 kg must meet aviation safety standards (that is, liquids in containers up to 100 ml).

Mobile phones, cameras, laptops and other gadgets, as well as umbrellas and books, were excluded from the list of things that can be taken into the cabin for free EXCEEDING the carry-on baggage allowance. Argument of the Ministry of Transport: they can be put away in a handbag, briefcase or backpack. With a mobile phone - no problem, you can put it in your pocket, and it’s lightweight and won’t create an advantage. But a professional camera or laptop taken together may well do so. You can't put equipment in your luggage.

New baggage rules, Pobeda

In addition to hand luggage, a passenger can carry a backpack measuring 40x30x20 cm and weighing no more than 5 kg, or a handbag or briefcase, as well as:

  • Baby food for the child during the flight.
  • Suit in a suitcase.

To carry a larger instrument, you can purchase an additional piece of hand luggage up to 55x40x25 in size. Passengers with other fares may carry musical instruments in hand luggage only if they fit within the dimensions of 55x40x25 cm.

When boarding, Utair employees can check the size and weight of hand luggage. Dimensions and weight are checked using a measuring frame - hand luggage should fit into it without effort.

If your hand luggage turns out to be more than the allowed amount, you will have to check it in as checked baggage for an additional fee and pay 3,000 ₽ (50 € for foreign flights) or take it on board and pay 4,000 ₽ (65 € for foreign flights). Baggage checked in upon boarding is issued at the airport of arrival in the baggage claim area (with the exception of prams and wheelchairs).

The airline may refuse to transport a passenger's excess luggage if there is not enough time to process payment before boarding. As a rule, the payment procedure takes up to 5 minutes.

The cost varies depending on the moment of payment - before check-in, during check-in or upon boarding. It is more profitable to pay for excess baggage allowance in advance, on the website or in the Utair mobile application.

If there are several destinations on the ticket, additional baggage is paid separately for each.

Additional hand luggage. You can take on board additional hand luggage measuring 55x40x25 cm and weighing up to 10 kg.

From February 1, 2019, when registering for routes on the territory of Khanty-Mansiysk Autonomous Okrug-Yugra, a paid piece of hand luggage weighing up to 10 kg with dimensions of 55x40x25 cm for Optimum or Minimum fares is paid for each kg of actual weight according to excess baggage tariffs .

Excess baggage. To check in more luggage, you will need to pay extra.

For transfer flights the cost doubles.

Oversizing. If luggage is more than 203 cm in the sum of three dimensions, you will need to pay extra.

For transfer flights the cost doubles.

Excess weight. If your luggage turns out to be heavier than the permissible limits, you will have to pay extra.
